AN ORDER APPROVING A LOT SPLIT (LOT LINE ADJUSTMENT) FOR
TWO PROPERTIES TOTALING +/-7.21-ACRES ON THE EAST AND
WEST SIDES OF INDIAN RIVER DRIVE, FORT PIERCE, FLORIDA,
OWNED BY RANDALL K. FINLEY.
WHEREAS, the St. Lucie County Planning and Development Services Director has reviewed the
application for a Lot Split submitted by Randall K. Finley, evaluated the comments of the
Development Review Committee, and made the following determinations:
1. The Lot Split, resulting in a Lot Line Adjustment, has been approved for the properties
consisting of +/-7.21 acres, which have a RE-2 (Residential, Estate — 2) zoning
designation, and are legally described and approved as follows:

The Development Review Committee has reviewed the subject Lot Split application and
found it to meet the technical requirements of the St. Lucie County Land Development
Code and has satisfied the standards of review set forth in Section 11.03.04.(D.) of the
St. Lucie County Land Development Code.
2. Planning staff provided analysis of the parcel's eligibility for a one-time lot split pursuant
to Section 11.03.04 of the St. Lucie County Land Development Code. That analysis can
be found in the memorandum entitled Finley/Trotter — 8053 S. Indian River Dr. LS LS-
2312-000024, dated May 13, 2024.
NOW, THEREFORE, BE IT ORDERED by the Planning and Development Services Director of
St. Lucie County, Florida:
A. Pursuant to Section 11.03.04 of the St. Lucie County Land Development Code, the Lot
Split for Randall K. Finley is hereby approved by the Planning and Development Services
Director as shown on the boundary survey (Exhibit A) prepared by by Michael T. Owen of
EDC, dated December 13, 2023, subject to the following conditions:

1. Prior to PDS Order No. 2024-037 becoming effective, the applicant and/or property
owner(s) shall submit Impact Fees for the "Guest Home" which will become a
"Primary Residence" upon completion of the split.
2. Within 30 days of PDS Order No. 2024-037 recording, the applicant and/or
property owner(s) shall record warranty deeds in the St. Lucie County Public
Records reflecting the two (2) newly created parcels, with legal descriptions in
accordance with the revised survey prepared by Michael T. Owen of EDC. Where
necessary, a Unity of Title may be required to combine the land being merged with
Parcel No. 3518-311-0002-010-1.
3. No further division of the properties is permitted unless a final record plat is
submitted in accordance with Section 11.03.04 of the Land Development Code.
B. St. Lucie County is not responsible for the maintenance, up-keep, or improvement of any
private drives, roads, streets, easements, or rights-of-way providing ingress and egress
or drainage service to the subject property.
C. A copy of this Order shall be attached to the boundary survey described in Part A and
shall be placed on file in the Planning and Development Services Department.
D. This Order shall be recorded in the Public Records of St. Lucie County.
