A RESOLUTION BY THE ST. LUCIE COUNTY BOARD
OF COUNTY COMMISSIONERS AMENDING THE
ADOPTED FEES AND CHARGES FOR BUILDING
PERMITS, REVIEWS, AND INSPECTIONS TO CLARIFY
THE USE OF THE AUTOMATED BUILDING PERMIT FEE
TO BE CONSISTENT WITH §553.80(7)(A)2., F.S.; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS,the Board of County Commissioners of St. Lucie County, Florida has made
the following determinations:
WHEREAS,Chapter 125,F.S.,provides for the enforcement of the Florida Building Code
and enforce local technical amendments to the Florida Building Code; and
WHEREAS,Chapter 553,F.S.,provides for the uniform adoption, updating,amendment,
interpretation,and enforcement of a single,unified state building code,called the Florida Building
Code; and
WHEREAS, Section 125.56, F.S., authorizes the Board of County Commissioners to
establish a schedule of reasonable inspection fees in order to defer the costs of inspection and
enforcement of the provisions of this act, and of the Florida Building Code; and
WHEREAS, Chapter 125, F.S., authorizes the collection of fees necessary to perform
governmental operations and services; and
WHEREAS, Section 125.01, F.S., and the St. Lucie County Land Development Code
Section 11.12.00 authorize this Board to establish a schedule of fees in order to cover the costs of
technical and administrative activities required pursuant to the St. Lucie County Land
Development Code; and
WHEREAS,Section 553.80(7)(a)2.,Florida Statutes,authorizes local governments to use
building permit fee revenues for activities related to the enforcement of the Florida Building Code,
including but not limited to the construction and renovation of facilities,purchase of hardware and
software, and training of personnel necessary to carry out such enforcement responsibilities; and
WHEREAS, the Board of County Commissioners has established a schedule of fees for
building permit functions and has periodically updated the schedule pursuant to Resolution
Numbers 89-022; 94-128; 98-154; 99-020; 01-108; 01-132; 02-040; 02-087; 06-171; 13-196; 20-
2011;24-053; and 25-93; and
WHEREAS, the Board of County Commissioners finds that the clarification of the
Automated Building Permit Fee use is necessary to ensure compliance with §553.80(7)(a)2., F.S.,
and to provide flexibility in supporting the enforcement of the Florida Building Code.
THEREFORE, BE IT RESOLVED, by the Board of County Commissioners for St.
Lucie County Florida:
1. The foregoing recitals are true and correct and are incorporated herein by reference.
2. The Schedule of Fees attached hereto and incorporated herein as Exhibit A is hereby
adopted.
3. The Schedule of Fees adopted herein shall be effective on the date of adoption(effective
date)and shall supersede prior adopted fee resolutions
4. County staff is directed to review the Schedule of Fees periodically to determine if fees
should be adjusted to offset the technical,operational and material costs incurred by the County in
providing services. Any adjustments to the Schedule of Fees shall be adopted by resolution.
5. This Resolution shall take effect on the effective date.

GENERAL BUILDING PERMIT VALUATION: Construction Permit Fees shall be on a valuation per
square foot basis. New construction projects may include the normal trade permits in one encompassing
permit fee according to the following schedule.
1. Where work for which a permit is required is started before obtaining said permit, the fees herein
specified shall be doubled, but the payment of such double fee shall not relieve any persons from
fully complying with the requirements in the execution of the work nor from any other penalties
prescribed herein.
2. Unless otherwise stated, a Building Permit Fee is based on multiplying the value of the building or
addition by the multiplier set by resolution by the Board of County Commissioners. Such value
shall be determined by using the most recent Building Valuation Data compiled by the
International Code Council (ICC). Fee is based on multiplying the value of the work
authorized by the permit by .0070*. The value is determined by the Building Code
Administrator. The multiplier may be evaluated at the beginning of each fiscal year to determine
any modifications for approval by the Board of County Commission. Fee includes a certificate of
completion or occupancy as applicable.
AUTOMATED BUILDING PERMIT FEE: All building permits, certificates or other permits issued or
authorized by the Planning & Development Services, Building & Code Regulation Division shall be
subject to a five dollar($5)administrative charge. ,

Funds collected pursuant to this fee shall be deposited into a separate trust account and shall be used solely
for activities related to the enforcement of the Florida Building Code, consistent with §553.80(7)(a)2.,
Florida Statutes. Such authorized uses may include,but are not limited to:
• Acquisition, implementation, maintenance, upgrading, or replacement of automated building permit
software and related information management systems:,
• Purchase or replacement of computer hardware and technology necessary to support building code
enforcement activities;
• Construction, renovation, or improvement of facilities used for building code enforcement
operations;
• Training of personnel engaged in the review, processing, inspection, and enforcement of building
permits and related functions.
Funds collected shall not be used for purposes unrelated to the administration and enforcement of the

All Commercial and Miscellaneous Trade permit fees including but not limited to plumbing,mechanical,electrical,gas,remodeling,etc.,shall
be value-based as follows:$150.00 for the first$2500.00 plus 1%of the amount in excess of$2,500.00.
Private Provider—reduce fee by 25%,doesn't apply to surcharge,trust or BIMs.

Plan Review Fees
A Plan Review Fee shall be paid concurrently with the submittal of the permit application in accordance with Florida Building Code.
All Plan Review fees are NON-REFUNDABLE unless there was no review performed by staff.
Minimum Plan Review Fee is$75.00 for all reviews.
Private Provider—a 25%reduction of fee,does not include surcharge,trust or BIMs.
All Commercial and Miscellaneous Plan Review fees will be value-based according to the table below except sign permits.
