AN ORDER GRANTING A USE DETERMINATION TO ALLOW
SHAMROCK MOTORS, LLC, TO OPERATE AN ONLINE
WHOLESALE AUTOMOTIVE DEALERSHIP WITH OFFICE
USE ONLY AT THE W EXECUTIVE SUITES CENTER
WITHIN THE CG (COMMERCIAL GENERAL) ZONING
DISTRICT FOR A PROPERTY LOCATED AT 10570 US
HIGHWAY 1 , SUITE 300, PORT ST. LUCIE, FLORIDA.
WHEREAS, the St. Lucie County Planning and Development Services Director has
reviewed the request to allow Shamrock Motors LLC to operate an online Wholesale
Automotive Dealership, "office use" only, at the W Executive Suites Center within the CG
(Commercial General) zoning district located in St. Lucie County, Florida, and made the
following determinations:
1. The owner, Akbar Khadamhir, on behalf of Shamrock Motors, has submitted a
request for a Use Determination to allow an online Wholesale Automotive
Dealership "office use" at the W Executive Suites Center and display space for the
vehicles being sold. The US Highway 1 corridor hosts a variety of commercial
uses. The +/- 1.92-acre site is located on US Highway 1, within the CG
(Commercial General) zoning district, and has a Future Land Use (FLU)
designation of COM (Commercial).
2. The request for Use Determination to allow a Wholesale Automobile Dealership as
permitted use in the CG, Commercial General Zoning District will create a place
for Shamrock Motors, LLC, to conduct online operations, receive mail, and provide
records storage. Shamrock Motors has employees in the State of Florida that
attend auctions to purchase vehicles to be sold online by the company.
3. The applicant is pursuing a license pursuant to Florida Administrative Code (FAC)
15C-7.003(5) which requires motor vehicle, mobile home, and recreational vehicle
dealers to maintain display space for the vehicles being sold, however the
applicant is not anticipated to activate or use display space.
4. On May 15, 2012, the Board of County Commissioners of St. Lucie County,
Florida, adopted Ordinance 12-003 granting the Planning and Development
Services Director the authority to make the determination after full analysis of all
potential impacts that a proposed use is in compliance with the provisions of the
Land Development Code and the St. Lucie County Comprehensive Plan. The
analysis was provided by staff in the memorandum titled "Shamrock Motors - Use
Determination (WDA-2506-000039)"dated June 11, 2025, and it is provided as a
reference with this order.

5. This determination to allow Shamrock Motors, LLC, to operate an online Wholesale
Automotive Dealership with "office use" only at the W Executive Suites Center as
a permitted use within the CG (Commercial General) zoning district is consistent
with the general purpose, goals, and objectives of the St. Lucie County
Comprehensive Plan and the Land Development Code.
6. The proposed determination will not have an undue adverse effect on adjacent
property, the character of the neighborhood, traffic conditions, parking, utility
facilities, or other matters affecting the public health, safety, and general welfare
within the CG (Commercial General) zoning district.
NOW, THEREFORE, BE IT ORDERED BY THE PLANNING AND DEVELOPMENT
SERVICES DIRECTOR OF ST. LUCIE COUNTY, FLORIDA:
Shamrock Motors, LLC, an online Wholesale Automotive Dealership (SIC Code 7389)
has been determined to be consistent with similar permitted uses in the CG (Commercial
General) zoning district, and, as such, is determined to be a permitted use in this zoning
district at a site located at 10570 S US Highway 1 , Suite 300, Port St. Lucie, FL, with the
following condition:
1. Prior to the issuance of a Zoning Compliance, the applicant shall verify that no
wholesale auto inventory will be transported to or maintained at the subject site —
unless a maximum of two (2) parking spaces and a support loading space are
demarcated for such business operations. If there are vehicles present, there will
be limits on vehicle deliveries, minimum screening provisions from residential units
to the east, and prohibition of damaged, wrecked, or salvage vehicles on-site.
PART A. SEVERABILITY
If this Order or any provision thereof shall be held to be inapplicable to any person, property.
or circumstances, such holding shall not affect its applicability to any other person, property
or circumstances.
PART B. APPLICABILITY OF ORDER
This Order shall only constitute approval of online wholesale automotive dealership with
office use only within the CG (Commercial General) zoning district for as site located at
10570 US Hwy. 1, Suite 300, Port St. Lucie, FL. The conditions set forth above are an
integral non-severable part of this approval granted by this Order. If any condition is
determined to be invalid or unenforceable for any reason and the applicant declines to
comply voluntarily with that condition, the approval granted by this Order shall become
null and void.
