AN ORDER OF THE PLANNING & DEVELOPMENT SERVICES DIRECTOR OF
ST. LUCIE COUNTY GRANTING APPROVAL FOR A MINOR SITE PLAN TO
BE KNOWN AS ST320, LLC WAREHOUSE, WITHIN THE INDUSTRIAL, LIGHT
ZONING DISTRICT, ON+/-5.00 ACRES OF PROPERTY LOCATED WITHIN ST.
LUCIE COUNTY, FLORIDA
WHEREAS, the St. Lucie County Planning and Development Services Director has reviewed
the application for a Minor Site Plan to be known as ST320, LLC Warehouse submitted by Haley
Ward, Inc., on behalf of the property owner, ST320, LLC, evaluated the comments of the St.
Lucie County Development Review Committee on the application, and has made the following
determinations:
1. Brad Currie, AICP, of Haley Ward, Inc., on behalf of the applicant, is requesting Minor
Site Plan approval for a two (2) phased 66,500 sq. ft. warehouse/office facility. The +/-
5.00-acre site is located on the southeast corner of Angle and Metzger Rds.,
approximately a 0.10-mile North of Avenue D. Phase 1 includes a 40,000 sq. ft.
warehouse building with three (3) bay doors and 625 sq. ft. of office space, parking,
loading, stormwater, landscape, and 28,094 sq. ft. of open storage area on the eastern
portion of the site. Phase 2 includes a 25,875 sq. ft. warehouse expansion, two-way
access to Metzger Road, additional parking spaces, and loading area.
2. The proposed Minor Site Plan is not in conflict with the goals, objectives, and policies of
the St. Lucie County Comprehensive Plan and has satisfied the requirements of Section
11.02.03. of the St. Lucie County Land Development Code.
3. The proposed Minor Site Plan is not anticipated to have undue adverse effect on adjacent
property,the character of the neighborhood, traffic conditions, parking, utility facilities, or
other matters affecting the public health, safety, and general welfare.
4. The St. Lucie County Development Review Committee(DRC) reviewed the Minor Site Plan
and found it to meet all technical requirements and to be consistent with the Future Land
Use Map of the St. Lucie County Comprehensive Plan, subject to the conditions set forth
in Part A of this Order.
5. All reasonable steps have been taken to minimize any adverse effect of the proposed
project on the immediate vicinity through building design, site design, landscaping, and
screening.
6. The proposed project will be constructed, arranged, and operated so as not to interfere
with the development and use of neighboring property, in accordance with applicable
district regulations.
NOW, THEREFORE, BE IT ORDERED by the Director of Planning & Development Services
of St. Lucie County, Florida:
A Pursuant to Section 11.02.03.D. of the St. Lucie County Land Development Code, the

proposed Minor Site Plan, as depicted on Exhibit B and shown on the site drawings for the
project prepared by Haley Ward, Inc., dated December 4, 2025, and date stamped received
by the St. Lucie County Planning & Development Services Department on December 16,
2025, for the property described in Part B below, is hereby approved, subject to the
following conditions:
1. Within 90 days of Site Plan approval, the applicant, property owner, developer,
successors, or assigns, shall convey to St. Lucie County, in a manner or form acceptable
to the County Attorney, 10' along Angle Road and a 35' Corner Clip at the intersection
of Angle Road and Metzger Road, as determined by the Public Works Department..
2. Prior to commencement of development, including, but not limited to clearing, filling,
excavation, grading, or planting of vegetation, as defined in LDC 2.00.00., remaining
tree mitigation shall be paid via a fee-in-lieu to the St. Lucie County Tree Mitigation Fund.
3. A Site Development Permit is required prior to performing site improvement activities. In
accordance with the permit and Land Development Regulations, the applicant shall
retain the FOR for site inspections and final certification.
4. Prior to issuance of a Certificate of Occupancy, all Category I listed invasive plants shall
be eradicated from the site.
5. A 5 foot sidewalk is required along Metzger Road. If a fee-in-lieu of construction is not
approved by the Board of County Commissioners, construction plans for the sidewalk
will be required at time of Site Development Permitting.
6. Prior to commencement of development, including, but not limited to clearing, filling,
excavation, grading, or planting of vegetation, as defined in LDC 2.00.00., a final revised
tree mitigation plan verifying how remaining mitigation will be satisfied shall be provided
in accordance with LDC 6.00.05.D.
7. Prior to commencement of development, including, but not limited to clearing, filling,
excavation, grading, or planting of vegetation, as defined in LDC 2.00.00., a wall waiver
shall be provided and approved by ERD allowing a portion of fencing along the northern
perimeter to be deferred until stormwater easement improvements are completed. While
improvements are completed, a forty-eight (48) in. hedge shall be installed in place of the
fencing.
8. Prior to commencement of development, including, but not limited to clearing, filling,
excavation, grading, or planting of vegetation, as defined in LDC 2.00.00., a Vegetation
Removal Permit or Exemption shall be issued by the Environmental Resources
Department per LDC 6.00.03.
9. Prior to commencement of development, including, but not limited to clearing, filling,
excavation, grading, or planting of vegetation, as defined in LDC 2.00.00., a 100% gopher
tortoise survey conducted by a state certified gopher tortoise agent will be required per

Florida Fish and Wildlife Conservation Commission (FWC) protocol, as these surveys are
only valid for 90 days.
10. The Open Storage Area, if unpaved, shall not be utilized to park, stage or store motorized
vehicles such as tractor trailers, RVs, or similar.
B. The property on which this Minor Site Plan is being granted is described as follows:
Legal Description: A PORTION OF LAND LYING THE NORTH HALF OF THE
NORTHWEST QUARTER OF SECTION 8, TOWNSHIP 35 SOUTH. RANGE 40 EAST
BEING MORE PARTICULARLY DESCRIBED AS FOLLOWS:
COMMENCING AT THE END OF SURVEY BASE LINE STATION 135+71.38 FOR S.R.
NO. 607A (ANGLE ROAD) AT THE NORTH LINE OF SAID SECTION 8, SOUTH
89°57'03" EAST TO THE EAST RIGHT-OF-WAY OF SAID S.R. NO. 607A FOR 68.44
FEET; THENCE ALONG SAID EAST RIGHT-OF-WAY SOUTH 43°01'09" WEST TO
THE SOUTH RIGHT-OF-WAY LINE OF AVENUE E FOR 47.91 FEET, ALSO BEING
THE POINT OF BEGINNING; THENCE FROM THE POINT OF BEGINNING PARALLEL
WITH THE NORTH LINE OF SAID SECTION 8, SOUTH 89°57'03" EAST FOR 897.0
FEET; THENCE PERPENDICULAR TO SAID SECTION LINE SOUTH 00°22'17"WEST

C. The approvals and authorizations granted by this Order shall expire twenty-four (24)
months from the effective date of this approval, unless a building permit is issued, or a site
plan extension is granted in accordance with Section 11.02.06 of the St. Lucie County
Land Development Code.
D. The developer, including any successors in interest, is advised as part of this approval
that the property owner(s), developer, etc. including any successors in interest, shall
obtain all applicable development permits and construction authorizations from the
appropriate State and Federal and local regulatory agencies including, but not limited to,
the United States Army Corps of Engineers, the Florida Department of Environmental
Protection, Florida Department of Transportation, South Florida Water Management
District, and the St. Lucie County Environmental Resources, Public Works. and Building
Departments prior to the commencement of any development activities on the property
described in Part B. Issuance of this permit by the County does not in any way create any
rights on the part of the developer to obtain a permit from a state or federal agency and
does not create any liability on the part of the County for issuance of this permit if the
developer fails to obtain requisite approvals or fulfill the obligations imposed by a state or
federal agency or undertake actions that may result in a violation of state or federal law.

E. The conditions set forth in Part A are an integral non-severable part of the approval
granted by this order. If any condition set forth in Part A is determined to be invalid or
unenforceable for any reason and the developer declines to comply voluntarily with that
condition, the site plan approval granted by this order shall become null and void.
F. A Certificate of Capacity issued and assigned by the Planning and Development Services
Director, copied herein as Exhibit C, shall be valid for the term of this order.
G. This Order shall become effective upon the date of recording. Should the property owner,
developer, or authorized agent or other party with standing wish to appeal the Order or
any condition described in Part A above, all such appeals must be filed in accordance with
LDC Section 11.11.00. Should an appeal to this Order be filed, no permitting reviews or
further administrative action shall take place on the processing of this development project
until the appeal is resolved.
H. A copy of this Order shall be attached to the site plan drawings described in Part A, which
shall be placed on file with the St. Lucie County Planning & Development Services
Department Director.
This Order shall be recorded in the Public Records of St. Lucie County.
The ORDER is effective the `7 day of f��1 2026.
