HomeMy WebLinkAbout23-206 RESOLUTION NO4023-206 A RESOLUTION AMENDING RESOLUTION NO. 15-190-B, AMENDING INCLUSION OF MICROCHIPS AND LOW-INCOME EXEMPTIONS; PROVIDING FOR VETERINARY FEES; PROVIDING FOR IMPOUNDMENT AND BOARDING FEES; PROVIDING FOR REDEMPTION FEES; PROVIDING FOR ADOPTION FEES; AND PROVIDING AN EFFECTIVE DATE WHEREAS,the Board of County Commissioners of St. Lucie County, Florida, has made the following determinations: 1. On April 3, 2007,the Board adopted Resolution No. 07-77 which established a fee schedule animal and breeder registration. 2. On August 12, 2014, the Board adopted Ordinance No. 14-020 which recodified the St. Lucie County Code of Ordinances and Complied Laws,including but not limited to Chapter 1-4 which was recodified as Chapter 6. 3. On September 15, 2015, the Board adopted Ordinance No. 15-12 which further amended Chapter 6, "Animals", of the St. Lucie County Code of Ordinances and Compiled Laws in the areas of dangerous dog classification, aggressive animal classification, animal care standards and guard registration and care. 4. It is appropriate and necessary to amend Resolution 15-190-A and Resolution 15- 190-B to establish fees for the adoption of animals by St. Lucie County Adoption Safety. NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie County, Florida, Resolution No. 15-190-B, is further amended as follows: 1. The following fee schedule shall apply for the adoption of animals pursuant to Chapter 6, St. Lucie County Code of Ordinances: A. Sterilized cat or dog— (1)$ 10.00 annual fee per animal (2)$ 25.00 lifetime fee per animal. animal must be microchipped - ---- --- -- - -- - - ---- (3) First year Annual License for adoptions from an animal shelter- fee waived; must be spayed / neutered and microchipped- proof of adoption, rabies vaccination and microchip required B. Multiple sterilized pets/one owner— (1) First sterilized cat or dog-$10.00 annual fee; $25.00 lifetime fee animal must be microchipped Page 1 of 4 (2) Second sterilized cat or dog-$8.00 annual fee; $20.00 lifetime fee, animal must be microchipped (3)Third sterilized cat or dog-$6.00 annual fee; $15.00 lifetime fee, animal must be microchipped C. Sterilized cat or dog with saner Low-Income Exemption — animal must be microchipped. $ 7. 50 annual fee per animal (proof of owner' s current additional homestead exemption for person 65 and older pursuant to 12 75, S. Co nt, Codo or Ordina__ _ red_t timcof issua__e) Low-income household fees waived for households with annual income at or below 125%of United States Department of Health and Human Services poverty guidelines. Proof of income for entire household required to be provided annually.Animals must be spayed or neutered to qualify for exempt status. The Low-Income Exemption solely applies to Annual Licenses and not Lifetime Licenses. D. Non-sterilized cat or dog-$75.00 annual fee per animal. E. Non-sterilized cat or dog with veterinarian certificate indicating animal's health or age prevents sterilization -$10.00 annual fee per animal, F.13Peeder=s-r-egicAFatien-6-100700-annual-feer Sterilized cat or dog with veterinarian certificate indicating animal's health or age prevents vaccination for rabies-$10.00 annual fee per animal; Non-sterilized cat or dog with veterinarian certificate indicating animal's health or age prevents vaccination for rabies-$75.00 annual fee per animal. G. Replacement tag-$5.00 per tag. H. Dangerous dog-$100.00 annual fee. I. Aggressive animal -$100.00 annual fee. J. Breeder!/Seller registration -$100.00 annual fee. K. The Animal Safety Division, at the expense of the owner, shall offer first time offenders a lifetime registration microchip implant. Habitual offenders (after first offense impound) will be mandated, at the expense of the owner, to have their animal microchipped prior to the release of the animal from the holding facility. 2. Mass General Cremation Fee: 525.00; private cremation services are the responsibility of the animal owner C. Lifetime Registration Microchip: $10.00 3. Impoundment and Boarding Fees A. Base fee each occurrence, per animal: 530.00, plus$10 per day boarding; or B. Base fee each occurrence, per animal: $30.00, plus$20 per day quarantine boarding C. Vaccinations: $10.00 per vaccination administered D. Flea/Heartworm Preventative: 510.00 per prevention given E. Veterinary Charges: up to $250 maximum per day per animal; daily maximum fees do not apply to animals confiscated due to cruelty or neglect who may require extensive medical testing, treatment, or care 4. Redemption Penalty Fees A. 1n Offense:WAIVED B. 2nd Offense: $60.00 C. 3rd Offense: $120.00 D. 4th Offense: $240.00 E. 5th Offense and all consecutive offenses: $500.00. 5. Adoption Fees A. Cats (1) Kittens (2- 6 months)-$100 (2) Young Adults(6 months-2 years)-$75 (3) Adults (2+years) -550 (4) Seniors (7+years)-525 B. Dogs-Small Breed (Up to 30 lbs)* (1) Puppies (2-6 months) -$450 (2) Young Adults (6 months- 2 years)-5350 (3) Adults(2+years)- $250 (4) Seniors(7+years)-$175 (5) Specific breeds can be priced up to$600(For example: French Bulldogs, Hypoallergenic breeds, or purebred dogs) C. Dogs-Medium/Large Breed (Over 30 lbs)* (1) Puppies(2-6 months)-$150-$250 (depending on breed& medical status) (2) Young Adults (6 months- 2 years) -$80 (3) Adults(2+years)-$80 (4) Seniors(7+years)- $50 Page 3 of 4 (5) Specific breeds can be priced up to $600 (For example: Golden Retriever, Hypoallergenic breeds, or purebred dogs) D. Rabbits- $50 E. Guinea Pigs - $25 F. Birds (depending on size/breed) - $25 - $300 G. Ferrets - $50 H. Reptiles (depending on size/breed) - $100 -$300 I. Adoption fees are subject to change or may be waived for adoption events held by St. Lucie County Adept-ice Animal Safety. 6. This resolution shall take effect upon the date of adoption.
