A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF ST.
LUCIE COUNTY, FLORIDA GRANTING MAJOR SITE PLAN APPROVAL FOR
450 N. ROCK ROAD ON APPROXIMATELY +/- 10.00 ACRES OF PROPERTY
LOCATED APPROXIMATELY 0.4 MILES NORTH OF THE INTERSECTION OF
ORANGE AVENUE AND ROCK ROAD IN ST. LUCIE COUNTY, FL.
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, based on the
testimony and evidence, including but not limited to the staff report, has made the following
determinations:
1. The Redland Company, represented by Kimley Horn & Associates, presented a petition
for a Major Site Plan known as 450 Rock Road to construct a 211-trailer truck parking
site on the subject property approximately 0.4 miles north of the intersection of Orange
Avenue and Rock Road in the IL (Industrial, Light) zoning district on approximately 9.94
acres of land as described in Part A.
2. On April 9, 2024, 450 Rock Road submitted a Major Site Plan application for
development.
3. On October 13, 2024, the Development Review Committee certified the Major Site Plan
application, with conditions, as consistent with the Land Development Code.
4. On May 6, 2025, this Board held a public meeting on the petition.
5. The St. Lucie County Development Review Committee has reviewed the Major Site
Plan, as depicted on Exhibit C, for the project and found it to meet all technical
requirements and to be consistent with the Future Land Use Map of the St. Lucie County
Comprehensive Plan, subject to the conditions set forth in Part B of this Resolution.
6. The proposed project is consistent with the general purpose, goals, objectives, and
standards of the St. Lucie County Land Development Code, the St. Lucie County
Comprehensive Plan and the Code of Ordinances of St. Lucie County.
7. The proposed project will not have an undue adverse effect on adjacent property, the
character of the neighborhood, traffic conditions, parking, utility facilities or other matters
affecting the public health, safety and general welfare.
8. All reasonable steps have been taken to minimize any adverse effect of the proposed
project on the immediate vicinity through building design, site design, landscaping and
screening.
9. The proposed project will be constructed, arranged, and operated so as not to interfere
with the development and use of neighboring property, in accordance with applicable
district regulations.

B. Pursuant to Section 11.02.04 of the St. Lucie County Land Development Code, the
proposed Major Site Plan project to be known as 450 N. Rock Road, as depicted in Exhibit
C, is hereby approved as shown on the Site Plan Drawings for the project prepared by
Kimley Horn and Associates dated April 23, 2025 and received by the St. Lucie County
Planning & Development Services Department on April 24, 2025 subject to the following
conditions:
Prior to certification of a Site Development Permit, the property owner, the developer, their
successors or assigns shall:
1. Prior to clearing or vegetation disturbance, a Vegetation Removal Permit or Exemption
shall be issued by the Environmental Resources Department.
2. No overnight sleeping in trucks or on-site lodging shall occur. There will be no on-site
truck idling between 11 PM —7 AM.
3. No on-site truck repair or maintenance outside of regular routine inspections shall occur.
4. The installation, shape, and size of all signs and their lettering shall comply with the
latest editions of the U.S. Department of transportation "manual on uniform traffic control
devices, ED. 2023" (MUTCD), and the F.D.O.T. "standard" specifications for road and
bridge construction, ed. 2024", and the F.D.O.T. "standard plans index, ed. 2024".
Where Conflicts exist between the plans and the above-mentioned specifications, the
more stringent criteria shall prevail. Additionally, a sign indicating rules and operational
guidelines to drivers shall be posted at the entry gate.
5. Within 90 days of Site Plan approval, convey 10 feet of right-of-way along Rock Road to
St. Lucie County in a form and manner acceptable to the County Attorney's Office.
6. Prior to certification of the Site Development Permit and Operations, design, permit and
complete lengthening of the existing westbound right turn lane, serving north bound
Rock Road from Orange Avenue to a minimum of 250 feet on Orange Avenue.
7. Prior to the issuance of a vegetation removal permit, a gopher tortoise survey shall be
conducted by a state certified gopher tortoise agent.
8. Prior to certification of the Site Development Permit and Operations, All Category I listed
invasive plants shall be eradicated from the site.
9. A Site Development Permit is required prior to performing site improvement activities.
10. A Road improvement Agreement and appropriate bond will be required for all permanent
improvements within the Right-of-way.

11. Prior to certification of the Site Development Permit and Operations, complete permitting
and paving to the section of Rock Road to a width of 24 feet, from the north end of the
property to the nearest paved section of N. Rock Road to the south.
12. The Site Development Permit shall include the design and location of a 6 ft. sidewalk
along the adjacent N Rock Road Right-Of-Way. The Board of County Commissioners
may authorize the applicant to pay a Fee-in-Lieu of construction of the sidewalk.
13. A schedule for the cleanliness and general site conditions including the frequency of
emptying of trash containers and cleaning restrooms shall be included with the Site
Permit application.
14. A traffic monitoring report shall be prepared and filed to the County at 6 months and 18
months after commencement of operations. Should the report findings represent a 10%
difference (increase) in trip generation from the facility, the applicant will be required to
submit a Major Adjustment to the Site Plan, including an updated traffic report, to update
the Certificate of Capacity.
15. Within 12 months of opening, optimization of the signalization shall be completed at the
Orange Avenue and Kings Highway Intersection.
C. The approvals and authorizations granted by this Resolution shall expire on 5.6.2027 (two
years from approval) unless a building permit is secured or a site plan extension is granted
in accordance with Section 11.02.06(B)(2), St. Lucie County Land Development Code.
D. The developer is advised as part of this Major Site Plan approval that the property owner(s),
developer, etc. including any successors in interest, shall obtain all applicable development
permits and construction authorizations from the appropriate State and Federal and local
regulatory agencies including, but not limited to, the United States Army Corps of
Engineers, the Florida Department of Environmental Protection, Florida Department of
Transportation, South Florida Water Management District, and the St. Lucie County
Environmental Resources, Public Works, and Building Departments prior to the
commencement of any development activities on the property described in Part A.
Issuance of this permit by the County does not in any way create any rights on the part of
the developer to obtain a permit from a state or federal agency and does not create any
liability on the part of the County for issuance of this permit if the developer fails to obtain
requisite approvals or fulfill the obligations imposed by a state or federal agency or
undertake actions that may result in a violation of state or federal law.
E. The conditions set forth in Part B are an integral non-severable part of the site plan approval
granted by this Resolution. If any condition set forth in Part B is determined to be invalid or
unenforceable for any reason and the developer declines to comply voluntarily with that
condition, the site plan approval granted by this resolution shall become null and void.
F. A Concurrency Certification, a copy of which is attached hereto as Exhibit B and made a
part hereof the Resolution, was signed by the Director of Planning & Development Services
on May 9, 2025.
G. A copy of this Resolution shall be provided to the owner of record as identified on the
application.
H. This Resolution shall become effective upon the date of recording.
I. A recorded copy of this Resolution shall be attached to the site plan drawings described in
Part B, which plan shall be placed on file with the St. Lucie County Planning & Development
Services Department Director,
