AN ORDER OF THE PLANNING & DEVELOPMENT SERVICES
DIRECTOR OF ST. LUCIE COUNTY GRANTING APPROVAL FOR
A MINOR SITE PLAN TO BE KNOWN AS LIGHTBRIDGE DAY
CARE FACILITY (AKA PGA LEARNING CENTER / AKA BARON
ACADEMY) FOR A PROPERTY LOCATED AT 8555 S. COMMERCE
DRIVE, PORT ST. LUCIE, FL.
WHEREAS, the St. Lucie County Planning and Development Services Director has reviewed the
application for a Minor Site Plan (Major Adjustment to a Minor Site Plan) submitted by Regan J.
O'Laughlin, PE, on behalf of Warehouse Precision LLC, and evaluated the comments of the St.
Lucie County Development Review Committee on the application and has made the following
determinations:
Kimley-Horn & Associates, Inc., on behalf of Jason Morjain of Warehomes Precision LLC,
submitted a Minor Site Plan (Major Adjustment to a Minor Site Plan) to be known as
Lightbridge Day Care Facility (AKA PGA Learning Center / AKA Baron Academy) to
develop an 11,080 square foot learning center building with a 5,154 square foot fenced
outdoor playground to accommodate up to 180 children. The proposed center is in addition
to the existing 38,011 square foot office and academy buildings. The subject property is
located within the CIS (Commercial, General) Zoning District at 8555 Commerce Centre
Dr., Port Saint Lucie, FL.
2. The St. Lucie County Development Review Committee has reviewed the adjusted Site
Plan and found it to meet the technical requirements of the St. Lucie County Land
Development Code, St. Lucie County Comprehensive Plan, and has satisfied the
standards of review set forth in Section 11.02.07, Standards for Site Plan Review, subject
to the conditions set forth in Part "A" of this Order.
3. On March 14, 1989, the Board of County Commissioners granted the Development Order
for the Development of Regional Impact (DRI) known as The Reserve, encompassing the
subject site.
4. On August 18, 1998, the Board of County Commissioners granted the sixth amendment
to Resolution 89-73, the approved Development Order for The Reserve DRI, through
Resolution 98-100.
5. On June 28, 1999, the Board of County Commissioners granted a change in zoning from
AR-1 (Agricultural, Residential — 1 du/ac) to PNRD (Planned Non -Residential
Development) for 24.02 acres, for a portion of POD 37B and Commercial Parcel 4, and
Final Site Plan through Resolution 99-009 for the project known as PGA Learning Center
@ PGA Villages at the Reserve.

6. On December 18, 2001, the Board of County Commissioners granted a Major Adjustment
to the Major Site Plan to reconfigure the lot lines associated with the PGA Learning Center
and a 9,000 square foot "Historical Center"' addition at the PGA Learning Center.
7. On December 4, 2012, the Board of County Commissioners granted the tenth amendment
to the amended Development Order for The Reserve DRI, via Resolution 12-004, which
affirmed the DRI intensity as follows: 2,900 residential units; 500,000 square feet of
industrial space; 150,000 square feet of retail/commercial use; 71,100 square feet of office
space; 310 hotel rooms; 4 golf courses with accessory buildings and uses; and 1 PGA
Learning Center to the Major Site Plan to reconfigure the lot lines associated with the PGA
Learning Center and a 9,000 square foot "Historical Center" addition at the PGA Learning
Center.
8. On March 20, 2020, the Planning & Development Services Director approved PDS Order
2020-021, which extended the Reserve DRI Development Order until May 18, 2021, in
accordance with Florida Statute 252.363 and Executive Orders (EO) 19-189, 19-234, 19-
281 and 20-43.
9. On July 20, 2020, the Planning & Development Services Director approved PDS Order
2020-043, to convert the existing 37,446 square foot PGA Learning Center facilities to
office suites, abandon the recreational golf use, eliminate underdeveloped PGA Learning
Center phases, and adjust an interior lot line to form a "Future Development Tract" on
approximately 38.28 acres of land.
10. On August 30, 2022, the Planning & Development Services Director approved PDS Order
22-037, for a Minor Adjustment to the Minor Site Plan for a change of the use of an existing
7,226 square foot building from an Office (Business Services SIC 7389) to an Educational
use (Private School SIC 82) and to add two (2) exterior fences for student safety.
11. Planning staff performed a detailed analysis of the project and found it to be consistent
with the St. Lucie County Land Development Code and Comprehensive Plan. The analysis
can be found in the Planning and Development Services memorandum titled Lightbridge
Day Care Facility — Minor Site Plan (MNSP-2204-000034), dated January 9, 2023.
12. The proposed Minor Site Plan will not have an undue adverse effect on adjacent
properties, the character of the neighborhood, traffic conditions, parking, utility facilities,
or other matters affecting public health, safety, and general welfare.
13. All reasonable steps have been taken to minimize any adverse effect of the proposed
project on the immediate vicinity through building design, site design, landscaping, and
screening.
NOW, THEREFORE, BE IT ORDERED by the St. Lucie County Planning and Development
Services Director:
A. Pursuant to Section 11.02.07 of the St. Lucie County Land Development Code, the Minor
Site Plan to be known as Lightbridge Day Care Facility is hereby approved as shown on
the site plan drawings, prepared by Kimley-Horn & Associates, Inc., dated August 4, 2022,

subject to the following conditions:
Prior to associated building permit issuance, the ground and wall signs shall require
review and approval by the Planning Division for compliance with the LDC Section
7.10.24.G Signs and Lighting Standards.
2. Prior to issuance of a Certificate of Occupancy all Category I listed invasive plants
shall be eradicated from the site.
Prior to issuance of a Vegetation Removal Permit or Exemption, whichever occurs
first, a gopher tortoise survey conducted by a state certified gopher tortoise agent may
be required per Florida Fish and Wildlife Conservation Commission (FWC) protocol
prior to initiation of any clearing activities onsite.
B. The property on which this Minor Site Plan is being approved is described as follows:

C. The approvals granted by this administrative order shall expire twenty-four (24) months
from the effective date, unless a Building Permit is obtained, or an extension is granted in
accordance with the provisions of Section 11.02.06 of the St. Lucie County Land
Development Code.
D. The developer, including any successors in interest, is advised as part of this Minor Site
Plan approval, all applicable development permits and construction authorizations shall
be obtained from the appropriate state, federal, and local regulatory agencies including,
but not limited to, the United States Army Corps of Engineers, the Florida Department of
Environmental Protection, Florida Department of Transportation, South Florida Water
Management District, and the St. Lucie County Environmental Resources, Public Works,
and Building Departments prior to the commencement of any development activities on
the property described in Part "B". Issuance of this permit by the County does not in any
way create any rights on the part of the developer to obtain a permit from a state or federal
agency and does not create any liability on the part of the County for issuance of this
permit if the developer fails to obtain requisite approvals or fulfill the obligations imposed
by a state or federal agency or undertake actions that may result in a violation of state or
federal law.
E. A copy of this Order shall be attached to the site plan drawings identified as Exhibit "A",
which plan shall be placed on file with the St. Lucie County Planning and Development
Services Department and mailed to the developer and agent of record as identified on the
site plan application.
F. The conditions set forth in Part "A" are an integral non -severable part of the site plan
approval granted by this Order. If any condition set forth in Part "A" is determined to be
invalid or unenforceable for any reason and the developer declines to comply voluntarily
with that condition, the site plan granted by this Order shall become null and void.
G. The Site Plan, attached as Exhibit "A", shall be valid for the same period as this Order.
H. The Certificate of Capacity, attached as Exhibit "B", shall be valid for the same period as
this Order. If this Order expires or otherwise terminates, the Certificate of Capacity shall
automatically terminate.
This Order shall become effective upon the date of approval indicated below. Should the
property owner, developer or authorized agent wish to appeal any condition described in
Part "A" above, all such appeals must be filled in writing with the County Administrator
within thirty (30) days of the rendering of this Order, as described in Section 11.02.03(B),
St. Lucie County Land Development Code. Should an appeal to this Order be filed, no
permitting reviews or further administrative action shall take place on the processing of
this development project until the appeal is resolved.

G. This Order shall be recorded in the Public Records of St. Lucie County.
