AN ORDER APPROVING A LOT SPLIT (LOT LINE ADJUSTMENT) FOR
TWO PROPERTIES TOTALING +/-6.47-ACRE ON THE WEST SIDE OF
CAMPBELL ROAD AND THE NORTH SIDE OF WILLIS ROAD, FORT
PIERCE, FLORIDA, OWNED BY JULIE ANN LUBARSKY.
WHEREAS, the St. Lucie County Planning and Development Services Director has reviewed the
application for a Lot Split submitted by Julie Ann Lubarsky, evaluated the comments of the
Development Review Committee, and made the following determinations:
1. The Lot Split, resulting in a Lot Line Adjustment, has been approved for the properties
consisting of +/-6.47 acres, which have an AG-1 (Agricultural - 1 du/ac) zoning
designation, and are legally described and approved as follows:

2. The Development Review Committee has reviewed the subject Lot Split application and
found it to meet the technical requirements of the St. Lucie County Land Development
Code and has satisfied the standards of review set forth in Section 11.03.04.(D.) of the
St. Lucie County Land Development Code.
3. Planning staff provided analysis of the parcel's eligibility for a one-time lot split pursuant
to Section 11.03.04 of the St. Lucie County Land Development Code. That analysis can
be found in the memorandum entitled 401 Campbell Rd. Lot Split LS-2311-000022, dated
April 16, 2024.
NOW, THEREFORE, BE IT ORDERED by the Planning and Development Services Director of
St. Lucie County, Florida:
A. Pursuant to Section 11.03.04 of the St. Lucie County Land Development Code, the Lot
Split for Julie Ann Lubarsky is hereby approved by the Planning and Development
Services Director as shown on the boundary survey (Exhibit A) prepared by Kenneth J.
Osborne with Target Surveying, LLC, dated April 2, 2024, subject to the following
conditions:
1. Within 75 days of PDS Order No. 2024-035 recording, the applicant and/or property
owner(s) shall record warranty deeds in the St. Lucie County Public Records
reflecting the two (2) newly created parcels, with legal descriptions in accordance with
the revised survey prepared by Kenneth J. Osborne of Target Surveying, LLC. Where
necessary, a Unity of Title may be required to combine the land being merged with
Parcel No. 2309-314-0000-000-8.
2. No further division of the property is permitted unless a final record plat is submitted in
accordance with Section 11.03.04 of the Land Development Code.
3. Within 90 days of PDS Order No. 2024-035 recording, the applicant, property owner,
developer, successors, or assigns, shall convey to St. Lucie County, in a manner or
form acceptable to the County Attorney, right-of-way along Campbell Road in an
amount of 20 ft. (Appx. 5,267 sq. ft.).
4. Within 90 days of PDS Order No. 2024-035 recording, or prior to conveying the
required right-of-way for Campbell Road, the applicant, property owner, developer,
successors, or assigns shall obtain a revocable license agreement for the existing
fence in the right-of-way donation area.
B. St. Lucie County is not responsible for the maintenance, up-keep, or improvement of any
private drives, roads, streets, easements, or rights-of-way providing ingress and egress
or drainage service to the subject property.
C. A copy of this Order shall be attached to the boundary survey described in Part A and
shall be placed on file in the Planning and Development Services Department.

D. This Order shall be recorded in the Public Records of St. Lucie County.o�ORDER effective the Sday of April 2024.
