AN ORDER APPROVING A LOT SPLIT FOR A PROPERTY
CONSISTING OF +/-43.554 ACRES LOCATED AT 18900 SCHUMANN
ROAD, IN UNINCORPORATED ST. LUCIE COUNTY, FLORIDA,
OWNED BY THE LIFE ESTATE OF GROVER AND SARAH CHARLES.
WHEREAS. the St. Lucie County Planning and Development Services Director has reviewed the
application for a Lot Split submitted by Norbert Schopp P.A.. on behalf of owner Life Estate of
Grover C. and Sarah K. Charles, evaluated the comments of the Development Review
Committee. and made the following determinations:
1. The Lot Split application proposed division (after-the-fact) of a +/-43.554-acre parent
tract. Parcel 2203-122-0001-000-1 shown in Exhibit A, which has an AG-5 (Agricultural —
5) zoning designation, and is legally described and to be divided as follows:

2. The Development Review Committee has reviewed the subject Lot Split application and
found it to meet the technical requirements of the St. Lucie County Land Development
Code and has satisfied the standards of review set forth in Section 11.03.04.(D.) of the
St. Lucie County Land Development Code.
3. The proposed "Small Parcel", Parcel 2203-132-0001-000-2, has been designed to meet
the AG-5's minimum 5.0 acre size subsequent to the planned right-of-way dedication for
Schumann Road.
4. Planning staff provided analysis of the parcel's eligibility for a one-time lot split pursuant
to Section 11.03.04 of the St. Lucie County Land Development Code. That analysis can
be found in the memorandum entitled 18900 Schumann Road Lot Split LS-2412-000032,
dated September 3, 2025.
NOW, THEREFORE, BE IT ORDERED by the Planning and Development Services Director of
St. Lucie County, Florida:
A. Pursuant to Section 11.03.04 of the St. Lucie County Land Development Code, the Lot
Split for the Life Estate of Grover C. and Sarah K. Charles is hereby approved by the
Planning and Development Services Director as shown on the boundary survey (Exhibit
B) prepared by Alexander J. Piazza PSM, Inc. with a revision date of March 10, 2025,
subject to the following conditions:
1. Within 30 days of Lot Split approval, the applicant and/or property owner(s) shall
record warranty deeds recorded in the St. Lucie County Public Records reflecting the
two newly created parcels, with legal descriptions in accordance with the revised
survey prepared by Alexander J. Piazza PSM, Inc., with a revision date of March 10,
2025.
2. No further division of the property is permitted unless a final record plat is submitted in
accordance with Section 11.03.04 of the Land Development Code.
3. Within 90 days of approval, the applicant, property owner, developer, successors, or
assigns, shall convey to St. Lucie County, in a manner or form acceptable to the
County Attorney, a strip of land 20 feet in width along Schumann Road.
B. St. Lucie County is not responsible for the maintenance, up-keep, or improvement of any
private drives, roads, streets, easements, or rights-of-way providing ingress and egress
or drainage service to the subject property.
C. A copy of this Order shall be attached to the boundary survey described in Part A and
shall be placed on file in the Planning and Development Services Department.
D. This Order shall be recorded in the Public Records of St. Lucie County.
