AN ORDER GRANTING A STATUTORY EXTENSION PROVIDED BY
SECTION 252.363 FLORIDA STATUTES TO THE SCHEDULED
EXPIRATION DATE FOR THE APPROVED CONDITIONAL USE
PERMIT AND MINOR SITE PLAN AS KNOWN AS FEEDER ROAD
SELF-STORAGE, IN ST. LUCIE COUNTY, FLORIDA.
WHEREAS, the St. Lucie County Planning and Development Services Director has reviewed the
request for a development order extension timely submitted by Abraham Chabab, P.E., filed an
Executive Order Extension on behalf of 5010-5014 Feeder Road, LLC, and has made the
following determinations:
1. On February 6, 2024, the Board of County Commissioners approved Resolution No. 2024-
027 for a Conditional Use Permit to develop six(6) single-story self-storage buildings, with
office space, totaling 20,000 square feet, with a virtual manned keypad access gate
(entrance and exit-only gate), associated parking, on-site stormwater dry retention, and
landscaping on a 1.47-acre parcel, within the CN (Commercial, Neighborhood) Zoning
District. The site is located east on Turnpike Feeder Road, approximately 430 feet north
of Miramar Avenue at 5010 Turnpike Feeder Road, Fort Pierce, FL 34951.
2. On April 12, 2024, the Planning & Development Services Director approved PDS Order
2024-016 for a Minor Site Plan to be known as Feeder Road Self-Storage.
3. On September 23, 2022, Governor DeSantis issued Executive Order Number 22-218
declaring a state of emergency for certain counties in the State of Florida, including St.
Lucie County, for sixty (60) days due to the threat of Tropical Storm Nine/Hurricane Ian.
This emergency declaration was amended by Executive Order 22-219 on September 24,
2022, expanding the state of emergency to cover the entire State of Florida. The order
has been continually extended pursuant to Executive Orders 22-268, 23-21, 23-60, 23-
104, 23-139, 23-176, 23-214, 24-02, 24-36, 24-80, 24-137, 24-174, 24-235, 24-287, 25-
42, 25-81, and 25-125, which extended the State of Emergency(SOE)to August 11, 2025.
4. On October 5, 2024, Governor DeSantis issued Executive Order Number 24-214 declaring
a state of emergency for certain counties in the State of Florida, including St. Lucie County,
as a result of the threat of Hurricane Milton. This emergency declaration was effective on
October 5, 2024, and would have expired 60 days later, on December 4, 2024.
Subsequent executive orders have continued to extend Executive Order 24-214, including
Executive Order 25-119, which extended the State of Emergency to July 28, 2025.
5. On August 6, 2025, Abraham Chabab, P.E, on behalf of 5010-5014 Feeder Road, LLC,
filed a request to toll and extend the termination date for the project known as Feeder
Road Self-Storage pursuant to Executive Orders 22-218 (Hurricane Ian) and 24-214
(Hurricane Milton).

6. Senate Bill 250, approved by the Governor on June 28, 2023, and effective July 1, 2023,
amends Section 252.363(1)(a) Florida Statutes, increasing the extension of the expiration
dates for such permits or other authorizations to twenty-four (24) months per state of
emergency (plus the duration of the emergency declaration), but limiting the extended
period under overlapping states of emergency to forty-eight (48) months.
7. Section 252.363 Florida Statutes requires that a specific written notice be filed with the
issuing authority within ninety (90) days after the termination of the declaration of
emergency. The applicant applied for this extension on August 6, 2025, which is within the
time frame established by the Statute.
8. Planning Staff has performed an analysis of the project and determined that the extension
is consistent with the original St. Lucie County Development Order. Further analysis is
found in the memorandum titled Feeder Road Self-Storage Executive Order Extension
(EDO-2508-000063), November 13, 2025.
NOW, THEREFORE, BE IT ORDERED by the Planning and Development Services Director of
St. Lucie County, Florida:
A. Pursuant to Section 252.363 of the Florida Statutes State of Emergency Act, the
administrative approval project known as Feeder Road Self-Storage, has been found to
be eligible for a statutory extension. The approval granted under Resolution No. 2024-027
and PDS Order 2024-016 is extended from its last scheduled date of expiration, February
6, 2025, and now shall expire February 6, 2029, for the property described below in Part
B.
B. The property on which this Development Order Extension is being granted is described
as follows:

THEREOF, AS RECORDED IN PLAT BOOK 11, PAGES 30 THROUGH 37 OF THE PUBLIC
RECORDS OF ST. LUCIE COUNTY, FLORIDA.
Location: 5010 Turnpike Feeder Road, Fort Pierce, FL 34951.

C. This statutory extension approval shall expire on February 6, 2029, unless a building
permit is issued and active or an extension has been granted by Section 11.02.06, St.
Lucie County Land Development Code.
D. The conditions of approval as outlined in Resolution No. 2024-027 and PDS Order 2024-
016, are an integral non-severable part of the approval as granted by this administrative
extension. If any condition set forth within this Order are determined to be invalid or
unenforceable for any reason and the developer declines to comply voluntarily with that
condition, this development order extension approval granted by this Order shall become

null and void.
E. The Certificate of Capacity granted by the Planning and Development Services Director
shall remain valid for the period of this development order. If this order expires or
otherwise terminates, the Certificate of Capacity shall automatically terminate.
F. A copy of this statutory extension shall be placed on file with the St. Lucie County Planning
and Development Services Department.
