HomeMy WebLinkAbout22-223 RESOLUTION NO. 22-223 A RESOLUTION REGARDING THE ESTABLISHMENT OF THE LOCAL TECHNOLOGY PLANNING TEAM IN ST. LUCIE COUNTY, FLORIDA WHEREAS, the St. Lucie County Board of County Commissioners has determined that a Team should be established to advise the Board of County Commissioners and staff on the advancement of broadband service and infrastructure in St. Lucie County; and WHEREAS, the St. Lucie County Board of County Commissioners deems it advisable to set forth certain procedural details for the Local Technology Planning Team. NOW THEREFORE BE IT RESOLVED THAT, the St. Lucie County Board of County Commissioners hereby establishes the Local Technology Planning Team (LTPT) and adopts the following procedures: 1. RATIFICATION OF THE RECITALS The foregoing recitals are hereby ratified and confirmed as true and correct and are hereby made a part of this Resolution. 2. ESTABLISHMENT OF THE LTPT There is hereby established an advisory board to be known as the "St. Lucie County Local Technology Planning Team" herein referred to as the "LTPT." 3. POWERS & DUTIES The LTPT is created in accordance with section 288.9961(4)(b) Fla. Stat. The LTPT shall have the duty and responsibility to advise/make recommendations to the Board of County Commissioners and staff in matters affecting the advancement of broadband service and infrastructure in St. Lucie County. The LTPT shall: A. Work with rural communities to help the communities understand their current broadband availability. B. Locate unserved and underserved, as defined in Section 288.9961(2), Fla. Stat., businesses and residents. C. Identify assets relevant to Broadband deployment. D. Build partnerships with Broadband service providers. E. Identify opportunities to leverage assets and reduce barriers to the deployment of Broadband internet services in the community. 4. MEMBERSHIP/COMPOSITION Page 1 The LTPT shall be comprised of 13 members. Appointments are made by the Board of County Commissioners. The membership is as follows: St. Lucie County Commissioner or designee St. Lucie County Library Director or designee St. Lucie County School District Representative St. Lucie County Health Care Provider Representative St. Lucie County Chamber of Commerce Representative St. Lucie County Tourism Director or designee Economic Development Council Representative United Way of St. Lucie County Representative City of Fort Pierce Representative City of Port St. Lucie Representative St. Lucie County Parks and Recreation Director or designee St. Lucie County Chief Information Officer or designee Local Broadband & Internet Service Provider Representative 5. MEETINGS The LTPT shall meet biannually or more frequently as directed by the LTPT Chair or a majority of the members. Seven members shall constitute a quorum for the purpose of conducting meetings. Failure to attend three consecutive meetings is ground for automatic removal from the team. All LTPT meetings shall be open to the public at all times. Minutes of all meetings shall be taken. 6. TERMS The term of each member shall be determined at the time of their appointment. At the initial appointment to the LTPT, the terms of office of the members shall be for 4 years, except that three of the members first appointed shall be designated to serve terms of 1, 2 and 3 years, respectfully, from the date of their appointments, and all other members shall be designated to serve for terms of 4 years from the date of their appointments.A vacancy occurring during a term shall be filled for the unexpired term. Each member shall hold office until his or her successor has been appointed and has qualified. 7. STAFFING The County Administrator and his/her staff shall provide necessary professional support to the LTPT. PASSED AND DULY ADOPTED this GN day of NI oVe.rthe(2022.
