A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF ST.
LUCIE COUNTY, FLORIDA RATIFYING THE PUBLIC SAFETY DIRECTOR'S
DECLARATION OF EMERGENCY AND EXTENSIONS, THE COUNTY
ADMINISTRATOR'S OCTOBER 10, 2024 AND OCTOBER 23, 2024
EMERGENCY ORDERS AND CERTAIN EMERGENCY CONTRACTS
(HURRICANE MILTON)
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has made the
following determinations:
1. Pursuant to Section 252.38, Florida Statutes, political subdivisions of the state have the
power during a state of local emergency to provide for the health and safety of persons and property.
2. The Board of County Commissioners of St. Lucie County has adopted Resolution No. 00-
277 authorizing the St. Lucie County Administrator and the St. Lucie County Public Safety Director to
exercise certain emergency powers and authority during a local emergency.
3. The Governor of the State of Florida issued Executive Order Numbers 24-214 and 24-215
declaring a State of Emergency that included St. Lucie County; and
4. On October 7, 2024, the St. Lucie County Public Safety Director declared a State of Local
Emergency—Hurricane Milton ("St. Lucie County Declaration of Emergency"); and
5. On October 14, 2024, October 21, 2024, October 28, 2024, and November 4, 2024, the
Public Safety Director extended the State of Local Emergency.
6. On October 10, 2024, the County Administrator issued an Order requiring removal of
debris from private rights-of-way. On October 23, 2024, the County Administrator issued an Order
effective October 28, 2024,at 8:00a.m. requiring the immediate removal of debris from the Spanish Lakes
Country Club Community.
7. The County Administrator approved the following emergency contracts:
a. DRC Emergency Services —Third Amendment to the February 15, 2022 Agreement
(C22-02-180)
b. DRC Emergency Services—Work Authorization No. 01 (C22-02-180)
c. True North Emergency Management-Work Authorization No. 01 (C21-01-109)
d. Kelly Tractor Co. (C24-10-883)
e. Waste Management Inc.of Florida (C24-10-904)
8. On October 21, 2024, and October 22, 2024, respectively, the County received two
invoices($58,000.00 and $3,227.00)from L.E.B. Demolition &Consulting Contractors, Inc. for emergency
work performed on October 8, 2024 for demolition and removal of St. Lucie County Sheriff's Admin
Storage Barn.
NOW, THEREFORE, be it resolved by the Board of County Commissioners of St. Lucie County,
Florida:
1. The Public Safety Director's State of Local Emergency effective October 7, 2024, at 12:00
p.m. and subsequent extensions as noted above are hereby ratified.
2. The County Administrator's Order effective October 10, 2024, at 12:00p.m., requiring the
removal of debris from private rights-of-way and the County Administrator's Order
effective October 28, 2024, at 8:00a.m., requiring the immediate removal of debris from
the Spanish Lakes Country Club Community are hereby ratified.
3. The following emergency contracts are hereby ratified:
a. DRC Emergency Services —Third Amendment to the February 15, 2022 Agreement

b. DRC Emergency Services—Work Authorization No. 01 (C22-02-180)
c. True North Emergency Management-Work Authorization No. 01 (C21-01-109)
d. Kelly Tractor Co. (C24-10-883)
e. Waste Management Inc. of Florida (C24-10-904)
4. Payment for the invoices dated October 21, 2024, and October 22, 2024, from L.E.B.
Demolition and Consulting Contractors, Inc. for emergency services performed on October 8,
2024,for demolition and removal of the St. Lucie County Sheriff's Admin Storage Barn are hereby
ratified.
5. This resolution shall take effect upon adoption.
