HomeMy WebLinkAbout24-001RESOLUTION NO. 2024-1 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF ST. LUCIE COUNTY, FLORIDA EXTENDING CERTIFICATES OF PUBLIC CONVENIENCE AND NECESSITY FOR CERTAIN CERTIFICATE HOLDERS WHEREAS, the Board of County Commissioners of St Lucie County, Florida has made the following determinations: 1. Pursuant to Chapter 401 and Section 152.01(1)(n), Florida Statutes, and Chapter 18, Article III, of the St. Lucie County Code of Ordinances, the Board of County Commissioners issues certificates of public convenience and necessity ("COPCNs") for emergency medical transport services, advanced life support services, basic life support services, air ambulances and wheelchair transport services; and 2. Pursuant to Section 18-62, St. Lucie County Code of Ordinances, COPCNs may be renewed based upon the recommendation of the Emergency Medical Services Advisory Council and approval of the Board of County Commissioners; and, 3. With collaboration from stakeholders, the Public Safety Department is currently revising Chapter 18, Article III, of the St. Lucie County Code of Ordinances to include the process and procedure for renewals; and, 4. Due to the holidays, the date of the next Emergency Medical Services Advisory Committee meeting would not be possible until mid to late January, after which the renewals would go before the Board in February at the earliest; and, 5. There are eight COPCNs, identified in Attachment "A", which will expire in January 2024; and, 6. Extending the current COPCNs for those providers identified in Attachment "A" should allow the eventual expirations to coincide with the revised renewal process; and, The services provided by COPCN holders are essential to the community. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie County, Florida: 1. The Certificates of Public Convenience and Necessity (COPCNs) identified in Attachment "A" which would otherwise expire in January 2024 are hereby extended for ninety (90) days, subject to proof of compliance with the insurance requirements set forth in Section 18-57, St. Lucie County Code of Ordinances 2. This resolution shall take effect upon adoption. Class F: Certificates of public convenience and necessity for businesses, agencies, hospitals, and governmental entities which use wheelchair vehicles to provide non -medical calls.
