WHEREAS, the Board of County Commissioners of St. Lucie County, Florida (the
"Board") desires to be competitive in attracting and retaining top leadership talent.
WHEREAS, the State of Florida's Senior Management Service Class ("SMSC") benefit
provided under Florida Retirement System (FRS) is a commonly used retirement benefit
tool for state agencies and counties/cities to build and keep their leadership teams.
WHEREAS, the Board desires to be fiscally prudent and implement an alternative
retirement benefit that is less costly to St. Lucie County, Florida ("St. Lucie County") than
the SMSC retirement benefit, yet still provides an attractive benefit opportunity to eligible
employees.
WHEREAS, the Board maintains The Eligible 457(b) Deferred Compensation Plan for St.
Lucie County, A Governmental Entity (the "457(b) Plan").
WHEREAS, the Board desires to contribute 10% of salary paid by St. Lucie County (or
such lesser amount required by law) to the 457(b) Plan on behalf employees of St. Lucie
County which have a job position covered by the SMSC but which do not already
participate in the SMSC benefit under the FRS.
WHEREAS, the following department director positions of St. Lucie County are not
currently designated for the SMSC benefit under the FRS:
• Public Works Director (EX5)
• Human Resources and Risk Management Director (EX5)
• Office of Management and Budget Director (EX5)
• Public Utilities Director (EX5)
• Planning and Development Services Director (EX5)
• Public Safety Director (EX5)
• Facilities Director (EX5)
• Parks and Recreation Director (EX4)
• Environmental Resources Director (EX4)
• Library Services Director (EX4)

• Community Services Director (EX4)
• Transit Director (EX4)
• Mosquito Control Director (EX4)
• Extension Director (EX4) (Cooperative — Partially Paid by UF)
• Criminal Justice Director (functions as a department director reporting to the
County Attorney (EX4))
NOW, THEREFORE, BE IT RESOLVED by the Board in a meeting assembled this 15th
day of November 2022, St. Lucie County will contribute 10% of salary paid by St. Lucie
County (or such lesser amount required by law) to the 457(b) Plan for employees in the
above referenced positions effective December 1, 2022.
BE IT RESOLVED FURTHER, the Board authorizes the Chair to take all actions
necessary for St. Lucie County to implement the foregoing 10% contribution benefit
including, but no limited to, amending the 457(b) Plan in accordance with and subject to
its terms and to communicate such change to eligible employees.
