AN ORDINANCE RELATING TO ST. LUCIE COUNTY, FLORIDA, TO
ENCOURAGE ECONOMIC DEVELOPMENT IN THE COUNTY;
AMENDING ORDINANCE NO. 21-002 BY AMENDING THE
IMPLEMENTATION SCHEDULE IN ARTICLE V "FINDING AND JOB
CREATION SCHEDULE" TO REFLECT THE CONTINUING IMPACTS
OF COVID-19; PROVIDING A SEVERABILITY CLAUSE; PROVIDING
AN EFFECTIVE DATE.
WHEREAS, the Board of County Commissioners of St. Lucie County ("Board") adopted
Ordinance 20-015, approving an ad valorem tax exemption for City Electric Supply ("CES") on
June 2, 2020;
WHEREAS, due to the detrimental impact of COVID-19 on CES, the Board adopted
Ordinance 21-002 on February 2, 2021, amending Ordinance 20-015 to extend the job creation
timeframes set forth in Ordinance 21-002 so that the first job creation milestone would be
applicable for the 2022 calendar year (rather than 2021), with the remaining job creation
schedule being extended by one year through 2026 (rather than 2025);
WHEREAS, CES requests that the Board amend Ordinance 21-002 by further extending
the job creation timeframes for an additional period of one year so the first job creation
milestone would be applicable for the 2023 calendar year (rather than 2022), with the
remaining job creation schedule being extended by one year through 2027 (rather than 2026);
and
WHEREAS, the Board finds that the request by CES complies with the intent of the
original approval of Ordinances 20-015 and 21-002.
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF
ST. LUCIE COUNTY, FLORIDA:
Section 1. Ratification of Recitals. The foregoing recitals are hereby ratified and
confirmed as true and correct and are hereby made a part of this Ordinance.
Section 2. Amendment. Ordinance 21-002,Article V "Finding and Job Creation
Schedule" is deleted in its entirety and replaced with the following Article V to read:
ARTICLE V
Finding and Job Creation Schedule
The Board of County Commissioners of St. Lucie County, Florida, finds that City Electric
Supply Company, Inc. is an expansion of an existing business as defined by the St. Lucie County
Ordinance No. 92-24 and Section 196.012(15), Florida Statutes, subject to compliance with the
following amended job creation schedule:

All 'Jobs per Phase' created are in addition to City Electric Supply, Inc. initial baseline of 210
employees.
The Board reserves the right to repeal or modify the exemption if City Electric Supply Company,
Inc. no longer satisfies the criteria set out above during the term of the exemption.
Section 3. Severability. If any section, subsection, paragraph, sentence, clause, phrase,
or portion of this Ordinance is for any reason found void, invalid, unlawful, or unconstitutional
by any court of competent jurisdiction, such portion shall be deemed a separate, distinct,
independent, and severable provision and such holding shall not affect the validity of the
remaining portions of this Ordinance.
Section 4. Effective Date. This Amended Ordinance shall take effect upon receipt of
notice of filling from the Secretary of State.
