AN ORDER GRANTING A MINOR ADJUSTMENT TO THE
MAJOR SITE PLAN FOR PB HOLDCO LLC PURSUIT BOATS
(FKA S-2 YACHTS) ON +/- 89.63 ACRES OF PROPERTY
LOCATED GENERALLY AT 3901 ST. LUCIE BOULEVARD IN ST.
LUCIE COUNTY, FL.
WHEREAS, the St. Lucie County Planning and Development Services Director has reviewed
the application for a Minor Adjustment to the Major Site Plan submitted by Stef Matthes, PE of
Culpepper & Terpening, Inc.., on behalf of PB Holdco, LLC, Pursuit Boats, and the comments of
the St. Lucie County Development Review Committee on this application and has made the
following determinations:
1. Stef Matthes, PE of Culpepper & Terpening, Inc., submitted on behalf of PB Holdco, LLC
a Minor Adjustment to the Pursuit Boats Major Site Plan, for the addition of a 40-foot
wide concrete pad along the east side of manufacturing building E-1 with an offsetting
impervious area reduction along the west side of manufacturing building E-1, the
addition of a 400 sq. ft. mechanical room west of manufacturing building E-1, and the
deferral of sixty-four (64) parking spaces from Phase 3 to Phase 4. The Minor
Adjustment to the Major Site Plan improves the functionality of the site during
construction and better serves operations located generally at 3901 St. Lucie Boulevard,
in the IL (Industrial, Light) Zoning District, on approximately 89.63 acres of land as
described in Part A.
2. On April 16, 1996, the Board of County Commissioners approved Resolution 96-022
granting a Major Adjustment to the existing Major Site Plan for the facility providing for
the addition of 52,513 sq. ft. to the existing 88,364 sq. ft. boat manufacturing facility.
3. On August 24, 2004, the Board of County Commissioners approved Resolution 04-211
granting a second Major Adjustment to the existing Major Site Plan for the facility
providing for the addition of 26,200 sq. ft. of manufacturing space to this facility.
4. On October 18, 2016, the Board of County Commissioners approved Resolution 2016-
178 granting a third Major Adjustment to the existing Major Site Plan for the facility,
providing for the addition of 17,200 sq. ft. of building area with associated
parking/vehicular use areas, to the existing S-2 Yachts (Pursuit Boats) manufacturing
facility, bringing the total allowable square footage of the facility to 208,672 sq. ft.
5. On April 2, 2019, the Board of County Commissioners approved Resolution 2019-061
granting a fourth Major Adjustment to the Major Site Plan to add 111.42 +/- acres to the
original 20.81 project site and provide for a 569,430 sq. ft. expansion, totaling nearly
785,000 sq. ft., at build-out of multiple phases.

6. In 2020, Pursuit Boats completed the Phase 1 expansion that included a 181,800 sq. ft.
facility, parking, stormwater and preserve land transfers to St. Lucie County. The
completed Phase included compliance with several binding conditions of approval.
7. On August 17, 2021, the Board of County Commissioners approved Resolution 2021-
329 granting a fifth Major Adjustment to the Major Site Plan for 569,430 sq. ft.
expansion, retaining the approximate 785,000 sq. ft. multi-phased buildout.
8. On January 20, 2023, the Planning and Development Services Director approved PDS
Order 2023-006 to provide the addition of five (5) canopy structures in various
locations for the subject property.
9. The St. Lucie County Development Review Committee has reviewed the Minor
Adjustment to the Major Site Plan, as depicted on Exhibit C, for the project and found it
to meet all technical requirements and to be consistent with the Future Land Use Map of
the St. Lucie County Comprehensive Plan, subject to the conditions set forth in Part B of
this Order.
10. The proposed project is consistent with the general purpose, goals, objectives, and
standards of the St. Lucie County Land Development Code, the St. Lucie County
Comprehensive Plan and the Code of Ordinances of St. Lucie County.
11. The proposed project will not have an undue adverse effect on adjacent property, the
character of the neighborhood, traffic conditions, parking, utility facilities or other matters
affecting the public health, safety and general welfare.
12. All reasonable steps have been taken to minimize any adverse effect of the proposed
project on the immediate vicinity through building design, site design, landscaping and
screening.
13. The proposed project will be constructed, arranged and operated so as not to interfere
with the development and use of neighboring property, in accordance with applicable
district regulations.
NOW, THEREFORE, BE IT ORDERED by the Planning and Development Services Director of
St. Lucie County, Florida:
A. The property on which the Minor Adjustment to Major Site Plan is being granted is
described as follows:
Two parcels of land lying in Section 32, Township 34 South, Range 40 East, St. Lucie
County, Florida and being more particularly described as follows; The Northwest 1/4 of
Section 32, Township 34 South, Range 40 East, less the following portions thereof: the
West 1/2 of the Northwest 1/4 of the Northwest 1/4; and less the North 40 feet of the
Northwest 1/4; and less the South 125 feet of the Northwest 1/4; and less the West
1,174.41 feet of the Southwest 1/4 of the Northwest 1/4; and less the West 700 feet of the
East 3/4 of the North 1/2 of the Northwest 1/4, and less that parcel of land more particularly
described as follows; Begin at the intersection of the North right-of-way of Fort Pierce Farms
Water Management District (FPFWMD) Canal No. 1 and the Southwest corner of Lot 28,

Block 15C, according to the plat of SAN LUCIE PLAZA, as recorded in Plat Book 5, Page
57, Public Records of St. Lucie County, Florida; thence S89°58'03"W, a distance of 1493.54
feet; thence NOO°09'35"E, a distance of 291.75 feet; thenceN89°58'03"E, a distance of
1493.51 feet; thence S00°09'35"W, a distance of 291.75 feet to the North right-of-way line of
Canal No. 1 and the POINT OF BEGINNING. and less that parcel of land for additional
right-of-way as recorded in Official Records Book 4407, Page 1903, Public Records of St.
Lucie County, Florida Containing 69.166 acres of land, more or less.
TOGETHER WITH:
The West 700 feet of the East 3/4 of the North 1/2 of the NW 1/4 of Section 32, Township
34 South, Range 40 East Less the North 40 feet thereof, all in St. Lucie County, Florida.
Less and Except all that parcel of land described by deed recorded in Official Record Book
4080 at page 2379, public records of said St. Lucie County, Florida for right-of-way
purposes. Containing 20.460 acres of land, more or less.
Containing 89.626 total acres of land, more or less.

B. Pursuant to Section 11.02.04 of the St. Lucie County Land Development Code, the
proposed Minor Adjustment to the existing Major Site Plan project to be known as Pursuit
Boats, as depicted in Exhibit C, is hereby approved as shown on the site plan drawings for
the project prepared by Culpepper & Terpening, Inc. dated June 9, 2023 and received by
the St. Lucie County Planning & Development Services Department on June 9, 2023,
subject to the following conditions:
Planning and Development Services — Planning Division
1. Within 90 days, the property owner(s), the developer, his successors or assigns shall
record a unity of title in a manner and scope acceptable to St. Lucie County to ensure
exclusive functionality of the primary parcels of development (Parcels 1432-221-0001-
0006 & 1432-211-0002-0002). (Completed)
2. The property owner(s), the developer, his successors or assigns shall install or extend
the ingress turn lanes (eastbound right-turn lane and westbound left-turn lane) within the
right-of-way at the intersection of St. Lucie Boulevard and Industrial 33rd Street and
modify the western (primary) driveway to provide exclusive left and right turn egress
lanes in order to decrease the amount of internal queuing during the peak hours, prior to
a Certificate of Occupancy for Phase 4 development as depicted on the site plan.
3. All boat manufacturing activities shall occur within an enclosed structure, with exception
of designated covered and screened space(s).
Environmental Resources Department
4. Prior to any ground disturbance or impacts to any vegetation, a vegetation removal
permit or exemption shall be issued by the Environmental Resources Department per
LDC 6.00.03.

5. Prior to issuance of the Site Development Permit for the next development phase, the
Site Plan shall demonstrate compliance with required dimensional standards for the new
angled parking and applicable ADA requirements. (Addressed)
6. PW Engineering has no comments regarding the locations proposed with the exception
of the one identified within Phase 3. Phase 3 has not received a permit and should not
contain any constructed improvements. (New)
St Lucie County Fire District
7. Fire hydrants (shall be) are provided for buildings other than detached one-and-two-
family dwellings IAW both of the following 1) The maximum distance to a fire hydrant
from the closest point in the building shall not exceed 400 feet. 2) The maximum
distance between fire hydrants shall not exceed 500 feet. NFPA 1:18.5.3. Please provide
fire flow calculations for hydrants. (New)
8. An approved water supply capable of supplying the required fire flow for fire protection
(shall be) is identified to all premises upon which facilities, buildings, or portions of
buildings which are to be constructed or moved into the jurisdiction. The approved water
supply shall be in accordance with NFPA 1:18.4. See "Needed NFPA Fire Flow
Calculator Spreadsheet." (New)
9. Per NFPA 1114 Chapter 9, Section 1.3. Prior to the final occupancy of any building, the
permitted water supply for fire protection, including fire hydrants and fire suppression
systems, shall be installed, tested, and acceptable to the AHJ (SLCFD). (New)
10. Two-Way Radio Enhancement Systems/BDAS shall be installed, inspected and
operationally tested in accordance with the manufacturer's published requirements, by
the local fire department, and comply with the most current edition of the Florida Fire
Prevention Code and its incorporated standards and codes. Pre-surveys of radio signal
strength shall be submitted to the Fire Marshal in the form of heat signature mapping or
a certification document of radio signal strength provided by a licensed engineer. (New)
C. The approvals and authorizations granted by this Order shall remain valid for the same
period of the approved Major Site Plan.
D. The developer is advised as part of this Minor Adjustment to a Major Site Plan approval that
the property owner(s), developer, etc. including any successors in interest, shall obtain all
applicable development permits and construction authorizations from the appropriate State
and Federal and local regulatory agencies including, but not limited to, the United States
Army Corps of Engineers, the Florida Department of Environmental Protection, Florida
Department of Transportation, South Florida Water Management District, and the St. Lucie
County Environmental Resources, Public Works, and Building Departments prior to the
commencement of any development activities on the property described in Part A.
Issuance of this permit by the County does not in any way create any rights on the part of
the developer to obtain a permit from a state or federal agency and does not create any
liability on the part of the County for issuance of this permit if the developer fails to obtain

requisite approvals or fulfill the obligations imposed by a state or federal agency or
undertake actions that may result in a violation of state or federal law.
E. The conditions set forth in Part B are an integral non-severable part of the site plan approval
granted by this Order. If any condition set forth in Part B is determined to be invalid or
unenforceable for any reason and the developer declines to comply voluntarily with that
condition, the site plan approval granted by this Order shall become null and void.
F. A revised Certificate of Capacity, a copy of which is attached hereto as Exhibit B and made
a part hereof the Order, was granted by the Planning & Development Services Department
Director on August 29, 2023. The Certificate shall remain valid for the same period of this
order.
G. This Order shall become effective upon the date of recording. Should the property owner,
developer or authorized agent wish to appeal any condition described in Part B above, all
such appeals must be filed in writing with the County Administrator within thirty (30) days of
the rendering of this Order, as described in Section 11.02.04(B), St. Lucie County Land
Development Code. Should an appeal to this Order be filed, no permitting reviews or
further administrative action shall take place on the processing of this development project
until the appeal is resolved.
H. A recorded copy of this Order shall be attached to the site plan drawings described in Part
B, which plan shall be placed on file with the St. Lucie County Planning & Development
Services Department Director.
I. This Order shall be recorded in the Public Records of St. Lucie County.
