AN ORDER OF THE PLANNING & DEVELOPMENT SERVICES
DIRECTOR OF ST. LUCIE COUNTY, FLORIDA, APPROVING THE
DIVISION OF A +/- 5.07-ACRE PARCEL INTO A 2.63 ACRE PARCEL
AND A 2.44 ACRE PARCEL LOCATED ON S. OCEAN DRIVE, KNOWN
AS THE BROWN LOT SPLIT.
WHEREAS, the St. Lucie County Planning and Development Services Director reviewed the
application for an after-the-fact Lot Split submitted by Logan Wellmeier, Esq., of Dean, Mead,
Minton & Moore, on behalf of the Property Owner, evaluated the comments and certification of
the Development Review Committee, and made the following determinations:
1. The after-the-fact Lot Split application has been approved for the property consisting of
+/-5.07 acres, which holds a zoning designation of HIRD (Hutchinson Island Residential
District), located on the east and west sides of Ocean Drive and legally described as
follows:
LEGAL DESCRIPTION (PARENT PARCEL)
THE NORTH 187.234 FEET OF THE NORTH 440.00 FEET OF GOVERNMENT LOT 4,
SECTION 29, TOWNSHIP 35 SOUTH, RANGE 41 EAST, ST. LUCIE COUNTY, FLORIDA.
LESS AND EXCEPT THE RIGHT OF WAY FOR STATE ROAD A-1-A, ALSO KNOWN AS
SOUTH OCEAN DRIVE, AS LAID OUT AND IN USE.
THE SUBJECT PARCEL CONTAINS APPROXIMATELY 5.07 ACRES (221,052.0 SQ/FT.)

The two Parcels recognized by the Lot Split are legally described as follows:

LUCIE COUNTY, FLORIDA.
LESS AND EXCEPT THE RIGHT OF WAY FOR STATE ROAD A-1-A, ALSO KNOWN AS
SOUTH OCEAN DRIVE, AS LAID OUT AND IN USE.
THE SUBJECT PARCEL CONTAINS APPROXIMATELY 2.63 ACRES (114,778.8 SQ./FT.)

2. The Development Review Committee reviewed the after-the-fact lot split application for
the subject property and found it to meet the technical requirements of the St. Lucie
County Land Development Code (LDC) and in compliance with the standards of review
set forth in Section 11.03.04(D) of the St. Lucie County LDC.
3. Planning staff provided an analysis of the parcel's eligibility for a one-time lot split
pursuant to Section 11.03.04. of the St. Lucie County LDC. That analysis can be found
in the memorandum dated May 8, 2025, entitled Brown Lot Split(LS-2411-000031).
NOW, THEREFORE, BE IT ORDERED by the Planning and Development Services Director of
St. Lucie County, Florida:
A. Pursuant to Section 11.03.04 of the St. Lucie County LDC, the Lot Split for Ryan Brown
as shown on the boundary survey for the North Lot and the South Lot (Exhibit A)
prepared by Meridian Land Surveyors, dated April 11, 2025, is hereby approved, subject
to the following conditions:
1. Within 90 days of Lot Split approval, the applicant and/or property owners shall record
or affirm, in public records, warranty deeds reflecting the approved land division.
2. No further division of the property is permitted unless a final record plat is submitted in
accordance with Section 11.03.04 of the Land Development Code.
3. The previously approved Wetland Waiver requires a Conservation Easement to be
signed and recorded within 45 days of th Lot Split approval being recorded. The Lot
Split and Wetland Waiver are predicated on a shared access design for both parcels
subject to this split.
B. St. Lucie County is not responsible for the maintenance, up-keep, or improvement of any
private drives, roads, streets, easements, or rights-of-way providing ingress and egress
or drainage service to the subject property.
C. A copy of this Order shall be attached to the boundary survey of the North Parcel and
the South Parcel, described in Part A, and shall be placed on file in the Planning and
Development Services Department.
D. This Order shall be recorded in the Public Records of St. Lucie County.
This ORDER is effective on the (g day of ilit , 2025.
