AN ORDER OF THE PLANNING & DEVELOPMENT SERVICES
DIRECTOR OF ST. LUCIE COUNTY GRANTING APPROVAL FOR
A MAJOR ADJUSTMENT TO A MINOR SITE PLAN FOR SILVER
LINE PLASTICS FOR A PROPERTY LOCATED AT 3206
ENTERPRISE ROAD, FORT PIERCE, FL.
WHEREAS, the St. Lucie County Planning and Development Services Director has reviewed the
application for a Major Adjustment to a Minor Site Plan submitted by Native Design Architecture,
LLC., on behalf of Silver-Line Plastics, and evaluated the comments of the St. Lucie County
Development Review Committee on the application and has made the following determinations:
1. Native Design Architecture, LLC., on behalf of Silver-Line Plastics LLC, submitted a Major
Adjustment to a Minor Site Plan known as Silver-Line Plastics. The project seeks to
replace two (2) existing buildings totaling 37,750 sq. ft. with a 59,525 sq. ft. manufacturing
production building (Production Building 2), add 8,509 sq. ft. of covered canopies, a three
(3) story 7,200 sq. ft. office building, add an 856 sq. ft. equipment room addition on the
existing 51,202 sq. ft. manufacturing building (Production Building 1), a 399 sq. ft. addition
to the compounding building, a 107 sq. ft. addition to the existing 15,935 sq. ft. warehouse
building, accessory structures (equipment) to support Silver Line Plastics operations,
increase to the number of the parking spaces, and construct a drive aisle to connect the
northern parcel to serve future business operations. The subject property is located within
the IL (Industrial, Light)Zoning District at 3206 Enterprise Road, Fort Pierce, FL, as legally
described in Paragraph B.
2. On July 18, 2000, the Board of County Commissioners approved Resolution No. 2000-
120, approved a Major Adjustment to a Major Site Plan to allow the construction of a
51,200 square foot building.
3. On February 27, 2001, the Community Development Director approved a Minor
Adjustment to a Major Site Plan for the addition of a fence around the property boundaries,
the relocation of landscaping areas, and to the plant palette.
4. On June 28, 2001, the Community Development Director approved a Minor Adjustment to
a Major Site Plan to construct an additional 2,025 square feet in building space and a new
silo adjacent to the eastern property line.
5. On February 13, 2007, the Growth Management Director approved a Minor Adjustment to
the Freedom Plastics Addition to add two (2) resin silos.
6. On January 12, 2013, the Planning & Development Services Director approved a Minor
Adjustment to a Major Site Plan to add four (4) silos along the eastern property line.

7. The St. Lucie County Development Review Committee has reviewed the adjusted Site
Plan and found it to meet the technical requirements of the St. Lucie County Land
Development Code, St. Lucie County Comprehensive Plan, and has satisfied the
standards of review set forth in Section 11.02.07, Standards for Site Plan Review, subject
to the conditions set forth in Part "A" of this Order.
8. Planning staff performed a detailed analysis of the project and found it to be consistent
with the St. Lucie County Land Development Code and Comprehensive Plan. The analysis
can be found in the Planning and Development Services memorandum titled Silver Line
Plastics — Major Adjustment to the Minor Site Plan (MNSP-2206-000040), dated February
16, 2024.
9. The proposed Major Adjustment to the Minor Site Plan will not have an undue adverse
effect on adjacent properties, the character of the neighborhood, traffic conditions,
parking, utility facilities, or other matters affecting public health, safety, and general
welfare.
10. All reasonable steps have been taken to minimize any adverse effect of the proposed
project on the immediate vicinity through building design, site design, landscaping, and
screening.
NOW, THEREFORE, BE IT ORDERED by the St. Lucie County Planning and Development
Services Director:
Pursuant to Section 11.02.07 of the St. Lucie County Land Development Code, the Major
Adjustment to the Minor Site Plan to be known as Silver -Line Plastics is hereby approved
as shown on the site plan drawings, prepared by Native Design Architecture, LLC., dated
June 23, 2023, and date revised on October 31, 2023, and detailed in the project scope
found in Exhibit "C", subject to the following conditions:
1) Within 30 days of approval, the applicant and/or property owners shall file a Property
Combination Application with the St. Lucie County Property Appraiser Office to
combine the project parcels (Parcel ID#s 2428-502-0041-000-0, 2428-502-0041-200-
2).
2) Prior to issuance of a Certificate of Occupancy, all Category I listed invasive plants
shall be eradicated from the site.
3) Prior to issuance of a Vegetation Removal Permit or Exemption, whichever occurs
first, a gopher tortoise survey conducted by a state certified gopher tortoise agent may
be required per Florida Fish and Wildlife Conservation Commission (FWC) protocol
prior to initiation of any clearing activities onsite. Prior to issuance of a Certificate of
Occupancy, all Category I listed invasive plants shall be eradicated from the site.
4) Prior to issuance of a Site Development Permit, a cross -access easement to the north
(Parcel ID: 2428-502-0046-000-5) shall be established for ingress and egress cross -
access.

5) A Site Development Permit is required prior to performing site improvement activities.
In accordance with the permit and Land Development Regulations, the applicant shall
retain the Engineer of Record for site inspections and final certification.
B. The property on which this Major Adjustment to Minor Site Plan is being approved is
described as follows:

C. The approvals granted by this administrative order shall expire twenty-four (24) months
from the effective date, unless a Building Permit is obtained, or an extension is granted in
accordance with the provisions of Section 11.02.06 of the St. Lucie County Land
Development Code.
D. The developer, including any successors in interest, is advised as part of this site plan
approval, all applicable development permits and construction authorizations shall be
obtained from the appropriate State and Federal and Local regulatory agencies including,
but not limited to, the United States Army Corps of Engineers, the Florida Department of
Environmental Protection, and South Florida Water Management District, and the St.
Lucie County Environmental Resources, Public Works, and Building Departments, and
the St. Lucie County Fire District prior to the commencement of any development activities
on the property described in Part "B". Issuance of this permit by the County does not in
any way create any rights on the part of the developer to obtain a permit from a state or
federal agency and does not create any liability on the part of the County for issuance of
this permit if the developer fails to obtain requisite approvals or fulfill the obligations
imposed by a state or federal agency or undertake actions that may result in a violation of
state or federal law

E. A copy of this Order shall be attached to the site plan drawings identified as Exhibit "A",
which plan shall be placed on file with the St. Lucie County Planning and Development
Services Department and mailed to the developer and agent of record as identified on the
site plan application.
F. The conditions set forth in Part "A" are an integral non -severable part of the site plan
approval granted by this Order. If any condition set forth in Part "A" is determined to be
invalid or unenforceable for any reason and the developer declines to comply voluntarily
with that condition, the site plan granted by this Order shall become null and void.
G. The Site Plan, attached as Exhibit "A", shall be valid for the same period as this Order.
H. The Certificate of Capacity, attached as Exhibit "B", shall be valid for the same period as
this order. If this order expires or otherwise terminates, the Certificate of Capacity shall
automatically terminate.
This Order shall become effective upon the date of approval indicated below. Should the
property owner, developer or authorized agent wish to appeal any condition described in
Part "A" above, all such appeals must be filled in writing with the County Administrator
within thirty (30) days of the rendering of this Order, as described in Section 11.02.03(B),
St. Lucie County Land Development Code. Should an appeal to this Order be filed, no
permitting reviews or further administrative action shall take place on the processing of
this development project until the appeal is resolved.
G. This Order shall be recorded in the Public Records of St. Lucie County.
The ORDER is effective the - day of 12024.

EXHIBIT "C"
(Detailed Project Scope)
1) New 63,000 s.f. +/- (Production Building 2, Office Building, Equipment/Manufacturing
room addition, Warehouse addition) including attached 3-bay raised loading dock,
maintenance shop, QC Lab, office area, mezzanine, gantry at mixing end of production
lines, process water reuse, pumps, chillers, etc. Structural design to accommodate
rooftop photovoltaic (PV) array; PV installation to occur as budget allows, either now
or incrementally in the coming years. New covered connection between Production
Buildings 1 & 2 via covered walkway.
2) Modification and enlargement of portions of the existing stormwater management
system_ This includes 10 large water storage tanks which are part of an innovative
storage and reuse system for process water makeup, irrigation, and delayed release
into the dry detention areas. This system will reduce municipal water needs, and
minimize release of stormwater into the North St. Lucie River Water Control District
water control system.
3) New parking lot, dumpster enclosure, site lighting, and required landscape buffers
along the site perimeter and within areas of new parking, utilizing primarily native and
drought -tolerant plant materials.
4) Demolition of the existing old Compounding Building and old Production Building
(north of existing extrusion plant Production Building 1). This includes relocation of in -
use compressors and switchgear presently housed in those structures.
5) Replacement of the existing grinder with a new one under a new canopy, along east
side of Compounding Building. New switchgear room at the north end of Compounding
Building, and new compressor room at north end of DiGiorgio Road Storage Building.
6) Five new materials silos, three new compounding materials storage tanks with
containment, and rainwater storage tanks for collecting water from the roof of
Production Building 2 for reuse (see item 2 above).
7) New gravity sewer system connecting existing and new buildings to new FPUA gravity
sewer at Enterprise Road. Decommissioning and removal of existing septic system.
8) Minor work between the DiGiorgio Road Storage Building and Production Building 1
(P131), attached to PB1, to accommodate relocation of equipment for Production
Building 1 that is presently located in the old Production Building, and any required
code compliance work.
9) Re -skinning, structural repair, new toilets, fire sprinklers, and code -compliance work
on the Enterprise Road Storage Building, built in 1974. Relocation of the maintenance
workshop from there to the new Production Building 2, converting the whole building
to passive storage. Construction of a new canopy at the north end for covered parking.
