WHEREAS, the St. Lucie County Planning and Development Services Director has reviewed the
request for a Major Adjustment for the Minor Site Plan and reviewed the comments of the
Development Review Committee and has made the following determinations:
2, Pursuant to Section 3.1.122(7.) of the St, Lucie County Zoning Ordinance, effective July 1,
1984, and Section 3.01 .03.(W.)(7)(a) of the St. Lucie County Land Development Code
effective August 1, 1990, TCIA is considered to be an existing Conditional Use.
4. On June 6, 2023, the Board of County Commissioners granted Resolution 2023-95,
approving a Conditional Use Adjustment for the subject project.
5The Development Review Committee has reviewed the proposed Major Adjustment to a
Minor Site Plan and found it to meet the standards of review as set forth in Sections
and 11.02.07. of the St. Lucie County Land Development Code.
& Planning staff performed a detailed analysis of the project and found it to be consistent
with the St. Lucie County Land Development Code and Comprehensive Plan. The
analysis can be found in the Planning and Development Services Department
memorandum titled Major Adjustment to a Minor Site Plan — SLC Airport APP Center
2916 Curtis King Blvd,, Fort Pierce, FL 34946 File Number MJSP-2207-000100, dated
September 25, 2023
8. All reasonable steps have been taken to minimize any adverse effect of the proposed
project on the immediate vicinity through building design, site design, landscaping, and

NOW, THEREFORE, BE IT ORDERED by the Planning and Development Services Director of
St. Lucie County, Florida:
A. Pursuant to Sections 11.02.03(E.) and 11.02.7. of the St. Lucie County Land Development
Code, the Major Adjustment to Minor Site Plan is hereby approved as shown on the site
plan, attached as Exhibit A, prepared by MBV Engineering, Inc. dated December 7, 2022,
subject to the following conditions:
Planning & Development Services Department:
1. Prior to issuance of a building permit, existing and proposed handicap spaces
must be demonstrated, and ADA spaces striped. At the time of building permit
issuance, the building official may require an additional ADA space adjacent to the
t-hangers.
2. Prior to the issuance of a building permit, the applicant shall provide updated
parking calculations reflecting the Institute of Transportation Engineer's (ITE) fitted
curve calculations (0.65 spaces per 1000 sq. ft.).
Airport Department:
3. Prior to issuance of a development permit, the FAA - Obstruction Evaluation /
Airport Airspace Analysis (OE/AAA) shall be completed; In administering Title 14
of the Code of Federal Regulations (14 CFR) Part 77, the prime objectives of the
FAA are to promote air safety and the efficient use of the navigable airspace. To
accomplish this mission, aeronautical studies are conducted based on information
provided by proponents on an FAA Form 7460-1, Notice of Proposed Construction
or Alteration. Circular 70/7460-1 M, Obstruction Marking and Lighting, describes
the standards for marking and lighting structures such as buildings, chimneys,
antenna towers, cooling towers, storage tanks, supporting structures of overhead
wires, etc.
4. Prior to issuance of a development permit, the FAA - Formal Environmental
Review shall be completed.
Environmental Resources Department:
5. Prior to any ground disturbance or impacts to any vegetation, a vegetation
removal permit or exemption shall be issued by the Environmental Resources
Department per LDC 6.00.03.
6. Prior to commencement of development, including, but not limited to clearing,
filling, excavation, grading, or planting of vegetation, as defined in LDC 2.00.00,
an updated 100% gopher tortoise survey conducted by a state certified gopher
tortoise agent may be required per Florida Fish and Wildlife Conservation
Commission (FWC) protocol, as these surveys are only valid for 90 days.
County Surveyor:
7. Prior to issuance of the site development permit, the survey shall be updated to
reflect the following comments:
a. The standard for the oval reinforced concrete pipe size of 19"x30".
b. Provide the statement of responsibility. [5J-17.051(3)(i)]. Finally, provide
the following statement with your subsequent submittal: The boundary

You can include the statement of all control measurements achieved the
suburban linear closure of 1 foot in 7,500 feet, etc. or the maximum
allowable Relative Positional Precision for this survey is +/- 0.07 feet plus
50 parts per million. When statistical procedures are used to calculate
survey accuracies, the maximum acceptable positional tolerance, based
on the 95% confidence level, should meet the same equivalent relative
distance standards.
d. Provide the vertical accuracy statement [5J-1 7.051 (2)(a)]. Closure in feet
must be accurate to a standard of plus or minus .05 ft. times the square
root of the distance in miles.
e. Provide the last day of data acquisition [5J-17.051(3)(d)].
f. Check pipe sizes to standard dimensions.
B. The property on which this Major Adjustment to a Minor Site Plan approval is being
granted is described as follows:

C. This Adjusted Minor Site Plan shall expire in twenty-four (24) months unless building
permits are issued or an extension is granted in accordance with the provisions of Section
11.02.06 of the St. Lucie County Land Development Code.

D. The developer is advised as part of this Minor Site Plan Adjustment, including any
successors in interest, the developer shall obtain all applicable development permits and
construction authorizations from the appropriate State and Federal and local regulatory
agencies including, but not limited to, the United States Army Corps of Engineers, the
Florida Department of Environmental Protection, and South Florida Water Management
District, and the St. Lucie County Environmental Resources and Building Departments
prior to the commencement of any development activities on the property described in
Part B. Issuance of this permit by the County does not in any way create any rights on the
part of the developer to obtain a permit from a state or federal agency and does not create
any liability on the part of the County for issuance of this permit if the developer fails to
obtain requisite approvals or fulfill the obligations imposed by a state or federal agency or
undertake actions that may result in a violation of state or federal law.
E. A copy of this Order shall be attached to the site plan drawings described in Part A, which
plan shall be placed on file with the St. Lucie Planning and Development Services Director
and mailed to the developer and agent of record as identified on the site plan applications.
F. The Certificate of Capacity, attached as Exhibit B, shall be valid for the same period as
this order. If this order expires or otherwise terminates, the Certificate of Capacity shall
automatically terminate.
G. A copy of this Major Adjustment shall be placed on file with the St. Lucie County Planning
and Development Services Director.
H. This Order shall berecordedin the Public Records of St. Lucie County.
