AN ORDER GRANTING A USE DETERMINATION TO ALLOW
ANGELIC CARE AND SERVICES, INC. TO OPERATE WITHIN
THE IL (INDUSTRIAL, LIGHT) ZONING DISTRICT FOR A
PROPERTY LOCATED AT 7305 COMMERCIAL CIRCLE,
UNIT 604, FORT PIERCE, FLORIDA.
WHEREAS, pursuant to Section 3.01.02.B of the St. Lucie County Land Development
Code, the Planning & Development Services Director is authorized to issue written
interpretations and use determinations where a proposed use is not specifically listed or
where ambiguity exists regarding classification within a zoning district. The Planning &
Development Services Director has reviewed the request to allow Angelic Care And
Services, Inc. to operate their social services office at 7305 Commercial Circle within the
IL (Industrial, Light) Zoning District located in St. Lucie County, Florida, and made the
following determinations:
1. The business owner, Marquell Carswell, of Angelic Care And Services, Inc., has
submitted a request for a Use Determination to allow for the operation of a social
services administrative office. The +/- 1.93-acre site is located on Commercial
Circle, within the IL (Industrial, Light) zoning district, and has a Future Land Use
(FLU) designation of TVC (Towns, Villages & Countryside).
2. The request for Use Determination to allow for an administrative office for
individual and family social services with no on-site services for clients within an
existing building as permitted use in the IL (Industrial, Light) Zoning District will
create a place for Angelic Care And Services, Inc. to serve residents of St. Lucie
County.
3. On May 15, 2012, the Board of County Commissioners of St. Lucie County,
Florida, adopted Ordinance 12-003 granting the Planning & Development Services
Director the authority to make the determination after full analysis of all potential
impacts that a proposed use complies with the provisions of the Land Development
Code and the St. Lucie County Comprehensive Plan. The analysis was provided
by staff in the memorandum titled "Angelic Care And Services, Inc. - Use
Determination (WDA-2602-000047) PDS Order No. 2026-021" dated March 28,
2026, and it is provided as a reference with this order.
4. This determination to allow Angelic Care And Services, Inc. administrative office
as a permitted use within the IL (Industrial, Light) zoning district is consistent with
the general purpose, goals, and objectives of the St. Lucie County Comprehensive
Plan and the Land Development Code.

5. The proposed determination will not have an undue adverse effect on adjacent
property, the character of the neighborhood, traffic conditions, parking, utility
facilities, or other matters affecting the public health, safety, and general welfare
within the IL (Industrial, Light) zoning district.
NOW, THEREFORE, BE IT ORDERED BY THE PLANNING & DEVELOPMENT
SERVICES DIRECTOR OF ST. LUCIE COUNTY, FLORIDA:
Angelic Care And Services, Inc., a social work administrative office coordinating Individual
and Family Social Services (SIC Code 8322) has been determined to be consistent with
similar permitted uses in the IL (Industrial, Light) zoning district, and, as such, is
determined to be a permitted use in this zoning district at a site located at 7305
Commercial Circle, Unit 604, Fort Pierce, FL.
This approval is specifically limited to office-based administrative services with no clients
on site. Any material change in nature, intensity, or scale of operations, including but not
limited to expansion of capacity or addition of onsite services, shall require further review
and may require additional approvals.
This determination does not waive compliance with Building and Fire Prevention Code
requirements, fire safety regulations, business tax receipt requirements, health
department regulations, or any other applicable federal, state, or local regulations.
PART A. SEVERABILITY
If this Order or any provision thereof shall be held to be inapplicable to any person, property,
or circumstances, such holding shall not affect its applicability to any other person, property
or circumstances.
PART B. APPLICABILITY OF ORDER
This Order shall constitute approval for the operation of Angelic Care And Services, Inc.,
a social work administrative office coordinating Individual and Family Social Services (SIC
Code 8322), within the IL (Industrial, Light) zoning district at 7305 Commercial Circle, Unit
604, Fort Pierce, Florida, subject to the limitations and findings contained herein.
This approval is site-specific and use-specific and shall not be construed as approval of
any expansion, intensification, or change in operational characteristics without further
zoning review.
The conditions and operational limitations set forth in this Order are integral and non-
severable components of this approval. Failure to comply with these conditions shall
render this approval null and void.
