AN ORDER GRANTING A MAJOR ADJUSTMENT TO THE
MINOR SITE PLAN KNOWN AS VETERINARY MEDICAL
CENTER OF ST. LUCIE COUNTY (FKA ST. LUCIE VET CLINIC
AND BOARDING FACILITY AND FKA ST. LUCIE VETERINARY
HOSPITAL AND EMERGENCY CLINIC) LOCATED AT 7790 S. US
HIGHWAY 1, IN PORT SAINT LUCIE, FLORIDA.
WHEREAS, the St. Lucie County Planning and Development Services Director has reviewed the
application for a Major Adjustment to the Minor Site Plan submitted by MBV Engineering, Inc. on
behalf of MGSG Holding LLC, evaluated the comments of the St. Lucie County Development
Review Committee on this application and has made the following determinations:
1. MBV Engineering, Inc. on behalf of MGSG Holding LLC submitted a Major Adjustment to
the Minor Site Plan known as Veterinary Medical Center of St. Lucie County (FKA St. Lucie
Vet Clinic and Boarding Facility and FKA St. Lucie Veterinary Hospital and Emergency
Clinic) to construct an 800 square foot building addition, an employee parking lot, with
stormwater modifications, a new dumpster enclosure, and landscaping in two (2) phases.
The 2.71-acre subject parcel is located at 7790 S. US Highway 1, Port St. Lucie, within the
CG (Commercial, General) Zoning District, as described in Part B below.
2. On December 3, 2009, the St. Lucie County Growth Management Director granted
approval through GM No. 09-23 for a Minor Site Plan for a two-story 10,093 square foot
veterinary hospital and emergency clinic known as St. Lucie Veterinary Hospital and
Emergency Clinic.
3. On March 29, 2012, the St. Lucie County Planning & Development Director granted
approval for a Minor Adjustment to the Minor Site Plan to reconfigure the parking in the
northwest area of the parking lot, extend the masonry wall along the east property line, and
add stairs and a concrete pad at the south and east sides of the building.
4. On September 20, 2018, the Planning & Development Services Director granted approval
through PDS Order 2018-050 for a Major Adjustment to the Minor Site Plan to construct a
two-story, 10,906 gross square foot animal boarding facility, as an accessory use to the
existing veterinary clinic. The site plan adjustment to facilitate the 10,906 gross square foot
animal boarding facility expired due to inactivity. The primary Minor Site Plan remains in
place.
5. The St. Lucie County Development Review Committee has reviewed the proposed Major
Adjustment and found it to meet the technical requirements of the St. Lucie County Land
Development Code, Comprehensive Plan, and has satisfied the standards of review set
forth in Section 11.02.07, Standards for Site Plan Review, subject to the conditions set forth
in Part A of this Order.
6. Planning staff has performed a detailed analysis of the project and found it to be consistent
with the St. Lucie County Land Development Code and Comprehensive Plan. The analysis

is found in the Planning and Development Services memorandum titled Veterinary Medical
Center of St. Lucie County Major Adjustment to the Minor Site Plan (MNSP-2301-000057),
dated, November 13, 2023.
7. The proposed project will not have an undue adverse effect on adjacent property, the
character of the neighborhood, traffic conditions, parking, utility facilities, or other matters
affecting the public health, safety, and general welfare.
8. All reasonable steps have been taken to minimize any adverse effect of the proposed
project on the immediate vicinity through building design, site design, landscaping, and
screening.
9. The proposed project will be constructed, arranged, and operated so as not to interfere
with the development and use of neighboring property, in accordance with applicable
district regulations.
NOW, THEREFORE, BE IT ORDERED BY THE PLANNING & DEVELOPMENT SERVICES
DIRECTOR:
A. Pursuant to Section 11.02.03.E of the St. Lucie County Land Development Code, the Major
Adjustment to the Minor Site Plan known as Veterinary Medical Center of St. Lucie County
is hereby approved as shown on the site plan drawings, attached as Exhibit "A", for the
project prepared by MBV Engineering, Inc. dated January 17, 2023, revised on December
11, 2023, subject to the following conditions:
1) Within 90 days of this approval, unauthorized storage items shall be removed from the
site unless authorized approval is granted through the St. Lucie County Building
Department.
2) Prior to commencement of any development, including but not limited to clearing, filling,
excavation, grading, or planting of vegetation, as defined in LDC 2.00.00, a Vegetation
Removal Permit or Exemption shall be issued by the Environmental Resources
Department.
3) Prior to a Certificate of Occupancy, the remainder of the site landscaping shall comply
with the previously approved landscape plan associated with MNSP-820094003,
approval order GM09-023.
4) Prior to issuance of Site Development Permit for phase II, the applicant, successor or
assigns shall provide an updated landscape plan prepared by a registered landscape
architect in accordance with LDC 7.09.00 for the proposed parking lot addition.
5) A Site Development Permit is required prior to performing site improvement activities.
In accordance with the permit and Land Development Regulations, the applicant shall
retain the Engineer of Record for site inspections and final certification.
6) The existing driveway to Dyer Road shall be converted to a Right-in/ Right-out only
driveway prior to initiating phase two (2) of the development.

B. The property on which this Major Adjustment to the Minor Site Plan is being granted is
described as follows:

THE SOUTH 200 FEET OF SECTION 22, TOWNSHIP 36 SOUTH, RANGE 40 EAST,
SITUATED AND LYING EASTERLY OF THE EAST RIGHT OF WAY LINE OF STATE
ROAD #5 (U.S. HIGHWAY #1); SAID LAND SHALL BE MEASURED PERPENDICULAR
TO THE SOUTH SECTION LINE OF THE PROPERTY, ST. LUCIE COUNTY, FLORIDA.
TOGETHER WITH:
A PART OF LOT L 0, BLOCK 3, ST. LUCIE GARDENS, AS PER PLAT THEREOF
RECORDED IN PLAT BOOK 1, PAGE 35 OF THE PUBLIC RECORDS OF ST. LUCIE
COUNTY, FLORIDA, MORE PARTICULARLY DESCRIBED AS: THE WEST 324 FEET
OF THAT PART OF SECTION 23, TOWNSHIP 36 SOUTH, RANGE 40 EAST, LYING
SOUTH OF THE 80 FOOT COUNTY ROAD RIGHT-OF-WAY (DYER ROAD).

C. The approvals granted by this administrative order shall expire twenty-four (24) months
from the effective date unless a Building Permit is obtained or an extension is granted in
accordance with the provisions of Section 11.02.06 of the St. Lucie County Land
Development Code.
D. The developer, including any successors in interest, is advised as part of this Major
Adjustment to the Minor Site Plan, the developer shall obtain all applicable development
permits and construction authorizations from the appropriate state, federal, and local
regulatory agencies including, but not limited to, the United States Army Corps of
Engineers, the Florida Department of Environmental Protection, South Florida Water
Management District, the St. Lucie County Environmental Resources, Public Works, and
Building Departments, and the St. Lucie County Fire District, prior to the commencement
of any development activities on the property described in Part B. Issuance of this permit
by the County does not in any way create any rights on the part of the developer to obtain
a permit from a state or federal agency and does not create any liability on the part of the
County for issuance of this permit if the developer fails to obtain requisite approvals or fulfill
the obligations imposed by a state or federal agency or undertake actions that may result
in a violation of state or federal law.
E. This Order shall become effective upon the date of approval indicated below. Should the
property owner, developer or authorized agent wish to appeal any condition described in
Part A above, all such appeals must be filled in writing with the County Administrator within
thirty (30)days of the rendering of this Order, as described in Section 11.02.03(B), St. Lucie
County Land Development Code. Should an appeal to this Order be filed, no permitting
reviews or further administrative action shall take place on the processing of this
development project until the appeal is resolved.

F. A copy of this Order shall be attached to the site plan drawings, which shall be placed on
file with the St. Lucie County Planning and Development Services Department and copies
provided to the developer and agent of record as identified on the site plan application.
G. The conditions set forth in Part A are an integral non-severable part of the site plan approval
granted by this Order. If any condition set forth in Part A is determined to be invalid or
unenforceable for any reason and the developer declines to comply voluntarily with that
condition, the site plan approval granted by this order shall become null and void.
H. The Certificate of Capacity, attached as Exhibit B, shall be valid for the same period as this
order. If this order expires or otherwise terminates, the Certificate of Capacity shall
automatically terminate.
I. This Order shall be recorded in the Public Records of St. Lucie County
