AN ORDER APPROVING A LOT SPLIT FOR A 4.54-ACRE PROPERTY
SITUATED ON THE EAST AND WEST SIDES OF SOUTH INDIAN
RIVER DRIVE, FOR SANDRA PARISI
WHEREAS, the St. Lucie County Planning and Development Services Director has reviewed the
application for a Lot Split updated by Betsy Lindsay, Professional Licensed Surveyor, on behalf
of Sandra Parisi, evaluated the comments and certification of the Development Review
Committee, and made the following determinations:
1. The Lot Split application has been approved for the property consisting of +/-4.54 acres,
which holds a zoning designation of RE-2 (Residential, Estate - 2), located on the east
and west sides of Indian River Drive, and legally described and approved as follows:
LEGAL DESCRIPTION —"SUBJECT PROPERTY"
A parcel of land in Section 9, Township 37 South, Range 41 East, St. Lucie County,
Florida, lying east of the easterly right of way line of the F.E.C. railway and west of the
waters of Indian river being more particularly described as follows:
Commence at a point on the intersection thereof with centerline of Old Depot Road
and the easterly right of way line of the F.E.C. railway; said point being the point of
curvature of a curve concave to the northeast having a central angle of 3°44'49" and a
radius of 2814.93 feet; thence northerly along the arc of said curve (being the easterly
right of way line of the F.E.C. railway) a distance of 184.07 feet to the end of said
curve; thence continue along said right of way line on a bearing north 25°52'00" west
a distance of 313.51 feet to the point of beginning; thence continue north 25°52'00"
west a distance of 104.50 feet; thence north 67°36'55" east a distance of 799 feet
more or less to the waters of Indian river; thence southerly along said waters to a
point; said point being on a bearing of north 67°15'12" east from the point of
beginning; thence south 67°15'12" west a distance of 805 feet more or less to the
point of beginning.
Less and except rights of way for public roads. containing 4,652 square feet or 0.11
acres, more or less.
Together with all riparian rights appertaining thereto. Containing 118,393 square feet
or 2.71 acres, more or less.
O.R.B. 2787, Page 2524 (d-2) in Sections 4 and 9, Township 37 South, Range 41
East, St. Lucie County, Florida:
Beginning at a concrete monument set at the intersection of the east right of way of
the Florida East Coast railroad and the south line of Shainfield property as described
in deed book 107, page 551, thence run southeasterly along railroad right-of-way 150
feet, thence northeasterly parallel to said Shainfield property line 773 feet to Indian
river, thence northwesterly on river 150 feet, thence southwesterly along said
Shainfield property line 765.6 feet to the Point of Beginning.

Less right of way for public roads. containing 3,002 square feet or 0.07 acres, more or
less.
Together with all riparian rights appertaining hereto.
Containing 79,701 square feet or 1.83 acres, more or less.
Said overall parcel without public right of way containing a total of 198,094 square
feet or 4.54 acres.

A parcel of land being a portion of Section 9, Township 37 South, Range 41 East, St.
Lucie County, Florida. said parcel of land being more particularly described as
follows:
Commencing at a 4 inch by 4 inch concrete monument with a brass disk stamped
"Holly and Webber inc pls 3336", northing: 1071728.95 and easting: 900619.86'
marking the southwest corner of the plat of Eden's refuge as recorded in plat book 23,
page 14 of the public records of St. Lucie county, Florida; thence south 25°59'43" east
along the easterly right of way line of the Florida east coast railway per deed book 16,
page 523, 1,309.91 feet to an intersection with the northerly line of that certain
property as recorded in official records book 609, page 59 and official records book
1069, page 360 of the public records of St. Lucie county, Florida; thence north
67°53'03" east along said northerly line, 533.74 feet to the point of beginning; thence
continue north 67°53'03" east along said line, 201.06 feet to an intersection with the
west right of way line of s. Indian river drive, a 30.00 foot wide public right of way per
official records book 160, page 533 of the public records of St. Lucie county, Florida;
thence north 67°50'03" east, 76.60 feet to an intersection with the mean high water
line of the Indian river; thence, meandering along said mean high water line for the
following eight (8) courses; (1) south 24°57'04" east, 0.90 feet; (2) south 25°30'15"

A parcel of land being a portion of Section 9, Township 37 South, Range 41 East, St.
Lucie County, Florida. said parcel of land being more particularly described as
follows:
Commencing at a 4 inch by 4 inch concrete monument with a brass disk stamped
"Holly and Webber inc pls 3336", northing: 1071728.95 and easting: 900619.86'

feet or 3.93 acres, more or less.

2. The Development Review Committee has reviewed the subject Lot Split application and
found it to meet the technical requirements of the St. Lucie County Land Development
Code and has satisfied the standards of review set forth in Section 11.03.04.(D.) of the
St. Lucie County Land Development Code.
3. Planning staff provided analysis of the parcel's eligibility for a one-time lot split pursuant
to Section 11.03.04 of the St. Lucie County Land Development Code. That analysis can
be found in the memorandum entitled Parisi Lot Split — LS LS-2312-000025, dated May
26, 2025.
NOW, THEREFORE, BE IT ORDERED by the Planning and Development Services Director of
St. Lucie County, Florida:
A. Pursuant to Section 11.03.04 of the St. Lucie County Land Development Code, the Lot
Split for Sandra Parisi is hereby approved by the Planning and Development Services
Director as shown on the boundary survey (Exhibit A) prepared by Betsy Lindsay,
Professional Licensed Surveyor, dated April 28, 2025, subject to the following conditions:
1. Within 90 days of Lot Split approval, the applicant and/or property owner(s) shall
record warranty deeds reflecting the approved land division.
2. No further division of the properties is permitted unless a final record plat is
submitted in accordance with Section 11.03.04 of the Land Development Code.
B. St. Lucie County is not responsible for the maintenance, up-keep, or improvement of any
private drives, roads, streets, easements, or rights-of-way providing ingress and egress
or drainage service to the subject property.
C. A copy of this Order shall be attached to the boundary survey described in Part A and
shall be placed on file in the Planning and Development Services Department.
D. This Order shall be recorded in the Public Records of St. Lucie County.
