AN ORDER GRANTING APPROVAL FOR A MINOR ADJUSTMENT (#2) TO A
MINOR SITE PLAN KNOWN AS ORANGE 95 COMMERCE CENTER AKA
TAMBONE — PHASE 1 ON APPROXIMATELY 26.76 ACRES OF PROPERTY
LOCATED AT 255 JENKINS ROAD IN ST. LUCIE COUNTY, FL.
WHEREAS, the St. Lucie County Planning and Development Services Director has reviewed
the application for a Minor Adjustment to a Minor Site Plan submitted by EDC Inc., on behalf
of Richard & Lori Tambone of the Tambone Companies, LLC, and the comments made by the
St. Lucie County Development Review Committee on this application and has made the
following determinations:
1. Richard & Lori Tambone, represented by Brad Currie, AICP of Haley Ward applied for a
Minor Adjustment to a Minor Site Plan to refine the East Parcel facility design, adjusting
the approved 293,948 sq. ft. distribution complex to 291,948 sq. ft, through a reduction in
Building B's (East Parcel) complete build-out from 125,000 sq. ft. to 122,692 sq. ft. with
an increase in the integrated office space for the East Parcel from 10,000 sq. ft. to
18,404 sq. ft. in the IL (Industrial, Light) zoning district on approximately 10.70 acres of
the collective 26.76 acre site as described in Part A.
2. On October 17, 2023, the Planning & Development Services Director approved PDS
Order 2023-077, to refine the approved 363,567 sq. ft. distribution complex to 293,948
sq. ft. encompassing two (2) buildings and associated site improvements. The
Adjustment also provides for an additional access point on Loop Road and the capacity
to divide the site into two (2) lots, with a building on each, located in the IL (Industrial,
Light) zoning district on approximately 26.76 acres of land as described in Part A.
3. On January 9, 2023, the Planning & Development Services Director approved PDS
Order 2023-001, authoring the Minor Site Plan known as Orange 95 Commerce Center
Parcel 8 (AKA Tambone - Phase 1) to develop a 363,567 sq. ft. distribution complex,
encompassing two (2) buildings and associated site improvements on land as described
in Part A.
4. On June 5, 2018, the Board of County Commissioners approved Resolution 18-012
granting the rezoning of the subject property from the AG-1, Agricultural-1 Zoning District
to the IL, Industrial Light Zoning District.
5. The St. Lucie County Development Review Committee has reviewed the Minor
Adjustment to the Minor Site Plan, as depicted on Exhibit C, for the project and found it
to meet all technical requirements, subject to the conditions set forth in Part B of this
Order.
6. The proposed project is consistent with the general purpose, goals, objectives, and
standards of the St. Lucie County Land Development Code, the St. Lucie County
Comprehensive Plan and the Code of Ordinances of St. Lucie County.

7. The proposed project will not have an undue adverse effect on adjacent property, the
character of the neighborhood, traffic conditions, parking, utility facilities or other matters
affecting the public health, safety and general welfare.
8. All reasonable steps have been taken to minimize any adverse effect of the proposed
project on the immediate vicinity through building design, site design, landscaping and
screening.
9. The proposed project will be constructed, arranged, and operated so as not to interfere
with the development and use of neighboring property, in accordance with applicable
district regulations.
NOW, THEREFORE, BE IT ORDERED by the Planning and Development Services Director of
St. Lucie County, Florida:
A. The property on which the Minor Site Plan Adjustment is being granted is described as
follows:
LEGAL DESCRIPTION
EAST PARCEL, a 10.4 acre subset of the 095CC PHASE 1 (PB 123-29) PLAT
CONTAINING 26.76 ACRES, MORE OR LESS.
PARCEL IDENTIFICATION NUMBER: 2312-502-0001-000-2
B. Pursuant to Section 11.02.04 of the St. Lucie County Land Development Code, the
proposed Minor Adjustment to the Minor Site Plan project known as Orange 95 Commerce
Center AKA Tambone — Phase 1, as depicted in Exhibit C, is hereby approved as shown on
the site plan drawings for the project prepared by Engineering Design & Construction, Inc.,
dated December 11, 2025, and date stamped received by the St. Lucie County Planning &
Development Services Department on December 18, 2025, subject to the following
conditions:
Environmental Resources Department
1) Prior to commencement of development, including but not limited to; clearing, filling,
excavation, grading, or planting of vegetation, as defined in LDC 2.00.00, a 100
percent survey per Florida Fish and Wildlife Conservation Commission (FWCC)
protocol for gopher tortoises shall be provided. If any construction activities are
proposed within 25 ft. of any gopher tortoise burrows, a relocation permit shall also
be provided in accordance with FWCC requirements.
2) Prior to issuance of a Certificate of Occupancy, all Category I listed invasive plants
shall be eradicated from the site.
Property Acquisitions
3) Within 120 days of Site Plan approval or prior to issuance of a Certificate of Occupancy,
the applicant, property owner, developer, successors, or assigns, shall convey to St.
Lucie County, in a manner or form acceptable to the County Attorney, a right-of-way

dedication at the southeast corner of the property, at the intersection of Loop Road and
Jenkins Road.

4) Prior to issuance of a Site Development Permit, the proposed Fee-in-Lieu of
sidewalk is required to be approved and paid. If the Fee-in-Lieu of sidewalk is not
approved by the Board of County Commissioners, sidewalks complying with County
requirements will be required to be installed prior to the issuance of a Certificate of
Occupancy.
5) A Site Development Permit is required prior to work onsite.
C. The approvals and authorizations granted by this Order shall expire twenty-four (24) months
after approval, unless a building or site development permit is secured, or a site plan
extension is granted in accordance with Section 11.02.06(B)(1), St. Lucie County Land
Development Code.
D. The developer is advised as part of this Minor Site Plan Adjustment approval that the
property owner(s), developer, etc. including any successors in interest, shall obtain all
applicable development permits and construction authorizations from the appropriate State
and Federal and local regulatory agencies including, but not limited to, the United States
Army Corps of Engineers, the Florida Department of Environmental Protection, Florida
Department of Transportation, South Florida Water Management District, and the St. Lucie
County Environmental Resources, Public Works, and Building Departments prior to the
commencement of any development activities on the property described in Part A.
Issuance of this permit by the County does not in any way create any rights on the part of
the developer to obtain a permit from a state or federal agency and does not create any
liability on the part of the County for issuance of this permit if the developer fails to obtain
requisite approvals or fulfill the obligations imposed by a state or federal agency or
undertake actions that may result in a violation of state or federal law.
E. The conditions set forth in Part B are an integral non-severable part of the site plan
adjustment granted by this Order. If any condition set forth in Part B is determined to be
invalid or unenforceable for any reason and the developer declines to comply voluntarily
with that condition, the site plan approval granted by this Order shall become null and void.
F. A revised Certificate of Capacity, a copy of which is attached hereto as Exhibit B and made
a part hereof the Order, was granted by the Planning & Development Services Department
Director on January 20, 2026.
G. This Order shall become effective upon the date of approval indicated below. Should the
property owner, developer or authorized agent wish to appeal any condition described in
Part "A" above, all such appeals must be filed in writing with the County Administrator within
thirty (30) days of the rendering of this Order, as described in Section 11.02.04(B), St. Lucie
County Land Development Code. Should an appeal to this Order be filed, no permitting
reviews or further administrative action shall take place on the processing of this
development project until the appeal is resolved.

H. A recorded copy of this Order shall be attached to the site plan drawings described in Part
B, which plan shall be placed on file with the St. Lucie County Planning & Development
Services Department Director.
I. This Order shall be recorded in the Public Records of St. Lucie County.
This ORDER effective the Z 11. -day of January, 2026.
