LUCIE COUNTY GRANTING APPROVAL OF A MINOR ADJUSTMENT TO THE PINEAPPLE GROVE PUD MAJOR SITE PLAN, LOCATED SOUTH OF ANGLE ROAD AND EAST AND WEST OF ROCK ROAD IN UNINCORPORATED ST. LUCIE COUNTY, FLORIDA. WHEREAS, the St. Lucie County Planning and Development Services Director, evaluated the comments of the St. Lucie County Development Review Committee on the application including but not limited to the staff report, and has made the following determinations: 1) Haley Ward, Inc. on behalf of HDP Pineapple Grove LLC presented a petition to adjust the Final (Major) Planned Unit Development (PUD) Site Plan known as the Pineapple Grove PUD, encompassing a 404 unit single-family project on +/-202.2-acres, within the PUD Zoning District, located south of Angle Road and both sides of Rock Road, as depicted on the attached map as Exhibit "A" and described in Part "A" below. 2) The petitioned Minor Adjustment provides for a variety to site plan modifications including a shift the internal circulation drive on the west side of the project westward by 49 feet, refinement to the northern driveways to single ingress lanes, maintaining an egress lane, reconfigures the northwestern stormwater pond, adds littoral plantings around select stormwater ponds and shift plantings, relocates select upland buffer trees to the lake trail, removes the fire access on the west side of the development as it is not required by the St. Lucie Fire District, to Angle Road, provides detailed recreational features at the eastern Amenity Center including as pickleball, sidewalk links, a dog park, etc.; and provides for a chain link fence along the northern property lines and entrance approach. 3) On January 9, 2024, the Board of County Commissioners approved Resolution No. 2024-8, the Pineapple Grove PUD (FKA Drawdy-Angle Road Residential PD) and Preliminary Site Plan. 4) On October 15, 2024, the Board of County Commissioners approved Resolution No. 2024-207, granting the Final (Major) Site Plan for the Pineapple Grove PUD. Pursuant to Sections 11.02.05. B. and 11.02.04 C. of the St. Lucie County Land Development Code, the Adjusted Final (Major) Site Plan for the project known as the Pineapple Grove PUD is hereby approved, for the subject property described in Part "A" above, as shown on the site plan drawings for the project, prepared by Haley Ward, Inc. on February 9, 2026, and the landscape plan, also prepared by Haley Ward on January 28, 2026, as attached and incorporated herein respectively as Exhibits B and C, and subject to the conditions as contained in Resolution No. 2024-207. C. The Adjusted Final (Major) PUD Site Plan granted by this Order shall expire on March 5, 2028, unless a Building Permit is obtained, or an extension is granted in accordance with Section 11.02.06(B)(3) of the Land Development Code. D. The developer is advised as part of this approval that the property owner(s), developer, etc., including any successors in interest, shall obtain all applicable development permits and construction authorizations from the appropriate State and Federal and local regulatory agencies including, but not limited to, the United States Army Corps of Engineers, the Florida Department of Environmental Protection, Florida Department of Transportation, South Florida Water Management District, and the St. Lucie County Environmental Resources, Public Works, and Building Departments prior to the commencement of any development activities on the property described in Part "A". Issuance of this authorization or permit by the County does not in any way create any rights on the part of the developer to obtain a permit from a State or Federal agency and does not create any liability on the part of the County for issuance of this permit if the developer fails to obtain requisite approvals or fulfill the obligations imposed by a State or Federal agency or undertake actions that may result in a violation of State or Federal law. E. This Order shall become effective upon the date of approval indicated below. Should the property owner, developer or authorized agent wish to appeal any condition described in Part "A" above, all such appeals must be filled in writing with the County Administrator within thirty (30) days of the rendering of this Order, as described in Section 11.02.05(D), St. Lucie County Land Development Code. Should an appeal to this Order be filed, no permitting reviews or further administrative action shall take place on the processing of PDS Order 2026-05 Page 5 File No: MJSP-2025-000032 any action or activity authorized through this Minor Adjustment until the appeal is resolved. F. The conditions set forth in Part "B", and otherwise applicable to the PUD, are an integral non-severable part of the Adjusted Final (Major) PUD site plan granted by this Order. If any condition set forth in Part "B" is determined to be invalid or unenforceable for any reason and the developer declines to comply voluntarily with that condition, the site plan approval granted by this Order shall become null and void. G. A copy of this Order shall be attached to the site plan drawings, which shall be placed on file with the St. Lucie County Planning and Development Services Department and copies provided to the developer and agent of record as identified on the Minor Adjustment application.
