HomeMy WebLinkAbout24-135 RESOLUTION NO. 24-135 A RESOLUTION SUPPORTING THE PERMITTING OF AN INTERSECTION CONTROL BEACON AT THE INTERSECTION OF INDRIO ROAD AND TAYLOR DAIRY ROAD IN ST. LUCIE COUNTY, FLORIDA. WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has made the following determinations: 1. Section 316.008(1)(b), Florida Statutes, authorizes the Board to regulate traffic by means of traffic control devices. 2. Indrio Road and Taylor Dairy Road are currently St. Lucie County owned and maintained roadways. 3. Indrio Road between Kings Highway(SR713)and US-1 (SR-5) is proposed to be transferred to the Florida Department of Transportation (FDOT). 4. Taylor Dairy Road currently exists as an unimproved roadway with very low traffic volumes. 5. Several projects are proposed to be located immediately adjacent to the intersection of Taylor Dairy Road, including a multifamily development, a St. Lucie County Fire District fire station and County public facilities (water and wastewater treatment plants) and are proposed to utilize Taylor Dairy Road to access Indrio Road. 6. The expected traffic volumes from the subject proposed projects will not meet thresholds for signalization based on FDOT's signal warrant analysis. 7. Due to the expected changes in traffic patterns at this intersection, the Board desires to implement supplemental safety measures in an effort to protect the traveling public. 8. Pursuant to Resolution No. 2024-044, the Indrio Woods PUD developer(s) and successor(s) in interest are obligated to improve Taylor Dairy Road and pave the road to County standards from Indrio Road to their southern property boundary. The developer(s) and successor(s) in interest are also required to design and permit the intersection and construct an intersection control beacon (span wire with flashing beacon) as a condition of preliminary PUD site plan approval. 9. Improving the intersection and constructing an intersection control beacon will improve the existing conditions at the intersection and make the intersection safer for the traveling public. 10. The decision to improve the intersection and permit an intersection control beacon at the intersection of Indrio Road and Taylor Dairy Road is a planning level decision initiated by the Board of County Commissioners and is intended to make the intersection of Indrio Road and Taylor Dairy Road safer for the traveling public. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie County: 1. Based on the findings set out above, the Board determines that the intersection of Indrio Road and Taylor Dairy Road may be permitted to receive an intersection control beacon. 2. The County Administrator is hereby directed to provide copies of this resolution to the Sheriff of St. Lucie County, the St. Lucie County Engineer and the St. Lucie County Road and Bridge Manager.
