A RESOLUTION AMENDING AND RESTATNING
RESOLUTION NO. 23-214 OF ST. LUCIE COUNTY,
FLORIDA, ADDING ASSURANCES RELATED TO THE
PUBLIC LIBRARY CONSTRUCTION GRANT FOR STATE
FY2025/2026.
WHEREAS,the St.Lucie County Board of County Commissioners("BOARD")has made
the following determinations:
1. On March 21, 2023,the Board adopted Resolution 23-038 authorizing the submission
of an application for a Public Library Construction Grant for State FY 2024/2025 to undertake a
Public Library Construction Project for the Port St. Lucie Branch Library.
2. Florida Department of State Division of Library and Information Services requested the
County include the assurances listed herein.
3. On October 3,2023,the Board adopted Resolution 23-214 which amended Resolution 23-
038 to include assurances related to the public library construction grant for FY2024/2025.
4. The State notified the County on August 23, 2024 that the Florida Legislature was not
awarding Public Library Construction Grants for the FY2024/2025 year. The letter included steps
for the County to take for the County's application to be considered for FY2025/2026 which
includes providing a certified resolution from the governing body.
NOW, THEREFORE, BE IT RESOLVED by the St. Lucie County Board of County
Commissioners amends the resolution as follows:
1. The Board has the authority to file this grant application.
2. The Board authorizes the Chair or the County Administrator to file and execute the
application.
3. Assurance is given by the Board that the required match of a dollar-for-dollar of the grant
request will be available and unencumbered at the time of grant award($500,000).
4. Assurance is given by the Board that funding is sufficient and will be available in order
that the Project will result in a completed library building.
5. Assurance is given by the Board that upon completion of the Project, sufficient funds will
be available to operate the facility.
6. Assurance is given by the Board that the building will be used exclusively for the public
library purposes for which it was constructed or altered and submission of proposed
changes in use to the Division for approval, if within 20 years of the completion of the
construction project.
7. The Board authorizes the Board Chair to sign any and all agreements or contracts which
are required in connection with the application.
8. The Board authorizes the Board Chair to sign any and all assurances, warranties,
certifications and any other documents which may be required in connection with the
application or subsequent agreements.
After motion and second, the vote on Resolution No. 24-179 was as follows:
