A RESOLUTION BY THE ST. LUCIE COUNTY BOARD OF COUNTY
COMMISSIONERS SUPPORTING GOVERNMENT EFFORTS IN IDENTIFYING
UNNECESSARY LOCAL GOVERNMENT SPENDING, CREATING EFFICIENCIES,
IMPROVING TRANSPARENCY, AND MAXIMIZING TAXPAYER DOLLARS;
PROVIDING FOR CONFLICT; PROVIDING FOR SEVERABILITY;AND PROVIDING
AN EFFECTIVE DATE.
WHEREAS, on February 24, 2025, Governor Ron DeSantis signed Executive Order 25-44,
entitled "Ensuring Government Efficiency," which established the Department of Governmental
Efficiency Team ("EOG DOGE") within the Office of Policy and Budget in the Executive Office
of the Governor; and
WHEREAS, one of the core goals of the St. Lucie County Board of County Commissioners'
("County's") strategic plan is to operate as an efficient government, with a focus on providing
quality services to the community,maximizing the value of every taxpayer dollar, and enhancing
customer service; all of which are benchmarks of efficiency for local government operations; and
WHEREAS, some notable examples of the County's accomplishments in local government
efficiency include:
• Successfully reducing its aggregate millage rate six consecutive years, signifying a total
reduction of 0.8777 mills during that time and the County's first millage rate under 8.0000
since fiscal year 2009-2010;
• Affirmed the County's existing credit rating of Aa2 from Moody's and AA from Standard
and Poor's as a result of the County's conservative fiscal management;
• Regular preparation of annual audits and financial reports which are submitted to the
State's Auditor General as required by law, addressing all resulting comments and
recommendations with no adverse findings or rulings;
• Utilization of modern technology for improving efficiency and enhancing the County's
practice of data-driven decision-making;
• Recipient of prestigious awards in governmental innovation and efficiency, some of which
have been awarded over multiple consecutive years, such as the Government Finance
Officers' Budget Presentation Award for 27 consecutive years;
• Currently undertaking a comprehensive review of the County's performance management
system and the key performance indicators the County utilizes to track government
efficiency and effectiveness, in alignment with the EOG DOGE Guide for Local
Jurisdictions;
WHEREAS, the County remains committed to maximizing the value of tax dollars and reducing
the burden on taxpayers, improving fiscal and operational efficiency, and providing quality
essential services and infrastructure that directly and positively impact residents' lives in a fiscally
responsible manner; and
WHEREAS, the County values transparency, accountability, public trust, and active public
engagement, acknowledging that the accomplishments listed herein and those yet to occur are the
result of collaborative efforts between elected officials, staff, and residents working together
toward a shared vision for the County's future; and
WHEREAS, the EOG DOGE Team is tasked with assisting local governments in identifying
unnecessary spending, eliminating waste, and finding opportunities to save taxpayer dollars; and
WHEREAS,the Board of County Commissioners finds that the County has made—and continues
to make — significant progress in identifying and eliminating unnecessary spending, improving
operational efficiency and maximizing the value of taxpayer dollars.
NOW,THEREFORE,BE IT RESOLVED,by the Board of County Commissioners of St.
Lucie County, Florida, as follows:
Section 1. Ratification of Recitals.
The foregoing recitals are hereby ratified and confirmed as true and correct and are hereby made
a part of this Resolution.
Section 2. Support for Efficiency Efforts.
The Board of County Commissioners supports efforts to identify and eliminate unnecessary
government spending, create operational efficiencies, and save taxpayer dollars. This includes,
but is not limited to, regularly reviewing and streamlining programs, grants, and contracts that
may be redundant or misaligned with state and federal regulations.
Section 3. Direction and Appointment.
The Board of County Commissioners hereby designates the County Administrator, or his written
designee, as the County's point of contact for any and all coordination with, as well as inquiries
and requests from,the EOG DOGE Team.
Section 4. Conflict.
If any resolutions, or parts of resolutions, are in conflict herewith, this Resolution shall control to
the extent of the conflicting provisions.
Section 5. Severability.
The provisions of this Resolution are intended to be severable. If any part of this Resolution is
determined to be void or is declared illegal, invalid, or unconstitutional by a Court of competent
jurisdiction,the remainder of this Resolution shall remain in full force and effect.
Section 6. Effective Date.
This Resolution shall become effective immediately upon adoption.
