AN ORDER GRANTING APPROVAL FOR A MINOR
ADJUSTMENT TO THE MINOR SITE PLAN KNOWN AS
NATALIE'S ORCHID ISLAND JUICE COMPANY ON
APPROXIMATELY 11.80 ACRES OF PROPERTY LOCATED
AT 1650 DIGIORGIO ROAD IN ST. LUCIE COUNTY, FL.
WHEREAS, the St. Lucie County Planning and Development Services Director has reviewed
the application for Minor Adjustment to the Natalie's Orchid Island Juice Plant Minor Site Plan
submitted by Orchid Island Juice Company and the comments made by the St. Lucie County
Development Review Committee on this application and has made the following
determinations:
The applicant is requesting a Minor Adjustment to a Minor Site Plan which proposes an
intermediate phase to include modifications to a parking lot section and associated
landscaping to support an equipment storage room at Natalie's Orchid Island Juice Plant
(DiGiorgio Road Plant). A revised Site Plan along with a Paving, Grading and Drainage
Plan were submitted to reflect the proposed modifications. The site currently features
34,218 ft2 of manufacturing space and 21,250 ft2 of refrigerated warehouse space for a
total of 55,468 ft2. The subject property is zoned Industrial, Light (IL), which is consistent
with the Industrial (IND) Future Land Use Designation. The property lies within the Urban
Service Boundary (USB).
2. In 1988, Colonial Engineering, a previous occupant of the site, received approval for a
site plan prepared by Culpepper & Terpening, Inc. for an 87,500 ft2 structure including a
55,500 ft2 warehouse, 2,000 ft2 office, and 30,000 ft2 manufacturing area. An
approximately 55,500 ft2 building was completed in 1989. The remaining 32,000 ft2 of
approved space was not built.
3. In August 2018, the (Natalies) Orchid Island Juice Company purchased the facility and
completed a commercial renovation to install storage coolers, insulation, and
refrigeration equipment. Additionally, two (2) concrete slabs were installed to support the
production equipment before receiving a Zoning Compliance for the new warehouse and
distribution center.
4. On June 16, 2020, the Board of County Commissioners approved Resolution 2020-131,
granting a Major Adjustment to a Major Site Plan for the facility expansion, in two (2)
phases.
5. On June 1, 2021, the Board of County Commissioners adopted Ordinance 2021-14
which expanded the Minor Site Plan threshold for Targeted Industry projects to 500,000
sq. ft.

6. On August 11. 2022. the PDS Director authorized a Minor Adjustment to add a
subphase, Phase 1A, to reconfigure an existing parking lot and landscaping for a new
loading dock ramp at Natalie's Orchid Island Juice Plant as part of a phased expansion
plan up to a 132,168 square foot build-out. This Adjustment. adds an additional
subphase, supports their continued expansion efforts to grow their Targeted Industry
operations and workforce in St. Lucie County.
7. The St. Lucie County Development Review Committee reviewed the Minor Adjustment
to the Minor Site Plan as depicted on Exhibit C. for the project and found it to meet all
technical requirements and to be consistent with the Future Land Use Map of the St.
Lucie County Comprehensive Plan. subject to the conditions set forth in Part B of this
Order.
8. The proposed project is consistent with the general purpose, goals, objectives, and
standards of the St. Lucie County Land Development Code, the St. Lucie County
Comprehensive Plan and the Code of Ordinances of St. Lucie County.
9. The proposed project will not have an undue adverse effect on adjacent property. the
character of the neighborhood. traffic conditions, parking, utility facilities or other matters
affecting the public health, safety, and general welfare.
10. All reasonable steps have been taken to minimize any adverse effect of the proposed
project on the immediate vicinity through building design. site design, landscaping and
screening.
11. The proposed project will be constructed, arranged. and operated so as not to interfere
with the development and use of neighboring property. in accordance with applicable
district regulations.
NOW, THEREFORE, BE IT ORDERED by the Planning and Development Services Director of
St. Lucie County, Florida:
A. The property on which the Minor Adjustment to the Minor Site Plan is being granted is
described as follows:

B. Pursuant to Section 11.02.04 of the St. Lucie County Land Development Code. the
proposed Minor Adjustment to the existing Minor Site Plan project to be known as Natalie's
Orchid Island Juice Company (AKA Natalie's OJ) (FKA Colonial Engineering), as depicted
in Exhibit '`C', is hereby approved as shown on the site plan drawings for the project
prepared by Culpepper & Terpening, Inc., dated November 7. 2022 and date stamped
received by the St. Lucie County Planning & Development Services Department on June 7,
2022,. subject to the following conditions:
Environmental Resources Department:
1. One (1) native canopy shade tree shall be installed in the landscape island to the
east of the existing building.
2. Prior Within 120 days of approval. all Category I listed invasive species shall be
eradicated from the parcel.
3. Prior to any ground disturbance or impacts to any vegetation, a vegetation removal
permit or exemption shall be issued by the Environmental Resources Department
per LDC 6.00.03.
C. The approvals and authorizations granted by this Order shall expire on July 24, 2024. one
year from the Adjustment authorization. unless a building permit is secured or a site plan
extension is granted in accordance with Section 11.02.06(B)(2), St. Lucie County Land
Development Code.
D. The developer is advised as part of this Minor Adjustment to a Minor Site Plan approval that
the property owner(s), developer. etc. including any successors in interest. shall obtain all
applicable development permits and construction authorizations from the appropriate State
and Federal and local regulatory agencies including. but not limited to, the United States
Army Corps of Engineers. the Florida Department of Environmental Protection. Florida
Department of Transportation, South Florida Water Management District, and the St. Lucie

County Environmental Resources. Public Works, and Building Departments prior to the
commencement of any development activities on the property described in Part "A".
Issuance of this permit by the County does not in any way create any rights on the part of
the developer to obtain a permit from a state or federal agency and does not create any
liability on the part of the County for issuance of this permit if the developer fails to obtain
requisite approvals or fulfill the obligations imposed by a state or federal agency or
undertake actions that may result in a violation of state or federal law.
E. The conditions set forth in Part B" are an integral non-severable part of the site plan
approval granted by this Order. If any condition set forth in Part `'B" is determined to be
invalid or unenforceable for any reason and the developer declines to comply voluntarily
with that condition. the site plan approval granted by this Order shall become null and void.
F. The previously issued Certificate of Capacity. a copy of which is attached hereto as Exhibit
"B" and made a part hereof the Order. was granted by the Planning & Development
Services Department Director on June 18. 2020, and shall remain valid for the term of this
Order. The Adjustment scope does not affect the projects impacts on public facilities.
G. This Order shall become effective upon the date of approval indicated below. Should the
property owner. developer or authorized agent wish to appeal any condition described in
Part "B" above, all such appeals must be filed in writing with the County Administrator within
thirty (30) days of the rendering of this Order, as described in Section 11.02.04(B). St. Lucie
County Land Development Code. Should an appeal to this Order be filed, no permitting
reviews or further administrative action shall take place on the processing of this
development project until the appeal is resolved.
H. A recorded copy of this Order shall be attached to the site plan drawings described in Part
"B". which plan shall be placed on file with the St. Lucie County Planning & Development
Services Department Director.
I. This Order shall be recorded in the Public Records of St. Lucie County.
