HomeMy WebLinkAbout24-031 RESOLUTION NO. 2024-31 A RESOLUTION ADOPTING THE CONTINUITY OF OPERATIONS AND CONTINUITY OF GOVERNMENT PLANS FOR ST. LUCIE COUNTY, FLORIDA WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, deems it necessary to provide for the continuous operation of the County government; and WHEREAS,the ability of a jurisdiction to maintain delivery of essential functions to the community during and following an emergency or disaster is critical to the protection of life, property and the environment; and WHEREAS, the St. Lucie County ("County") Public Safety Department staff has developed Continuity of Operations("COOP")and Continuity of Government("COG")Plans to guide County officials in maintaining delivery of essential functions during and following emergencies or disasters; and WHEREAS, the Plans were developed in accordance with the Federal Emergency Management Agency ("FEMA") Continuity Guidance Circular 1 ("CGC 1") Continuity Guidance for Non-Federal Entities; and WHEREAS, the Plans take an integrated approach to service delivery, decision making, and resource management to facilitate the County's ability to best serve the residents of the County during and following an emergency or disaster, and are living documents that may be amended as needed; and WHEREAS,after review,the Board deems it advisable to approve said Plans. NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners of St. Lucie County, Florida,that the Continuity of Operations and Continuity of Government Plans for St. Lucie County, Florida are hereby adopted. LUCIE COUNTY PUBLIC SAFETY DEPARTMENT St J CONTINUITY OF OPERATIONS PLAN (COOP) & CONTINUITY OF GOVERNMENT PLAN PUBLIC SAFETY EXECUTIVE SUMMARY CONTINUITY OF OPERATIONS PLAN (COOP) The COOP refers to the ongoing efforts that St. Lucie County's departments and divisions must make to ensure that they can continue to perform agency essential functions during a wide range of emergencies that can stem from internal or external factors within the whole community. COOP planning is an ongoing process that is driven by the maintenance of essential functions within operations, information systems, and personnel. Operational interruptions can occur at any time from a wide array of threats and hazards, such as, disruption due to routine business renovation or maintenance; mechanical failure of building or Information Technology (IT) systems, and telecommunications; fire; inclement weather; intentional acts of destruction; pandemics; and release of hazardous materials. Whether a natural, technological, or human-caused emergency impacts an agency's daily activity, leadership and staff must be able to prepare and respond accordingly to assure that the agency's essential functions are performed withing a certain time, typically a 30-day period, until reconstitution to the agency's daily operations can be realized. St. Lucie County government is prepared to respond to different levels of an emergency or threat resulting from different the types of threats referenced above, thereby ensuring the ability to perform essential functions under all circumstances and serve the St. Lucie community. To meet these objectives, St. Lucie County has established this COOP plan which sets forth a concept of operations, identifies essential functions, and outlines four (4) phases of operation: • Activation • Relocation • Alternate Location Operations • Devolution • Reconstitution The plan incorporates the following key elements associated with COOP planning: • Emergency concepts, actions, and procedures • Identification and prioritization of essential functions • Line of succession to essential positions required in an emergency. • Delegations of authority and pre-delegations of emergency authorities to key officials • Emergency operations centers and alternate (worksite) locations • Interoperable communications • Protection of government resources, facilities, and personnel • Safeguard of vital records and databases • Tests, training, and exercises Page 11 LlicLL ST. LUCIE COUNTY PUBLIC SAFETY DEPARTMENT Lam. a CONTINUITY OF OPERATIONS PLAN (COOP) & CONTINUITY OF GOVERNMENT PLAN PUBLIC SAFETY EXECUTIVE SUMMARY CONTINUITY OF GOVERNMENT (COG) The St. Lucie County Continuity of Government (COG) Plan establishes the framework for ensuring constitutional responsibilities will be maintained, preserved, and/or reconstituted in the event government functions become disrupted. By doing so, the COG Plan will facilitate the continuation of constitutional authorities so that critical services will not be lost due to government disruptions. In recognition of the emergency management responsibilities of the jurisdiction, I hereby promulgate the St. Lucie County Continuity of Government Plan. The St. Lucie County Board of County Commissioners (BOCC) gives its full support to this plan and encourages all Constitutional Officers and local officials to do their part in the total emergency preparedness effort. Furthermore, the BOCC delegates its authority to the Public Safety Director, in consultation with the County Administrator and County Attorney to make non-substantial plan modifications and revisions necessary to ensure the plan remains current without the BOCC's approval.
