AN ORDER GRANTING APPROVAL FOR A MINOR
ADJUSTMENT TO MAJOR SITE PLAN KNOWN AS SOUTH
FLORIDA LOGISTICS CENTER 95 ON APPROXIMATELY 103.5
ACRES OF PROPERTY LOCATED GENERALLY AT ORANGE
AVENUE AND ROCK ROAD IN ST. LUCIE COUNTY, FL.
WHEREAS, the St. Lucie County Planning and Development Services Director has reviewed
the application for Minor Adjustment to a Major Site Plan submitted by EDC Inc., on behalf of
Stonemont Financial Group, and the comments made by the St. Lucie County Development
Review Committee on this application and has made the following determinations:
1. Stonemont Financial Group, represented by David Baggett, PE of Engineering Design &
Const., Inc., applied for a Minor Adjustment to a Major Site Plan to subdivide the single
parcel into two (2) parcels, with Tract 1 containing 73.72 acres and 24.52 acres in Tract
2, on the subject property generally at the intersection of Orange Avenue and Rock
Road in the IL (Industrial, Light) zoning district on approximately 103.5 acres (+/-98.24
post right-of-way dedication) of land as described in Part A.
2. On November 2, 2021, the Board of County Commissioners approved Resolution 2021-
390 granting a Major Site Plan known as South Florida Logistics Center to construct
1,348,220 sq. ft. of warehouse distribution space on the subject property.
3. On October 18, 2022, the Planning & Development Services Director granted PDS
Order 22-044, approving a Minor Adjustment to a Major Site Plan to integrate office
space and accommodate final construction plan modifications to an approved 1,348,220
sq. ft. warehouse logistics center, increasing the approved floor area to 1,360,485 sq. ft.
4. The St. Lucie County Development Review Committee has reviewed the Minor
Adjustment to the Major Site Plan, as depicted on Exhibit C, for the project and found it
to meet all technical requirements and to be consistent with the Future Land Use Map of
the St. Lucie County Comprehensive Plan, subject to the conditions set forth in Part B of
this Resolution.
5. The proposed project is consistent with the general purpose, goals, objectives, and
standards of the St. Lucie County Land Development Code, the St. Lucie County
Comprehensive Plan and the Code of Ordinances of St. Lucie County.
6. The proposed project will not have an undue adverse effect on adjacent property, the
character of the neighborhood, traffic conditions, parking, utility facilities or other matters
affecting the public health, safety and general welfare.

7. All reasonable steps have been taken to minimize any adverse effect of the proposed
project on the immediate vicinity through building design, site design, landscaping and
screening.
8. The proposed project will be constructed, arranged, and operated so as not to interfere
with the development and use of neighboring property, in accordance with applicable
district regulations.

B. Pursuant to Section 11.02.04 of the St. Lucie County Land Development Code, the
proposed Minor Adjustment to the Major Site Plan project known as South Florida Logistics
Center 95, as depicted in Exhibit C, is hereby approved as shown on the site plan drawings
for the project prepared by Engineering Design & Construction, Inc., dated October 19,
2023 and date stamped received by the St. Lucie County Planning & Development Services
Department on October 24, 2023, subject to the following conditions, with editor notes
regarding Conditions of Approval found in Resolution 2021-390:

5. Prior to issuance of a Vegetation Removal Permit or Exemption, whichever comes first,
an approved landscape plan shall be provided to the Environmental Resources
Department consistent with LDC Section 7.09.04. The Landscape plan must include an
eight ft. (8') high opaque fence/masonry wall with associated landscaping along the west
perimeter along Rock Road where adjacent to an existing residence per LDC 7.09.04.E.
The opaque fence or wall shall be articulated per LDC 7.09.04.A. This fence/wall
requirement may be waived if a notarized Wall Waiver is secured from adjacent
residential property owner(s), in which case landscaping requirements shall then comply
with the standards of LDC 7.09.04.B. In the event a Wall Waiver is not secured,
alternatives to the opaque fence/masonry wall screening may be considered per LDC
7.09.04.0, such as landscaped berms with associated landscaping, if the alternative
screening meets the intent of the LDC 7.09.04.E.
This approval provides temporary relief from the eight ft. (8') wall, which shall be
documented on all plans and/or supporting exhibits as follows: SFG SFLC-95 LLC
("SFG") is the owner of certain real property and improvements thereon (or to be
constructed thereon) located at the intersection of Orange Avenue and Rock Road and
known as South Florida Logistics Center. In accordance with the Board of County
Commissioners of St. Lucie County Resolution 2021-390 (File #: MJSP-9202126163)
(the "Resolution"), SFG is approved to defer construction of the eight ft. (8') high opaque
fence or masonry wall (the "Wall") required per LDC 7.09.04E until the following
conditions apply: (1) the adjacent property is developed further with residential use(s) or
(2) St. Lucie County receives a complaint that would be remediated by the installation
such Wall. Additionally, the screening Wall requirement may be reduced from eight ft.
(8') to six ft. (6') or waived in its entirety if a notarized Wall Waiver is secured from the
adjacent residential property owner. If any such consent is issued, the owner of the
property on which the nonresidential development is taking place shall need to comply
with the standards of Section 7.09.04(B) of the Land Development Code as those
standards relate to perimeter screening. All other landscaping provisions of this Code
shall apply as applicable. SFG elects to defer the construction of the Wall in accordance

10. Prior to or concurrent with Plat recordation, easements for cross access on the shared
internal drives and driveway connections and for the shared stormwater system, that
clearly identifies the maintenance and permitting responsibilities, shall be required.
Consultation with the South Florida Water Management District for stormwater easement
language is recommended. (New)
C. The approvals and authorizations granted by this Order shall expire twelve (12) months
from the effective date, unless a building permit is secured or a site plan extension is
granted in accordance with Section 11.02.06(B)(2), St. Lucie County Land Development
Code.
D. The developer is advised as part of this Minor Adjustment to a Major Site Plan approval that
the property owner(s), developer, etc. including any successors in interest, shall obtain all
applicable development permits and construction authorizations from the appropriate State
and Federal and local regulatory agencies including, but not limited to, the United States
Army Corps of Engineers, the Florida Department of Environmental Protection, Florida
Department of Transportation, South Florida Water Management District, and the St. Lucie
County Environmental Resources, Public Works, and Building Departments prior to the
commencement of any development activities on the property described in Part A.
Issuance of this permit by the County does not in any way create any rights on the part of
the developer to obtain a permit from a state or federal agency and does not create any
liability on the part of the County for issuance of this permit if the developer fails to obtain
requisite approvals or fulfill the obligations imposed by a state or federal agency or
undertake actions that may result in a violation of state or federal law.

E. The conditions set forth in Part B are an integral non-severable part of the site plan approval
granted by this Order. If any condition set forth in Part B is determined to be invalid or
unenforceable for any reason and the developer declines to comply voluntarily with that
condition, the site plan approval granted by this Order shall become null and void.
F. The Certificate of Capacity, attached as Exhibit"B", granted by the Planning & Development
Services Department Director on October 18, 2022, shall remain valid for the same period
as this order. If this order expires or otherwise terminates, the Certificate of Capacity shall
automatically terminate.
G. This Order shall become effective upon the date of approval indicated below. Should the
property owner, developer or authorized agent wish to appeal any condition described in
Part "A" above, all such appeals must be filed in writing with the County Administrator within
thirty (30) days of the rendering of this Order, as described in Section 11.02.04(B), St. Lucie
County Land Development Code. Should an appeal to this Order be filed, no permitting
reviews or further administrative action shall take place on the processing of this
development project until the appeal is resolved.
H. A recorded copy of this Order shall be attached to the site plan drawings described in Part
B, which plan shall be placed on file with the St. Lucie County Planning & Development
Services Department Director.
I. This Order shall be recorded in the Public Records of St. Lucie County.
