LUCIE COUNTY AMENDING THE OFFICIAL ZONING ATLAS FOR +/-20 ACRES FROM THE AGRICULTURAL, RESIDENTIAL-1 (AR-1) ZONING DISTRICT TO THE RESIDENTIAL, MULTIPLE-FAMILY-5 (RM-5) ZONING DISTRICT FOR 6465 ANGLE ROAD IN ST. LUCIE COUNTY, FLORIDA. WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, based upon acceptable evidence, including but not limited to the staff report, has made the following determinations: ZONING ATLAS AMENDMENT 1) Cotleur & Hearing, on behalf of the property owner, JFS Embreeville Associates, LLC, Davington, PA, and the applicant, 6465 Angle Road, LLC, Stuart, FL, presented a petition for an Amendment to the Official Zoning Atlas from the Agricultural, Residential-1 (AR-1) Zoning District to the Residential, Multiple-Family-5 (RM-5) Zoning District, for certain property in St. Lucie County, Florida, located at 6465 Angle Road, Fort Pierce, FL illustrated on the attached map as Exhibit A and described in Part A below. 2) The St. Lucie County Development Review Committee reviewed the petition to rezone the property and found it to meet the technical requirements and to be consistent with the St. Lucie County Comprehensive Plan. 8 w cc 3) On September 25, 2025, following installation of a sign on the property, mailing of g notice to all owners of real property within 500 feet of the subject site, and publication X of an advertisement in the St. Lucie News Tribune at least 10 days prior to the $ o hearing, the St. Lucie County Planning and Zoning Commission opened the public it hearing at which all interested persons were given an opportunity to be heard and al N W the request of the Applicant continued the public hearing until October 16, 2025. Z a o ZUrn 4) On October 16, 2025, the St. Lucie County Planning and Zoning Commission held a J O duly noticed public hearing at which all interested persons were given an opportunity WJ„N o 6 0 to be heard. a 5) The Planning and Zoning Commission voted to recommend that the Board of County Commissioners approve the request for the property described in Part A. 6) On November 4, 2025, following installation of two signs on the property, mailing of notice to all owners of real property within 500 feet of the subject site, and publication of an advertisement in the St. Lucie News Tribune at least 10 days prior to the Resolution No. 2025-218 Page 1 File No.: RZ-2507-000045 hearing, the Board of County Commissioners opened the public hearing on this petition, at which all interested persons were given an opportunity to be heard, and at the request of the Applicant continued the public hearing until December 9, 2025. 7) On December 9, 2025, the Board of County Commissioners held a duly noticed public hearing, at which all interested persons were given an opportunity to be heard, and voted to approve the requested rezoning. 8) The proposed zoning change is consistent with the St. Lucie County Comprehensive Plan and has satisfied the requirements of Section 11.06.03. of the St. Lucie County Land Development Code. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie County, Florida: A. The property on which the Zoning Atlas Amendment, or change in zoning, from the Agricultural, Residential-1 (AR-1) Zoning District to the Residential, Multiple-Family-5 (RM-5) Zoning District is being granted is described as follows: Legal Description: WEST HALF OF THE NORTHWEST QUARTER OF THE NORTHEAST QUARTER OF SECTION 1, TOWNSHIP 35 SOUTH, RANGE 39 EAST, ST. LUCIE COUNTY, FLORIDA, LESS AND EXCEPT RIGHTS OF WAY FOR PUBLIC ROADS AND DRAINAGE. The parcel contains 19.75 ACRES, MORE OR LESS. Parcel ID Number: 2301-122-0001-000-2 B. The St. Lucie County Planning and Development Services Director shall be authorized to amend the Official Zoning Map to change the zoning of the property herein described, from Agricultural, Residential-1 (AR-1) to Residential, Multiple-Family-5 (RM-5) and to make notation of the reference to the date of adoption of this Resolution. C. A Concurrency Deferral Affidavit, a copy of which is attached hereto as Exhibit B and made a part hereof the Resolution, was signed by the applicant on July 10, 2025. D. A copy of this Resolution shall be provided to the owner of record as identified on the application. E. This Resolution shall be recorded in the Public Records.
