A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
ST. LUCIE COUNTY FOR A MAJOR SITE PLAN KNOWN AS FORT
PIERCE STORAGE FOR +/- 163,330 SQ. FT. SELF-STORAGE FACILITY
AND ASSOCIATED SITE IMPROVEMENTS WITHIN THE CG
(COMMERCIAL, GENERAL) ZONING DISTRICT FOR A 9.74-ACRE
PROPERTY LOCATED IN ST. LUCIE COUNTY, FLORIDA.
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, based on the
testimony and evidence, including but not limited to the staff report, has made the following
determinations:
1. Francris, LLC, represented by Culpepper & Terpening, Inc., presented a petition for a
Major Site Plan, associated with a concurrent Conditional Use Permit request, to allow for
the construction of a +/- 163,330 sq. ft. self-storage facility including climate-controlled and
non-climate controlled units, covered parking for recreational vehicles (RV) and
office/storage suites for trade contractors, and other improvements, within the CG
(Commercial, General) Zoning District for the property located at 6019 U.S. Highway 1,
Fort Pierce, FL, as legally described in Paragraph "C" and depicted on the attached map
as Exhibit "A".
2. The Development Review Committee (DRC) reviewed the Major Site Plan and determined
it meets the technical requirements of the St. Lucie County Land Development Code
(LDC) and satisfies the standards of review in Section 11. 02. 07, Standards for Site Plan
Review, of the St. Lucie County LDC.
3. On July 2, 2024, the Board of County Commissioners held a public hearing on the
Conditional Use Permit application for the same property, after publishing notice in the St.
Lucie News Tribune at least 10 days prior to the hearing, installing a sign on the property,
and notifying by mail all owners of property within 500 feet of the subject property. At the
public hearing all interested persons were given an opportunity to be heard. The Board
approved Resolution 2024-122 granting the Conditional Use Permit for the project known
as Fort Pierce Storage, also known as U.S. 1 Storage and RV Facility.
4. On September 3, 2024, the Board of County Commissioners considered the Site Plan at
a properly noticed public meeting and acknowledged the revision to the Site Plan to
provide a south-bound, right turn lane, which is a condition of the CUP.
5. All reasonable steps have been taken to minimize any adverse effect of the proposed Site
Plan on the immediate vicinity through site design, architectural design and landscaping.
6. Planning Staff performed detailed analysis of the project and determined it to be consistent
with the St. Lucie County Land Development Code and Comprehensive Plan. The analysis

is found in the Planning and Development Services Department memorandums prepared
for the July 2, 2024 and September 3, public hearings before the Board of County
Commissioners and the final DRC Report from Energov.
7. The proposed Site Plan, with conditions there upon, will not have an undue adverse effect
on adjacent property, the character of the neighborhood, traffic conditions, parking, utility
facilities, or other matters affecting the public health, safety, and general welfare.
8. The proposed Site Plan will be serviced by adequate public facilities and services.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie
County, Florida:
A. The foregoing findings are hearby approved and adopted by the Board of County
Commissioners of St. Lucie County, FL.
B. Pursuant to LDC Section 11.07.03. and Section 3.01.03.S.7., the Major Site Plan for
Francris, LLC for the project known as Fort Pierce Storage (aka US 1 Storage and RV
Facility) as shown on the plans prepared by Culpepper & Terpening, Inc., dated July 17,
2024 and received by the Planning and Development Services Department on July 31,
2024, is hereby approved for the property described in Paragraph "C", subject to the
conditions outlined below:

1. Storage Bays shall not be used for overnight occupancy.
2. No outdoor storage of equipment, vehicles, and/or boats shall be permitted. Parking
under the RV canopies provided on the Site Plan does not constitutes the prohibited
outdoor storage.
3. Prior to receiving a Certificate of Occupancy, the applicant shall file an application for
a Certificate of Zoning Compliance.
4. No business activity or contractor-related business activity other than storage shall be
permitted in the storage bays.
Environmental Resources Department
5. Prior to commencement of development, including but not limited to; clearing, filling,
excavation, grading, or planting of vegetation, as defined in LDC 2.00.00., a gopher
tortoise survey conducted by a state certified gopher tortoise agent will be required
per Florida Fish and Wildlife Conservation Commission (FWC) protocol.
6. Prior to commencement of development, including but not limited to; clearing, filling,
excavation, grading, or planting of vegetation, as defined in LDC 2.00.00., a vegetation
removal permit or exemption shall be issued by the Environmental Resources
Department per LDC 6.00.03.
7. Prior to issuance of a Certificate of Occupancy, all Category I listed invasive plant

species shall be eradicated from the site.
Public Works Department
8. A Site Development Permit is required prior to performing site improvement activities.
In accordance with the permit and Land Development Regulations, the applicant shall
retain the Engineer of Record for site inspections and final certification.
C. The subject property is described as follows:

LOT 258, LESS THE EAST 9 FEET THEREOF, AND ALL OF LOT 257, OF AMENDED
PLAT OF AETNA PARK, ACCORDING TO THE PLAT THEREOF, AS RECORDED IN
PLAT BOOK 7, PAGE 41, OF THE PUBLIC RECORDS OF ST. LUCIE COUNTY,
FLORIDA.

D. The approvals and authorizations granted by this Resolution are for the purpose of
obtaining a Major Site Plan, Building Permit, and Certificate of Zoning Compliance from
St. Lucie County, and are not assigned to any other party or institution. Should the
petitioners choose or decide to assign this business to another entity or individual, a minor
adjustment to the Conditional Use Permit shall be required.
E. The approvals and authorizations granted by this Resolution shall expire twelve (12)
months from the date of approval, unless a Building Permit or Certificate of Zoning
Compliance is obtained for the uses described in Paragraph "B" above, or an extension
has been granted in accordance with the Land Development Code or State Law.
F. The petitioner is advised as part of this Site Plan approval, the petitioner shall obtain all
applicable development permits and construction authorizations from the appropriate state
and federal and local regulatory agencies including, but not limited to, the United States
Army Corps of Engineers, the Florida Department of Environmental Protection, and South
Florida Water Management District, and the St. Lucie County Environmental Resources,
Public Works and Building Departments prior to the commencement of any development
activities on the property described in Paragraph B. Issuance of this permit by the County
does not in any way create any rights on the part of the petitioner to obtain a permit from
a state or federal agency and does not create any liability on the part of the County for
issuance of this permit if the petitioner fails to obtain requisite approvals or fulfill the
obligations imposed by a state or federal agency or undertake actions that may result in a
violation of state or federal law.
G. The conditions set forth in Paragraph "B" are an integral non severable part of the Major
Site Plan granted by this Resolution. If any condition set forth in Paragraph A is determined
to be invalid or unenforceable for any reason and the Petitioner declines to comply

voluntarily with the condition, the Site Plan granted by this resolution becomes null and
void.
H. A Certificate of Capacity, granted by the Planning and Development Services Director on
October 7, 2024, attached herein as Exhibit C, shall be valid for the term of this Resolution.
A copy of this Resolution shall be mailed to the owner and agent of record. A copy shall
be attached to Site Plan drawings as described in Paragraph A and placed on file with the
Planning and Development Services Department.
J. This Resolution shall be recorded in the Public Records.
