LUCIE COUNTY APPROVING CERTAIN INCENTIVES ON BEHALF OF PROJECT ORCHID. WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has made the following determinations: 1. Project Orchid is an international company currently located in South America and headquartered in Miami. It is a leading manufacturer of architectural glass, windows, and aluminum systems, serving high-end residential and commercial construction markets. Known for its advanced manufacturing capabilities and vertically integrated operations, the company supplies customized, energy-efficient solutions across the United States, Latin America, and the Caribbean. 2. Project Orchid is entering St. Lucie County to establish a long-term manufacturing operation that delivers high-quality architectural glass products, creates skilled employment opportunities, supports workforce development, and contributes to sustainable economic growth within the county. 3. Project Orchid has identified vacant land for potential construction of a manufacturing facility in St. Lucie County. 4. The project will include approximately 1.3 million square feet of new manufacturing space, with an estimated capital investment of$170 million in real property and improvements and $140 million in tangible personal property by December 31, 2028; and 5. Project Orchid will create One Thousand and Five (1,005) new full-time equivalent jobs (FTEs) paying an average hourly rate of$28.48, which is 116% of St. Lucie County's average annual wage, and a generous benefits package for its employees. The employment schedule consists of 100 new FTEs in Year 1, 200 new FTEs in Year 2, 200 new FTEs in Year 3, 250 FTEs in Year 4, and 255 FTEs in Year 5. 6. St. Lucie County is offering an incentive package to Project Orchid for the benefit of the residents of St. Lucie County, for continued capital investment and the creation of new full- time and/or full-time equivalent jobs. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie County, Florida, that in consideration of the benefits gained by the residents of St. Lucie County through the internal expansion of Project Orchid the following incentives are offered: A. St. Lucie County Job Growth Incentive Grant(JGIG)-The Board authorizes County staff to prepare a JGIG agreement in connection with the Project Orchid for the 1 creation of 1,005 new FTEs pursuant to the Job Growth Investment Grant guidelines. B. St. Lucie County Ad-Valorem Tax Exemption on New Real Property and Tangible Personal Property: The Board authorizes County staff to assist in the application for a 10-year ad valorem tax exemption as described in the County's Economic Development Ad Valorem Tax Exemptions program for consideration by the Board in accordance with Section 42-46, St. Lucie County Code. C. St. Lucie County Road Impact Fee Mitigation (IFM): The Board authorizes County staff to prepare an Impact Fee Mitigation Agreement with Project Orchid for the creation of 1,005 new FTEs pursuant to St. Lucie County's Impact Fee Mitigation Program guidelines. D.
