A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF ST.
LUCIE COUNTY FOR A MAJOR SITE PLAN TO DEVELOP A THREE (3)
STORY SELF-STORAGE BUILDING WITH OFFICE SPACE TOTALING
100,008 SQUARE FEET WITHIN THE WAWA MIDWAY & SELVITZ
PLANNED NON-RESIDENTIAL DEVELOPMENT (PNRD) FOR A
PROPERTY LOCATED IN ST. LUCIE COUNTY, FLORIDA.
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, based on the
testimony and evidence, including but not limited to findings in the staff report and traffic analysis
review, has made the following determinations:
1. West Midway Road, LLC has submitted a petition for a Major Site Plan to allow for the
development of a three (3)-story self-storage building with office space, totaling 100,008
square feet, to be known as Land America Self-Storage at Wawa. The site will include
thirteen (13) vehicular parking spaces, two (2) loading zones, and enhanced landscaping
within the existing Planned Non-Residential Development(PNRD)Zoning District known as
Wawa Midway & Selvitz. The property is located at the northwest corner of Midway Road
and Selvitz Road on Lot Two(2), as legally described in Paragraph "B" and depicted on the
attached map labeled Exhibit "A".
2. December 7, 2021, the Board of County Commissioners approved Resolution No. 2021-415
to amend the Official Zoning Atlas from the CN (Commercial, Neighborhood)Zoning District
to the PNRD (Planned Non-Residential Development) Zoning District and a
Preliminary/Final PNRD site plan to be known as Wawa at Midway Road and Selvitz Road
on the subject 6.00-acre site.
3. On November 23, 2022, the Planning & Development Services Director approved PDS
Order 2022-048 to construct a 5,280 sq. ft. Wawa convenience store.
4. On December 15, 2023, the Wawa Midway-Selvitz Plat was recorded in Plat Book 121,
Page 1.
5. On May 7, 2024, the Board of County Commissioners approved Resolution No. 2024-096
for a Major Adjustment to the Wawa Midway & Selvitz Planned Non-Residential
Development(PNRD)to include self-storage facilities as an eligible Conditional Use,with a
height allowance not to exceed 45 feet in height.
6. On September 2, 2025, the Board of County Commissioners held a duly noticed public
hearing and approved Resolution No. 2025-177 to grant a Conditional Use Permit for the
subject self-storage facility.

7. On September 2, 2025, this Board held a public meeting on this Major Site Plan petition.
8. All reasonable steps have been taken to minimize any adverse effect of the Major Site Plan
and associated Conditional Use on the immediate vicinity through site design and
landscaping screening.
9. The proposed Major Site Plan,with conditions therein,will not have an undue adverse effect
on adjacent property, the character of the neighborhood, traffic conditions, parking, utility
facilities, or other matters affecting the public health, safety and general welfare.
10. The proposed project will be constructed, arranged, and operated so as not to interfere with
the development and use of neighboring property, in accordance with applicable district
regulations.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of St. Lucie
County, Florida:
A. Pursuant to Section 11.07.00 of the St. Lucie County Land Development Code, the Major Site
Plan for the project to be known as Land America Self-Storage at Wawa, as shown on the
drawings for the project prepared by Haley Ward, Inc., dated April 15, 2024, revised on August
21, 2025, is hereby approved for the subject property described in Paragraph"B",subject to the
following conditions:
1. Prior to associated building permit issuance, the ground and wall signs shall require review
and approval by the Planning Division for compliance with the LDC Section 7.10.24.G Signs
and Lighting Standards.
2. Prior to commencement of development, including, but not limited to, clearing, filling,
excavation, grading, or planting of vegetation, as defined in LDC 2.00.00., the applicant
shall satisfy all tree mitigation requirements per the approved tree mitigation plan, which
consisted of planting four(4) sabal palms within the boundaries of the site and contributing a
fee-in-lieu for the 2,630" DBH of native canopy trees to the County to be used for the
purchase and maintenance of preserve land within the county, as detailed in LDC
6.00.05.D.
3. Prior to commencement of development, including, but not limited to clearing, filling,
excavation, grading, or planting of vegetation, as defined in LDC 2.00.00., a Vegetation
Removal Permit or Exemption shall be issued by the Environmental Resources Department
per LDC 6.00.03.
4. Prior to commencement of development, including, but not limited to clearing, filling,
excavation, grading, or planting of vegetation, as defined in LDC 2.00.00., a 100% gopher
tortoise survey conducted by a state certified gopher tortoise agent will be required per
Florida Fish and Wildlife Conservation Commission(FWC)protocol.These surveys are only
valid for 90 days.

5. Prior to issuance of a Certificate of Occupancy, all Category I listed invasive plants shall be
eradicated from the site.
6. A Site Development Permit is required prior to performing site improvement activities. In
accordance with the permit and Land Development Regulations, the applicant shall retain
the Engineer of Record for site inspections and final certification.
B. The property on which this Major Site Plan is being granted is described as follows:
LEGAL DESCRIPTION:
WAWA MIDWAY-SELVITZ PLAT, Part of Parcel 2, as recorded in Plat 121, Page 1.
CONTAINING 3.24 ACRES (SUBJECT AREA 2.44 ACRES), MORE OR LESS.
Location: Northwest corner of Midway Road and Selvitz Road.

C. This Major Site Plan shall expire within twenty-four (24) months of the effective date of this
order, except where affected by the associated Conditional Use Permit, unless a building permit
is issued for the approved development or an extension is granted in accordance with the
provisions of Section 11.02.06. of the St. Lucie County Land Development Code.
D. The developer is advised as part of this Major Site Plan approval that the property owner(s),
developer, etc. including any successors in interest, shall obtain all applicable development
permits and construction authorizations from the appropriate State and Federal and local
regulatory agencies including, but not limited to,the United States Army Corps of Engineers,the
Florida Department of Environmental Protection, Florida Department of Transportation, South
Florida Water Management District, and the St. Lucie County Environmental Resources, Public
Works, and Building Departments prior to the commencement of any development activities on
the property described in Paragraph "B". Issuance of this permit by the County does not in any
way create any rights on the part of the developer to obtain a permit from a state or federal
agency and does not create any liability on the part of the County for issuance of this permit if
the developer fails to obtain requisite approvals or fulfill the obligations imposed by a state or
federal agency or undertake actions that may result in a violation of state or federal law.
E. The conditions set forth in Paragraph "A" are an integral non severable part of the Major Site
Plan approval granted by this Resolution. If any condition set forth in Paragraph "A" is
determined to be invalid or unenforceable for any reason and the Petitioner declines to comply
voluntarily with the condition, the Major Site Plan approval granted by this resolution becomes
null and void.

F. A Certificate of Capacity, a copy of which is attached hereto as Exhibit "C" and made a part
hereof the Resolution, was granted by the Planning & Development Services Department
Director on September 9, 2025.
G. A copy of this Resolution shall be attached to the Site Plan drawings depicted in Exhibit"B"and
placed on file with the Planning and Development Services Department.
H. This Order shall become effective upon the date indicated below. An appeal from the Board of
County Commissioners' action may be processed within thirty (30) days in accordance with
Section 11.11.02.F, of the St. Lucie County Land Development Code.
I. This Resolution shall be recorded in the Public Records.
