A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF ST. LUCIE COUNTY, FLORIDA, TO AMEND THE OFFICIAL
ZONING ATLAS FOR A PARCEL OF LAND OWNED BY P1MC
LANDOWNER, LLC, FORMERLY OWNED BY EVANS
PROPERTIES INC., FROM AG-5 (AGRICULTURAL-5) TO PMUD
(PLANNED MIXED-USE DEVELOPMENT) ALONG WITH
APPROVING A PRELIMINARY SITE PLAN FOR A PRIVATE
MOTOR CLUB ON APPROXIMATELY+/-629 ACRES OF LAND,AT
24101 OKEECHOBEE RD,IN ST. LUCIE COUNTY FLORIDA.
WHEREAS,the Board of County Commissioners of St. Lucie County,Florida,based on testimony
and evidence, including,but not limited to the staff report,has made the following determinations:
1) Patti Tobin, of HJA Design Studio, on behalf of P1MC Landowners LLC. presented a
petition for an Amendment to the Official Zoning Atlas from AG-5 (Agricultural-5)
Zoning District to the PMUD (Planned Mixed Use Development) Zoning District and an
associated Preliminary PMUD Site Plan to develop a motor sports community and private
club, to be known as the P1 Motor Club, for property located on the south side of
Okeechobee Road, west of Summerlin Road, in unincorporated St.Lucie County,Florida,
as depicted on the attached location map as Exhibit A and described in Part A below.
2) On December 19,2024,the St.Lucie County Planning and Zoning Commission held a public
hearing on this petition,after a notice sign was installed on the property and property owners
within 500 feet of the subject property were mailed notice letters. The Commission
recommended that the Board of County Commissioners approve the request for the property
described in Part A.
3) On January 7,2025,the Board of County Commissioners held a public hearing on this petition,
after a notice sign was installed on the property and property owners within 500 feet of the
subject property were mailed notice letters, and voted to approve this item.
4) The St. Lucie County Development Review Committee has reviewed the rezoning petition
and preliminary planned development site plan and found them to meet the technical
requirements and to be consistent with the St. Lucie County Comprehensive Plan, subject to
the conditions set forth in Part B of this Resolution.
5) The proposed change in zoning satisfies the requirements of Section 11.06.03 of the St.Lucie
County Land Development Code (LDC) and is consistent with the goals, objectives, and
policies of the Comprehensive Plan.
6) The Development Review Committee has reviewed the Preliminary PMUD Site Plan for the
project and found it to meet the technical requirements and to be consistent with the
Comprehensive Plan, subject to the conditions set forth in Part B of this Resolution.

7) The proposed project, with conditions of approval, will not have an undue adverse effect on
adjacent property, the character of the neighborhood, traffic conditions, parking, utility
facilities, or other matters affecting the public health, safety, and general welfare.
8) All reasonable steps have been taken to minimize any adverse effect of the proposed project
on the immediate vicinity through building design, site design, landscaping, and screening.
9) The proposed project will be constructed, arranged, and operated so as not to interfere with
the development and use of neighboring property, in accordance with applicable district
regulations.
10) The proposed project will be served by a private utility system, including but not limited to
water and wastewater.
NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners of St.Lucie
County,Florida:
ZONING MAP AMENDMENT
A. The property on which the Zoning Map Amendment, or change in zoning, from AG-5
(Agricultural-5)Zoning District to the PMUD (Planned Mixed Use Development) is being
granted and is described as follows:

PRELIMINARY SITE PLAN
B. Pursuant to 11.02.05(B) of the LDC, the PMUD Preliminary Site Plan for the project known
as the P1 Motor Club PMUD is hereby approved,for the subject property described in Part A
above, as shown on the preliminary site plan drawings for the project, Exhibit B,prepared by
HJA Design Studio and dated October 18, 2024; and shall also be subject to Exhibit C-l: P1
Motor Club Narrative, Exhibit C-2: P1 Motor Club Area Use and Regulatory Standards,
Exhibit C-3:P1 Motor Club Project-Wide Regulatory Standards,Exhibit C-4: P1 Motor Club
Emergency Response Guidelines for Vehicle Track Activities, Exhibit C-5: P1 Motor Club
Special Event Procedures; P1 Motor Club Racecar On-Track Use Co2 Impact and Offset
Commitments, and Exhibit C-7: P1 Motor Club Agricultural Exemption; and subject to the
following conditions:

1. Prior to commencement of development, including,but not limited to clearing,filling,
excavation, grading, or planting of vegetation, as defined in LDC 2.00.00, listed
species surveys, including but not limited to Crested Caracara, Gopher Tortoise,
and wading bird surveys, shall be updated as necessary per individual species-
specific requirements or written correspondence stating any potential impacts
have been resolved from the appropriate state and federal agency. If any listed
species impacts are found to be present as a result of these updated surveys,
appropriate mitigative measures per state and federal agency requirements shall be
provided prior to initiation of any clearing activities.
2. Prior to Major Site Plan approval,provide a finalized landscape plan that includes the
following adjustments to the preliminary plan:
a. Depict a minimum ten (10) ft. wide landscape buffer and associated plantings
along the southwestern perimeter that runs parallel to the proposed dirt track
in accordance with LDC 7.09.04.B.
b. Relocate the chain-link fence proposed along the northern perimeter ten (10)
to fifteen(15)ft.from the property line to allow for all required landscaping to
lie on the outside (streetside) of the fence in accordance with LDC
7.09.04.A.6.
3. Prior to issuance of a Certificate of Occupancy, all Category I listed invasive plants
shall be eradicated from the site.
4. The Final Site Plan will meet the minimum requirements of LDC Sec. 7.05.04.A.3.,
which requires a width of five feet for sidewalks,and Sec. 7.05.04.B.4.,which requires
a width of four feet for bicycle lanes.
5. The P1MC shall measure carbon dioxide emissions and offset these emissions with
tree planting as described in the Racecar On-Track Use CO2 Impact and Offset
Commitments document.
6. The P1MC shall develop an emergency response program as outlined in the
Emergency Response Guidelines for Vehicle Track Activities.
7. The Final Site Plan must meet Community Architectural Standards, set forth in LDC
Sec. 7.10.24.
8. Amend Exhibit C-5(P1 Motor Club Special Event Procedures)as follows: The PMUD
may allow, with a minimum of 30 days'advance public notice through publication in
the same county newspaper used for official public notices, with specific event dates
and plans, up to ten special multi day events, such as races, exhibitions, and training
exercises,per calendar year, as long as the event is not open to the general public and
does not exceed 5,000 people on any given day of the event in which case P1 also must
first obtain BOCC approval for a waiver of Special District and/or PMUD standard
Special Events are classified as either Minor or Major, with both providing required
and courtesy(mailer)notice, and Major Special Events requiring review and approval
by the Board of County Commissioners. Should there be three or more complaints
about a Minor Special Event, with the legitimacy of such complaints confirmed by
Staff, the next Minor Special Event shall require review and approval by the Board,
which shall also determine if future Special Event(s)require such approval.

Improvement Agreement and appropriate bonding is required.
10. Summerlin Road is identified on the County's Right-Of-Way Protection Plan.A ROW
Dedication of 15 feet in width from the subject property along this road will be
required. Within 90 days of developmental approval, the applicant, property owner,
developer, successors, or assigns, shall convey to St. Lucie County, in a manner or
form acceptable to the County Attorney, the Summerlin Rd. Right-of-Way,
as determined by the Public Works Department.
11. A Site Development Permit is required prior to performing site improvement activities.
12. FDOT permitting is required for internal street access to Okeechobee Road.
13. A Road Improvement Agreement and appropriate bond will be required for all
permanent improvements within the Right-of-Way.
C. The developer is advised as part of this approval that the property owner(s), developer, etc.,
including any successors in interest, shall obtain all applicable development permits and
construction authorizations from the appropriate State and Federal and local regulatory
agencies including,but not limited to,the United States Army Corps of Engineers,the Florida
Department of Environmental Protection, Florida Department of Transportation, South
Florida Water Management District, St. Lucie County Fire District and the St. Lucie County
Environmental Resources, Public Works, and Building Departments prior to the
commencement of any development activities on the property described in Part A. Issuance
of this authorization or permit by the County does not in any way create any rights on the part
of the developer to obtain a permit from a State or Federal agency and does not create any
liability on the part of the County for issuance of this permit if the developer fails to obtain
requisite approvals or fulfill the obligations imposed by a State or Federal agency or undertake
actions that may result in a violation of State or Federal law.
D. The conditions set forth in Part B are an integral and non-severable part of the Preliminary
PMUD site plan approval granted by this Resolution. If any condition set forth in Part B is
determined to be invalid or unenforceable for any reason and the developer declines to comply
voluntarily with that condition,the site plan approval granted by this Resolution shall become
null and void.
E. A Concurrency Deferral Affidavit, a copy which is attached to this Resolution as Exhibit D
was signed by the applicant on June 21, 2024.
F. This Preliminary PMUD Site Plan shall expire within twenty-four(24)months of the
effective date of this Resolution unless a Final Site Plan is approval or an extension is
granted in accordance with the provision of Land Development Code Section 11.02.06.
G. The St. Lucie County Planning and Development Services Director shall be authorized to
amend the Official Zoning Map to change the zoning of the property herein described, from
the AG-5 (Agricultural-5)Zoning District to the PMUD(Planned Mixed Use Development)
Zoning District and to make a notation of the reference to the date of adoption, of this
Resolution.
H. A copy of this Resolution shall be mailed to the owner of record as identified on the
application.
This Resolution shall be recorded in the Public Records.

EXHIBIT C-1
(P1 MOTOR CLUB NARRATIVE)
1. Site Information
The subject property is 629 acres and located on the south side of State Road 70 about 4 miles west of the St.
Lucie County Fairgrounds, approximately 10.9 miles from the Florida Turnpike, and 11.6 miles from
the I-95 interchanges on Okeechobee Road. The site was formerly a citrus grove and is currently
propagated with Pongamia trees. The site is located in an area surrounded by properties acquired by the
South Florida Water Management District for large water storage reservoirs along the property's west and
south boundaries(see Section N).
2. Project Vision
P1 Motor Club("P1MC")is similar to a golf club and residential community except golfing is replaced with
performance driving (driving high performance vehicles in a safer controlled environments) and the golf
course is replaced with racetracks. The racetrack(or"track"or"circuit")and other driving amenities appeal
to automotive enthusiasts,but P1 Motor Club is a community for the whole family,with a clubhouse,pool,
spa, pickleball, tennis, and basketball courts, customizable auto storage (Garagemahals), and
Autominimums(car-centric residences).
The 629-acre site will be comprised of four interconnected areas which are summarized and then more
specifically described below:
Area A: Primary racetrack(P1 Circuit),paddocks(circuit/track staging areas,pit garages a/k/a additional
auto storage), customizable auto storage (Garagemahals"), attached and detached residences
(Autominiums), clubhouse (the drive center may be combined with the clubhouse), guest
accommodations,and resort amenities.
Area B: Treasure Coast Motorsports Complex—secondary racetrack(Treasure Coast Circuit),paddocks
(circuit/track staging areas,pit garages a/k/a additional auto storage),customizable auto storage
(Garagemahals),off-road circuit,karting circuit,skid pad,event center,guest accommodations,
and drive center(that may be combined with the clubhouse in Area A).
Area C: Research and Development Park.
Area D: Auto Launch Control Pad.
Area A: This area is approximately 336 acres anchored by the private P1 Circuit, a worldclass-
designed racetrack with three possible driving configurations:P1 Circuit International(4.2 miles
-the longest possible configuration),P1 East(1.7 miles),and P1 West(2.2 miles.)The P1 Circuit
is the primary amenity experience for members and their guests,just as an exclusive golf course
is for its members and guests. This area also includes:
Garagemahals are private, flexible spaces for automotive storage that may be customized for
entertainment and overnight stays. Many Garagemahals will overlook the track from optional
second level spaces. Garagemahals are primarily for the storage of cars. Some units may have
accessory uses such as kitchen/bar, entertainment and sleeping areas. However, garage space
will be the primary use in purpose and square footage.

No garagemahal will exceed 49%of non-primary uses(kitchen,sleeping area and
entertainment space),and the unit cannot be homesteaded.
Garagemahals located primarily inside the P1 Circuit will be sold only to club members. An
unmodified base option is sold, as empty space ready for automotive storage with electric,
HVAC and connections for water and sewer for optional customization.
Garagemahals may occupy a maximum of 900,000 square feet ground level (this SF does not
include buildouts, if any,on the second level)in aggregate across all areas.
Additional auto storage in the paddock area near pit lane is sometimes referred to as"paddock
garages." Paddock garages owned by P1MC are intended for short-term use by independent
shops for daily driving activity support of members and guests and for short-term use by
members and guests for covered parking adjacent to pit lane. Additional auto storage may not
exceed 225,000 SF in aggregate across all areas.
• Up to 125 dwelling units will be located along and nearby the track in both single and
multifamily designs.
• A clubhouse(up to 30,000 SF)will include spaces, services,and amenities for members and
guests such as dining & lounge areas (food & beverage), locker rooms, offices, pro shop,
reception area, a viewing deck of the circuit gym, and pool and spa (member and guest
amenities are subject to change.) The drive center envisioned in Area B may be combined
with the clubhouse; if combined,the clubhouse may be up to 45,000 SF.
• Other related club amenities such as a dog park, outdoor basketball, tennis and
pickleball courts,outdoor pool,and spa,and walking trails.
Area B: This "Treasure Coast Motorsports Complex" area is approximately 214 acres enveloped by
the semi-private "Treasure Coast Circuit", a worldclass-designed racetrack with three possible
driving configurations: "Treasure Coast Full Course" (approximately 2.8 miles — the
longest possible configuration), "Treasure Coast North" (approximately 1.7 miles), and
"Treasure Coast South"(approximately 0.7 miles.)This area also includes:
• Garagemahals(description and limits as described above).
• Additional auto storage in the paddock area near the Treasure Coast Circuit's pit lane
(sometimes referred to as "paddock garages") Additional auto storage may not exceed
225,000 SF in aggregate across all areas. Paddock garages will be owned by P1MC and are
intended for short-term use by members,guests, and/or independent shops for daily driving
activity support and for covered parking near pit lane.
• P1 Karting Circuit, a worldclass-designed karting track with three possible driving
configurations: "Karting Full Course" (approximately 0.93 miles — the longest possible
configurations), "Karting National" (approximately 0.87 miles), and "Karting
Bambino"(approximately 410 ft)intended for very young children learning the basics of
karting on a miniscule,simple configuration.
• Off-road circuit with alternate driving configurations(the longest off-road configuration will
be approximately 0.6 miles)and a skid pad for dynamic driving exercises.
• Event Center (up to 40,000 SF), an indoor open flexible space that can be customized for
various members-and invited guest activities including manufacturer, corporate.and charity
events that typically include a variety of driving experiences.
• Drive Center (up to 15,000 SF), an indoor open flexible space that will include a multi-
purpose area for use as a classroom or other congregating space. (The drive center may be
combined with the clubhouse in Area A).
Area C: The Research and Development Park (or "R&D Park") area is approximately 58 acres. This
publicly accessible area is intended for automotive-related research, assembly, manufacturing,
and support activities. This area includes:

• P1MC main point of access to the R&D Park and other areas
• Commercial buildings(up to 400,000 SF)
• Gate house(up to 500 SF)
• Corporate offices(up to 5,000 SF)
• A site and facilities operations building(up to 5,000 SF ground
level).
Area D: The Auto Launch Control Pad area is approximately 23 acres. This area is to be used for auto
launch exercises along a paved area approximately 50 feet wide and 2,400 feet long with a
separate return road up to 15 feet wide and 2,400 feet long.

The following standards are intended to help create an aesthetically pleasing, safe, unique, and sustainable
development pattern that enhances the experience of a world class motor club experience within the P1 Motor
Club.
DEFINITIONS:
Garagemahals:Garagemahals,sold only to members,are private,flexible spaces designed for automotive storage
that can be customized for entertainment and overnight stays. Garagemahal designs will not exceed 49%of non-
primary uses(kitchen,sleeping area,and entertainment space),and the unit cannot be homesteaded.
Area A—P1 Circuit,Club& Community
1. Maximum Acreage-+/-336
2. Maximum Square Footage of Garagemahals(900,000 ground level in aggregate across all areas).
3. Maximum Number of Residential Units— 125
4. Permitted Principal Uses and Structures
a) Racetrack,paved;

(P1 MOTOR CLUB SPECIAL EVENT PROCEDURES)
The PMUD may allow, with a minimum of 30 days' advance public notice through publication in the
same county newspaper used for official public notices, with specific event dates and plans, up to ten
special multi day events, such as races, exhibitions, and training exercises,per calendar year, as long as
the event is not open to the general public and does not exceed 5,000 people on any given day of the event
in which case P1 also must first obtain BOCC approval for a waiver of Special District and/or PMUD
standard. Special Events are classified as either Minor or Major, with both providing required and
courtesy(mailer)notice,and Major Special Events requiring review and approval by the Board of County
Commissioners. Should there be three or more complaints about a Minor Special Event, with the
legitimacy of such complaints confirmed by Staff,the next Minor Special Event shall require review and
approval by the Board,which shall also determine if future Special Event(s)require such approval.

(P1 MOTOR CLUB RACECAR ON-TRACK USE CO2 IMPACT AND OFFSET
COMMITMENTS)
Overview
During the approval process for the P1 Motor Club (P1) Special District, P1 discussed its interest in
measuring the impact of CO2 produced by racecars utilizing the P1 Circuit(racetrack)and in offsetting
that impact by planting native Florida trees and/or other vegetation. This document confirms and
outlines P1's commitment to this process.
Data Capture
P1 will utilize a system developed by MyLaps that captures the majority of track activities through
electronic loops around the track. P1 principals have utilized the same system at Monticello Motor
Club ("MMC") in New York. Throughout the day, P1 will see detailed track activity such as the
names of drivers, types of racecars, lap times, and total laps. All activity is recorded for future
reporting.
Reporting
Within a month following each quarter,P1 will report the prior month's aggregate track use of racecars
including total laps and hours for each type of racecar make and model. Each specific racecar will
have a CO2/hour emissions estimate as published by the manufacturer of the racecar or engine type.
For example, a BMW M2 will emit around 74 lbs. of CO2/hour of use.
Annual Reporting and Planting Offset
By July 31 of each year following the opening of the racetrack, P1 will produce and publish an annual
"Racecar Carbon Impact Report"that reports P1's total CO2 emissions as a result of racetrack,and P1's
planting strategy to offset that impact.
The planting strategy will be developed by a certified horticulturalist that will include a planting
scheme with tree/plant types (native only),quantities, sizes, locations, and planting schedule.
The Racecar Carbon Impact Report and planting strategy will be published on P1's website.At St
Lucie County's discretion, it may separately request copies of the report.
Miscellaneous
Tracking racecar use requires a transponder in the racecar that utilizes electronic loops around the
racetrack to send a unique ID associated with that racecar. Most racecars have permanent
transponders, and P1 provides temporary (loaners) transponders for members and guests driving
racecars without a permanent transponder.
If a racecar on track is not reporting activity to MyLaps (e.g., we ran out of loaners, a transponder
failed, the P1 network was down), PI will attempt to manually enter the racecar into its daily use
report with estimated time on track. P1 strives to capture all track use regardless of this carbon offset
program. Track utilization reporting is essential for P1 to track member utilization, maintenance
schedules, and other critical business metrics.
Despite best efforts,track utilization reports will fail to capture 100%of activity. Therefore,we will
add 10%to total annual carbon emissions estimates used for replanting offset calculations. While a
10%increase is likely an overcompensation for uncaptured track utilization,the alternative methods
to identify missed track activities(e.g.,review of on-track cameras) is too cumbersome.

Per Section 193.461 of the 2023 Florida Statutes,the property appraiser of St. Lucie County shall,
on an annual basis, classify for assessment purposes all lands with the county as either agricultural
or nonagricultural.Before March 1 of each year,P1 Motor Club will furnish the property appraiser
such information as necessary to demonstrate all lands not currently under construction are being
used for bona fide agricultural purposes and shall maintain their agricultural classification
exemption status. The term "bona fide agricultural purposes" means good faith commercial
agricultural use of the land,including commercial nurseries,citrus groves,tree farms,aquaculture,
row crops,ranches, or similar operations.
It is the intent to maintain an agricultural exemption on some of the property until such time as
individual areas are developed. These agricultural uses will be consistent with Florida Statutes.
