HomeMy WebLinkAbout23-034RESOLUTION NO. 2023-034 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF ST. LUCIE COUNTY APPROVING CERTAIN INCENTIVES ON BEHALF OF LACTALOGICS, INC. WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has made the following determinations: 1. Lactalogics, Inc. is an affordable, high -volume manufacturer of human -milk fortifiers and donor milk, improving food safety and security right here in Florida for the nation., which is a targeted industry in St. Lucie County. 2. In addition to a generous benefits package Lactalogics, Inc. earnings per worker is above the average earnings for St. Lucie County. 3. Lactalogics, Inc. has identified an existing building for a manufacturing facility in Port St. Lucie. 4. The project will include approximately 60,000 square feet of an existing manufacturing facility and the creation of 60 new jobs. The employment schedule consists of 20 new jobs in Year 1, 20 new jobs in Year 2, and 20 new jobs in Year 3. 5. St. Lucie County is offering an incentive package to Lactalogics, Inc.for the benefit of the residents of St. Lucie County. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie County, Florida, that in consideration of the benefits gained by the residents of St. Lucie County through the development of Lactalogics, Inc new facility, the following incentives are offered: A. St. Lucie County Job Growth Incentive Grant (JGIG) - The Board authorizes County staff to prepare a JGIG agreement with Lactalogics, Inc for the creation of 60 new jobs pursuant to the Job Growth Investment Grant guidelines. B. St. Lucie County Ad -Valorem Tax Exemption on Tangible Personal Property. The Board authorizes County staff to assist Lactalogics, Inc. in the application for a 10-year ad valorem tax exemption as described in the County's Economic Development Ad Valorem Tax Exemptions program. The exemption is valued at 100% each year for the first five years and for the last five years on a declining percentage schedule for the remaining period (90%-80%-60%-40%-20%) for consideration by the Board in accordance with Section 42-46, St. Lucie County Code of Ordinances and Compiled Laws. C. Expedited Site Plan Review and Fast Track Permitting: As a targeted industry in St. Lucie County, the company qualifies for Expedited Site Plan Review and Fast Track Permitting. The company will receive Expedited Site Plan review through the Development Review Process and will receive expedited permitting upon building commencement and throughout the construction process. D.
