A RESOLUTION REVOKING RESOLUTION NO. 13-196 BY
PROVIDING FOR A 25% REDUCTION IN BUILDING PERMIT FEES
ASSOCIATED WITH PRIVATE PROVIDER SERVICES TO
CONDUCT BUILDING PLAN REVIEW AND/OR INSPECTION
SERVICES, COMPLYING WITH SECTION 552.791, FLORIDA
STATUTES, AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has made the
following determinations:
WHEREAS, Section 163.3201, Florida Statutes, provides for the adoption and enforcement
of regulations on development activities based upon the Comprehensive Plan for St. Lucie County;
WHEREAS, Section 125.01, Florida Statutes, and the St. Lucie County Land Development
Code authorize this Board to establish a schedule of fees in order to cover the costs of technical
and administrative activities required pursuant to the St. Lucie County Land Development Code;
WHEREAS, the Board of County Commissioners amended the schedule of fees for building
permit activities in 2006 pursuant to Resolution No. 06-171;
WHEREAS, the Board of County Commissioners amended the schedule of fees for building
permit activities in 2013 pursuant to Resolution No. 13-096;
WHEREAS, the Board of County Commissioners temporarily reduced the schedule of fees
for building permit activities by 15% in September of 2020, with an automatic sunset provision
after a period of one (1) year, due to the COVID-19 Public Health Emergency pursuant to
Resolution No. 20-211;
WHEREAS, on March 22, 2024, the Board of County Commissioners unanimously approved
reducing the schedule of fees for building permit activities by 25% for building plan review and
inspection services for applicants who utilize Private Provider Services pursuant to Resolution No.
2024-53; however, Exhibit A attached to the resolution was incorrect, and therefore, the Board re-
approved Resolution No.2024-53 with the correct Exhibit on April 2, 2024.
WHEREAS, it is appropriate to modify the County's fee schedule to properly reflect the
cost of providing certain County building division services; and
WHEREAS, Section 553.791, Florida Statutes, requires the local jurisdiction must reduce
the permit fee by the amount of cost savings realized by the local enforcement agency for not
having to perform such services;
WHEREAS, the Board of County Commissioners has determined it is appropriate to amend
the schedule of fees to establish a 25% reduction in fees for building plan review and inspection
services for applicants who utilize Private Provider Services.
THEREFORE, BE IT RESOLVED, by the Board of County Commissioners for St. Lucie
County, Florida:
1. The Schedule of Fees attached hereto and incorporated herein as Exhibit "A" is hereby
adopted.
2. This Resolution shall take effect on the date of adoption.

BUILDING PERMIT FEES
GENERAL BUILDING PERMIT VALUATION: Construction Permit Fees shall be on a
valuation per square foot basis. New construction projects may include the normal trade
permits in one encompassing permit fee according to the following schedule:
1. Where work for which a permit is required is started before obtaining said permit,
the fees herein specified shall be doubled, but the payment of such double fee
shall not relieve any persons from fully complying with the requirements in the
execution of the work nor from any other penalties prescribed herein.
2. Unless otherwise stated, a Building Permit Fee is based on multiplying the value
of the building or addition by the multiplier set by resolution by the Board ofCounty
Commissioners. Such value shall be determined by using the most recentBuilding
Valuation Data compiled by the International Code Council (ICC). Fee is based on
multiplying the value of the work authorized by the permit by .0070*. The value is
determined by the Building Code Administrator. The multiplier may beevaluated at
the beginning of each fiscal year to determine any modifications for approval by
the Board of County Commission. Fee includes a certificate of completion or
occupancy as applicable.
AUTOMATED BUILDING PERMIT FEE: All building permits, zoning compliance
certificates or other permits issued or authorized by the Planning & Development
Services, Building & Code Regulation Division shall be subject to a five dollar ($5)
administrative charge for the purpose of providing funding for future updates,
improvement, if necessary, replacement of the County's Automated Building Permit
Software and Related Computer Programs and Information Management system (BIMS).
All funds collected shall be deposited into a separate trust account and may not be used
to fund or support any other computer software or hardware acquisitions that are not
related to the review, processing or issuance of building permits, zoning compliance
certificates or similarly issued permits or authorization.

accordance with Florida Building Code. All plans examination fees are NOW
REFUNDABLE unless there was no review performed by staff. Minimum Plan Review Fee
is $75.00.
