LUCIE COUNTY DELEGATING AUTHORITY TO THE COUNTY ADMINISTRATOR OR HIS DESIGNEE TO REVIEW PROPOSALS FOR GROUP INSURANCE COVERAGES, NEGOTIATE GROUP INSURANCE PACKAGES FOR COUNTY EMPLOYEES AND PRESENT SAID PACKAGES TO THE BOARD FOR FINAL APPROVAL, AND PROVIDING AN EFFECTIVE DATE WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has made the following determinations: 1. Section 112.08, Florida Statutes authorizes every local governmental unit to provide and pay out of its available funds for all or part of the premium for life, health, accident, hospitalization, legal expense, or annuity insurance, or all or any kinds of such insurance, for the officers and employees of the local governmental unit and for health, accident, hospitalization, and legal expense insurance for the dependents of such officers and employees upon a group insurance plan and, to that end, to enter into contracts with insurance companies or professional administrators to provide such insurance. 2. St. Lucie County Board of County Commissioners is committed to recruit and retain an exceptional workforce and provide them a benefits package which includes group medical and dental insurance coverage, group vision insurance, and various ancillary coverages, to include group long-term disability coverage, group basic life and accidental death/dismemberment, and group voluntary life insurance. 3. The County's benefits package is compiled through consultation with its broker, Relation Insurance, which provides market analysis of available insurance and coverage options upon each plan renewal, as well as engages in a competitive bidding process to present options to the County for consideration when necessary. 4. In order to lock in the proposed rates presented by Relation, certain documents, to include forms and endorsements, must be executed in a timely manner. 4. Once the complete insurance package is compiled, it is brought before the Board of County Commissioners for final review and approval. 5. Over the years, the signatory for the various documents related to the renewals has been either the County Administrator or a human resources representative. 6. To avoid delay and an increase in the proposed rates, it is recommended that the Board of County Commissioners adopt this resolution delegating signature authority to the County Administrator or his designee to execute the various documents presented by the County's Broker for signature, to include forms and endorsements, and to ratify previously executed documents. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. 1 Lucie County, Florida, as follows: A. The Board of County Commissioners hereby delegates to the County Administrator or his designee the authority to review proposals for group insurance coverages, negotiate group insurance packages for county employees, sign the various documents presented by the County's Broker for signature, to include forms and endorsements, and to ratify previously executed documents. B. It is expressly understood that the final approval for all group insurance coverages pursuant to Section 112.08, Florida Statutes will continue to be at the sole discretion of the Board of County Commissioners. C. This resolution shall take effect on the date of adoption. D.
