HomeMy WebLinkAbout22-112RESOLUTION NO. 22-112 A RESOLUTION ADOPTING AN ALTERNATIVE MOBILITY PERMITS (AMP) FOR A HANDICAPPED CANOE/KAYAK TO PARK AND LAUNCH WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, (the"Board") has made the following determinations: A. On or about November 9, 1982, the Board adopted an Ordinance No. 82-10 creating the ability to issue permits for County owned and leased properties. B. Section 32-98 Permits - St. Lucie County Code of Ordinances provides all requests for permits under this Article. (This Article states that all requests for permits for use of properties and facilities, including but not limited to buildings, parks, preserves, playgrounds, recreation areas and rights -of -ways owned or leased by the County shall be in writing upon application form to be furnished by the Director of Parks and Recreation of the County). The County owns and operates River Park Marina at 500 E Prima Vista Blvd, Port St. Lucie, FL 34983 (Map of River Park Marina with proposed Alternative Mobility Permit (AMP) is attached). The River Park Marina has many amenities, including but not limited to a boat ramp, canoe access, piers, and docks. C. On or about March 25, 2022, Mr. Robert Mizell contacted the County with issues he has in launching his canoe at the River Park Marina. The staff met Mr. Mizell at River Park Marina to understand the issues. The staff is proposing minor modifications as reasonable accommodation for his disabilities to the area on the attached map. The accommodations are as follows: fencing, gate and signage. Mr. Mizell has requested this area as the slope to the water makes it possible to launch his canoe due to his disabilities. Mr. Mizell needs to be able to drive his truck to the water's edge. The fence in the area will provide individuals with Alternative Mobility Permits (AMP) with the ability to pull up close to the water's edge to launch. The staff is requesting citizens that have a State of Florida Alternative Mobility Permit (AMP) be issued a County permit to use the designated area. In the alternative, an individual may provide the equivalent information required for an Alternative Mobility Permit (AMP) with the Florida Fish and Wildlife Conservation Commission to St. Lucie County Parks and Recreation Director to determine eligibility to use the designated area of River Park Marina. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie County, Florida: 1 1. The Board adopts the following regulations for handicapped canoe/kayak area in the River Park Marina: A. Provide proof of an active Florida Fish and Wildlife Conservation Commission Florida Alternative Mobility Permit (AMP) in order to obtain a County permit. B. Provide equivalent information as required for a Florida Fish and Wildlife Conservation Commission Florida Alternative Mobility Permit (AMP) for the Director of Parks and Recreation to issue a permit. C. Issuance of permit stickers and gate keys to further monitor and control permit holders. This resolution shall be effective on the date of adoption.
