A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF ST.
LUCIE COUNTY, FLORIDA, REPEALING RESOLUTION NO. 24-084 AND
ESTABLISHING A FEE SCHEDULE FOR APPLICATIONS FOR ISSUANCE
AND RENEWAL OF CERTIFICATES OF PUBLIC CONVENIENCE AND
NECESSITY; ESTABLISHING A FEE SCHEDULE FOR ISSUANCE OF
TEMPORARY CERTIFICATES OF PUBLIC CONVENIENCE AND
NECESSITY; ESTABLISHING A FEE SCHEDULE FOR ISSUANCE OF
ANNUAL VEHICLE PERMITS; ESTABLISHING A FEE SCHEDULE FOR
BUSINESS NAME CHANGE,OR OWNERSHIP CHANGE; ESTABLISHING
A FEE SCHEDULE FOR ADVERTISING AND NOTICE; ESTABLISHING A
FEE SCHDULE FOR INSPECTIONS; PROVIDING FOR CONFLICT;
PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE
DATE
WHEREAS,the Board of County Commissioners of St. Lucie County, Florida, has made the
following determinations:
1. On December 2, 2025, the Board adopted Ordinance 25-026, repealing and
restating Article Ill, Life Support Services to, among other provisions, require the Board to
establish a fee schedule for costs related to the issuance of County certificates of convenience
and public necessity (COPCN).
2. The Board desires to establish said fee schedule as set forth herein.
NOW, THEREFORE, be it resolved by the Board of County Commissioners of St. Lucie
County, Florida:
1. Ratification of Recitals.The foregoing recitals are hereby ratified and confirmed as
true and correct and are hereby made a part of this Resolution.
This Board hereby establishes the following fees for issuance and renewal
of Certificates of Public Convenience and Necessity, issuance of Temporary
Certificates of Public Convenience and Necessity, issuance of Annual
Vehicle Permits, Business Name and Ownership Changes and Advertising
and Notice, issued pursuant to Chapter 18,Article Ill, St. Lucie County Code
of Ordinances:
a. Application Fee $2,500.00
b. Renewal Application Fee $2,500.00
c. Annual Vehicle Permit Fee $100.00

d. Application Advertising and Notice Fee Actual Costs
e. Business Name/Ownership Change/Transfer Fee $500.00
f. Inspection Fee Per Vehicle $100.00
2. All fees set forth herein shall be nonrefundable.
3. Conflict; repeal. If any resolutions, or parts of resolutions, are in conflict herewith,
this Resolution shall control to the extent of the conflicting provisions. This
Resolution repeals Resolution 24-084.
4. Severability. The provisions of this Resolution are intended to be severable. If any
part of this Resolution is determined to be void or is declared illegal, invalid,
unconstitutional by a Court of competent jurisdiction, the remainder of this
Resolution shall remain in full force and effect.
5. Effective Date. This resolution shall take effect upon adoption.
