A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF ST. LUCIE COUNTY, FLORIDA, AMENDING THE OFFICIAL
ZONING ATLAS FOR A ±43.59 ACRE PARCEL LOCATED AT 3032
NORTH 25TH STREET FROM THE CO (COMMERCIAL OFFICE) AND
IX (INDUSTRIAL EXTRACTION) ZONING DISTRICTS TO THE IL
(INDUSTRIAL, LIGHT) ZONING DISTRICT.
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, based on
the testimony and evidence, including but not limited to the staff report, has made the
following determinations:
1. The property owner, SOBE 34949 LLC, petitioned for an Amendment to the Official
Zoning Atlas to change the zoning from the CO (Commercial Office) and IX
(Industrial Extraction) Zoning Districts to the IL (Industrial. Light) Zoning District,
for the property located on the east side of N. 25th Street, approximately 1/5 mile
north of St. Lucie Boulevard, in unincorporated St. Lucie County. Florida, legally
described in Paragraph "A" and depicted on the attached map as Exhibit "A".
2. On August 21, 2025, the St. Lucie County Planning and Zoning Commission held
a public hearing on this petition after notice was published in the St. Lucie News
Tribune at least ten (10) days prior to the hearing, a sign was installed on the
property and notice was sent by mail all owners of property within five hundred
(500) feet of the subject property, and voted to forward a recommendation of
approval to the Board of County Commissioners for the petition to amend the
Official Zoning Atlas from the CO (Commercial Office) and IX (Industrial Extraction)
Zoning Districts to the IL (Industrial, Light) Zoning District.
3. On October 7, 2025, the Board of County Commissioners held a public hearing on
this petition after publishing notice in the St. Lucie News Tribune at least ten (10)
days prior to the hearing, installing a sign on the property and notifying by mail all
owners of property within five hundred (500) feet of the subject property, and voted
to approve the petition to amend the Official Zoning Atlas from the CO (Commercial
Office) and IX (Industrial Extraction) Zoning Districts to the IL (Industrial, Light)

4. The proposed change in zoning has satisfied the requirements of Section 11.06.03
of the St. Lucie County Land Development Code and is consistent with the goals,
objectives, and policies of the St. Lucie County Comprehensive Plan.
5. The proposed change in zoning is consistent with the existing and proposed use
of property in the surrounding area.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St.
Lucie County, Florida:
A. The property on which the Change in Zoning from the CO (Commercial Office) and
IX (Industrial Extraction) Zoning Districts to the IL (Industrial, Light) Zoning District
is being granted is described as follows:
LEGAL DESCRIPTION:
That part of Lots 8, 9, and 10, BEN HOGGS SUBDIVISION in Section 28, Township 34 South, Range 40
East, as recorded in Plat Book 1, Page 19, Public Records of St. Lucie County, Florida, lying West of the
Westerly boundary of FT. PIERCE HIGHLANDS UNIT ONE, according to the Plat thereof recorded in Plat
Book 10, Page 29, Public Records of St. Lucie County, Florida and all of Lots 11, 12, and 13 of said BEN
HOGGS SUBDIVISION, less and except an 80 foot strip deeded to St. Lucie County under Deed dated
August 5, 1966, recorded in Official Records Book 152 at Page 217, Public Records of St. Lucie County,
Florida.
Less and Except:
Being a portion of Lots 11 and 12 of BEN HOGGS SUBDIVISION, lying in Section 28,Township 34 South,
Range 40 East,as per plat thereof recorded in Plat Book 1, Page 19, St. Lucie County, Florida, being more
particularly described as follows;
Commence at the intersection of the Southwest corner of Lot 13 of said BEN HOGGS SUBDIVISION and
the East right-of-way line of North 25th Street(a variable width right-of-way); thence North 00'08'59" East,
along the West line of said Lot 13, a distance of 600.96 feet to the POINT OF BEGINNING of the following
described parcel;
Thence continue North 00'08'59" East, a distance of 254.83 feet; thence South 89'51'01" East, a distance
of 234.67 feet; thence South 00'08'59" West, a distance of 254.83 feet; thence North 89'51'01" West, a
distance of 234.67 feet to the POINT OF BEGINNING.
And subject to an easement for ingress and egress over the following described parcel of land:
Being an easement lying in Lot 12, Ben Hoggs Subdivision,lying in Section 28,Township 34 South, Range
40 East, as per plat thereof recorded in Plat Book I, Page 19, Public Records of St. Lucie County, Florida,
being more particularly described as follows:

the West line of said Lot 13, a distance of 543.18 feet to the Point of Beginning of the following described
parcel:

53.54 feet to the intersection with a non-tangent curve concave to the Northwest, having a radius of 12.28
feet, the chord of which bears North 48'16'22n East, 18.55 feet;thence Northeasterly along the arc of said
curve,a distance of 21.03 feet through a central angle of 98'06'49n thence North 00'07'01 n East,a distance
of 22.74 feet; thence South 89'51'01 m East, a distance of 26.97 feet; thence South 00'44'40m East, a
distance of 14.32 feet to the intersection with a non-tangent curve concave to the Northeast,having a radius

Containing 1,898,825 SF or 43.591 acres, more or less. The St. Lucie County Planning and Development
Services Director shall be authorized to amend the Official Zoning Map to change the zoning of the
properties herein described, from the RS-3 (Residential, Single-Family-3) Zoning District to the AR-1
(Agricultural, Residential-1)Zoning District and to make notation of the reference to the date of adoption of
this Resolution.

B. The St. Lucie Planning and Development Services Director shall be authorized to amend
the Official Zoning Map to change the zoning of the property herein described, from CO
(Commercial Office) and IX (Industrial Extraction) to IL (Industrial, Light) and to make a
notation of the reference to the date of adoption of this Resolution.
C. A Concurrency Deferral Affidavit, a copy which is attached to this Resolution as Exhibit
"B" was signed by the applicant on May 20, 2025.
D. A copy of this Resolution shall be mailed to the owner of record as identified on the
application.
E. This Resolution shall be recorded in the Public Records.
