CERTAIN INCENTIVES ON BEHALF OF PROJECT

WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has

ILI Lucie, specializing in manufacturing and distributing cores, composites, resins, and adhesives

2° m"' employees in St. Lucie County, is a proven economic driver, and is a respected company in the

i- w°m° 3. Project Sandwich is committed to investing in the economic wellbeing of St. Lucie County

by maintaining its headquarters here and continuing to support and encourage its employees
through training.
4. Project Sandwich plans to relocate and construct an expanded manufacturing facility of
approximately fifty thousand square feet (50,000 sq. ft.) and will provide average earnings per
worker that are above St. Lucie County's average wage and a generous benefits package to its
employees.
5. The project will include a capital investment of approximately $5,000,000.00 in real
property and approximately $540,000.00 in tangible personal property by December 31, 2026,
and the creation of twenty-five (25) new full-time jobs paying an average wage of twenty-five
dollars and forty-eight cents ($25.48) per hour, 110% of St. Lucie County's average wage by
December 31, 2026. The employment schedule consists of 8 retained jobs and 5 new jobs in
Year 1, 10 new jobs in Year 2, and 10 new jobs in Year 3.
6. St. Lucie County is offering an incentive package to Project Sandwich for the benefit of
the residents of St. Lucie County, for continued capital investment and the creation of new full-
time and/or full-time equivalent jobs.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St.
Lucie County, Florida, that in consideration of the benefits gained by the residents of St.
Lucie County through the development of the Project Sandwich's new facility, the following
incentives are offered:
A. St. Lucie County Job Growth Incentive Grant (JGIG) -The Board authorizes
County staff to prepare a JGIG agreement with Project Sandwich for the
creation of 25 new jobs over a three-year period pursuant to the Job Growth
Investment Grant guidelines.

B. St. Lucie County Ad -Valorem Tax Exemption on Real and Tangible Personal
Property: The Board authorizes County staff to assist in the application for a
10-year ad valorem tax exemption as described in the County's Economic
Development Ad Valorem Tax Exemptions program. The exemption is valued
at 100% each year for the first five years and for the last five years on a
declining percentage schedule for the remaining period (90%-80%-60%-
40%-20%) for consideration by the Board in accordance with Section 42-46,
St. Lucie County Code of Ordinances and Compiled Laws.
C. St. Lucie County Road Impact Fee Mitigation (IFM): The Board authorizes County
staff to prepare an Impact Fee Mitigation Agreement with and/or its subsidiaries
or successors for the creation of 25 new jobs pursuant to St. Lucie County's
Impact Fee Mitigation Program guidelines.
