A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF ST. LUCIE
COUNTY DENYING AN AMENDMENT TO THE OFFICIAL ZONING ATLAS FROM
THE AR-1 (AGRICULTURAL, RESIDENTIAL-1) ZONING DISTRICT TO THE RS-2
(RESIDENTIAL, SINGLE-FAMILY-2) ON +/-5.73 ACRES ON S. 25th STREET IN ST.
LUCIE COUNTY, FLORIDA.
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, based upon
acceptable evidence, including but not limited to the staff report, has made the following
determinations:
ZONING ATLAS AMENDMENT
1) KMA Engineering & Surveying, LLC, on behalf of the property owners, Artem V.
Anisimov and Anna Urievna Shakhova, Inc., presented a petition to amend the
Official Zoning Atlas from the AR-1 (Agricultural, Residential-1) Zoning District to the
RS-2 (Residential, Single-Family-2) Zoning District, for certain property in St. Lucie
County, Florida, located on S. 25th Street as depicted on the attached map as Exhibit
A and described in Part A below.
2) The St. Lucie County Development Review Committee reviewed the petition to re-
zone the property and found it to meet the technical requirements and to be
consistent with the St. Lucie County Comprehensive Plan.
3) On February 20, 2025, following installation of signs on the property, mailing of
notice to all owners of real property within 500 feet of the subject site, and publication
of an advertisement in the St. Lucie News Tribune at least 10 days prior to the
hearing, the St. Lucie County Planning and Zoning Commission, held a public
hearing at which all interested persons were given an opportunity to be heard, and
voted 5-1 to recommend that the Board of County Commissioners approve the
requested rezoning.
4) On October 21, 2025, following installation of signs on the property, mailing of notice
to the owners of real property within 500 feet of the subject site, and publication of an
advertisement in the St. Lucie News Tribune at least 10 days prior to the hearing, the
Board of County Commissioners held a public hearing on this petition, at which all
interested persons were given an opportunity to be heard, and determined to deny
the request for the property described in Part A.
5) The proposed zoning change was found to not be consistent with the St. Lucie
County Comprehensive Plan and has not satisfied the requirements of Section
11.06.03. of the St. Lucie County Land Development Code.

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie
County, Florida:
ZONING ATLAS AMENDMENT
A. The property on which the Zoning Atlas Amendment, or change in zoning, from the
AR-1 (Agricultural, Residential-1) to RS-2 (Residential, Single-Family-2) is denied is
described as follows:
LEGAL DESCRIPTION
THE NORTH 388 FEET OF THE SOUTH 634.6 FEET OF THE
SE 1/4 OF THE SE 1/4, LYING EAST OF CANAL RIGHT OF
WAY OF SECTION 5, TOWNSHIP 36 SOUTH, RANGE 40 EAST,
ST. LUCIE COUNTY, FLORIDA.
LESS AND EXCEPT THOSE LANDS DESCRIBED IN OFFICAL
RECORDS BOOK 4161, PAGE 173, ST. LUCIE COUNTY PUBLIC
RECORDS.
The property contains 5.7 acres, more or less.

B. The St. Lucie County Planning and Development Services Director shall make notation
of the date of adoption of this Resolution for documentation purposes.
C. A copy of this Resolution shall be provided to the owner of record as identified on the
application.
D. This Resolution shall be recorded in the Public Records.
E. ADOPTION
