HomeMy WebLinkAbout24-168 RESOLUTION NO. 24-168 A RESOLUTION DIRECTING THE COUNTY ADMINISTRATOR TO INITIATE THE PROCESS TO ENACT QUIET ZONES AT THE FOLLOWING CROSSINGS: MIDWAY ROAD, WALTON ROAD, RIVERVIEW DRIVE WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has made the following determinations: The Florida East Coast (FEC) Rail Corridor traverses the entire length of St. Lucie County; and Florida East Coast Rail operates freight service and Brightline operates a passenger rail service, in St. Lucie County; and It is deemed in the public interest to mitigate the impacts of the train traffic on the FEC Corridor in St. Lucie County; and Under the federal Train Horn Rule (49 CFR Part 222), engineers are required to sound the train horn upon approach of each grade crossing; and A 'Quiet Zone,' in which trains are not required to sound a horn at grade crossings, once safety improvements are in place, can be effective in reducing the impact of train horn noise; and Additional safety measures have recently been installed which meet the federal requirements for the creation of a Quiet Zone; and Affected local governments are required to apply for Quiet Zone designation either individually or through a joint application; and County Staff will perform the necessary inspections and diagnostic reviews to assure the South County Quiet Zone Crossings are consistent with Federal Highway and Federal Railroad Administration regulations, The creation of a South County Quiet Zone is in the public's interest. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie County, Florida: 1. The finding set out above are incorporated herein. 2. The Board directs the County Administrator to initiate the process to enact quiet zones at the following roadway crossings, the "South County Quiet Zones": a. Midway Road (272331M) b. Walton Road (272332U) c. Riverview Drive (272334H) 3. The County Administrator is hereby directed to provide copies of this resolution to the St. Lucie County Sheriff, the Fort Pierce City Manager, the Port St. Lucie City Manager, the Mayor of the Village of St. Lucie, the St. Lucie County Engineer and the St. Lucie County Road and Bridge Manager.
