WHEREAS,the Board of County Commissioners of St. Lucie County, Florida, has made
the following determinations:
1. South Jenkins Road,dedicated as Tract 9 on the plat of Flagler Plat No. 1,recorded
in Plat Book 42,Page 8-8B,is a County owned and maintained right-of-way that runs from Glades
Cut Off Road, north to North St. Lucie River Water Control District Canal No. 101.
2. After receiving complaints of vehicles parked, individuals residing in RVs,trailers
being stored on and adjacent to South Jenkins Road, numerous inspections were conducted by
County staff. Staff visually inspected South Jenkins Road (both sides) from its intersection with
Glades Cut Off Road to the north end for approximately 1900 feet. The visual inspection
consisted of viewing, photographing, placing courtesy notices, red tagging, and contacting law
enforcement on the numerous parked semi-trailers, campers, trailers being stored, and dumped
waste on right of way.
3. As of April 11, 2024 a total of ten inspections have been completed onsite to
observe. The inspections were from March 27, 2024 through April 10, 2024. Observations
verified that vehicles ranging from commercial semis, stored trailers, unserviceable vehicles, and
RVs with individuals living in them were parked in this location.
4. The numerous motor vehicles parked adjacent to South Jenkins Road create unsafe
road conditions, road hazards and road obstructions.
5. In order to provide adequate clear zone for the motorist in the event of mechanical
failure or the need for evasive maneuvers, and the lack of adequate sight distance combined with
the heavy usage by very large heavy trucks,parking will be prohibited on South Jenkins Road.

NOW, THEREFORE, BE IT ORDAINED by the Board of County Commissioners of
St. Lucie County, Florida, as follows:
PART A. Chapter 46 -"Traffic and Vehicles"of the Code of Ordinances of St. Lucie County
is amended to revise Section 46-80 as follows:
Section 46.80 Parking Restricted on Certain Streets
Section 46.80(b) South Jenkins Road (Both Sides) from its Intersection with Glades
Cut Off Road to its Intersection with North St. Lucie River Water
Control District Canal No. 101
PART B. PENALTIES
Penalties for violation of this section shall be in accordance with State law.
PART C. CONFLICTING PROVISIONS.
Special acts of the Florida legislature applicable only to unincorporated areas of St. Lucie
County,County ordinances and County resolutions,or parts thereof,in conflict with this ordinance
are hereby superseded by this ordinance to the extent of such conflict.
PART D. SEVERABILITY.
If any portion of this ordinance is for any reason held or declared to be unconstitutional,
inoperative,or void, such holding shall not affect the remaining portions of this ordinance. If this
ordinance or any provision thereof shall be held to be inapplicable to any person, property, or
circumstance, such holding shall not affect its applicability to any other person, property, or
circumstance.
PART E. APPLICABILITY OF ORDINANCE.
This ordinance shall be applicable in the unincorporated area of St. Lucie County.
PART F. FILING WITH THE DEPARTMENT OF STATE.
The Clerk is hereby directed forthwith to send a certified copy of this ordinance to the
Bureau of Administrative Code and Laws, Department of State, The Capitol, Tallahassee, Florida
32304.
PART G. EFFECTIVE DATE.

This ordinance shall take effect upon filing with the Department of State.
PART H. ADOPTION.
After motion and second, the vote on this ordinance was as follows:

PART I. CODIFICATION.
Provisions of this ordinance shall be incorporated in the St. Lucie County Code and
Compiled Laws and the word "ordinance" may be changed to "section", "article", or other
appropriate word,and the sections of this ordinance may be renumbered or relettered to accomplish
such intention; provided, however, that parts B through H shall not be codified.
