LUCIE COUNTY GRANTING APPROVAL FOR A MINOR ADJUSTMENT TO A MINOR SITE PLAN FOR SILVER- LINE PLASTICS FOR A PROPERTY LOCATED AT 3206 ENTERPRISE ROAD, FORT PIERCE, FL. WHEREAS, the St. Lucie County Planning and Development Services Director has reviewed the application for a Minor Adjustment to a Minor Site Plan submitted by MBV Engineering, Inc., on behalf of Silver-Line Plastics, and evaluated the comments of the St. Lucie County Development Review Committee on the application and has made the following determinations: 1. MBV Engineering, Inc. submitted a Minor Adjustment to a Minor Site Plan application on behalf of Silver-Line Plastics LLC, for a project known as Silver-Line Plastics. The request includes the replacement of two (2) existing silos, the replacement of an existing building with a new 16,096 sq. ft. structure of the same scale and footprint (including pedestrian access improvements), modifications associated with the proposed three (3)-story office building parking configuration, and the relocation of one loading space. The subject property is located within the IL (Industrial, Light)Zoning District at 3206 Enterprise Road, Fort Pierce, FL. 2. On July 18, 2000, the Board of County Commissioners approved Resolution No. 2000- 120, approved a Major Adjustment to a Major Site Plan to allow the construction of a 51,200 square foot building. 3. On February 27, 2001, the Community Development Director approved a Minor Adjustment to a Major Site Plan for the addition of a fence around the property boundaries, the relocation of landscaping areas, and to the plant palette. 4. On June 28, 2001, the Community Development Director approved a Minor Adjustment to a Major Site Plan to construct an additional 2,025 sq. ft. in building space and a new silo adjacent to the eastern property line. 5. On February 13, 2007, the Growth Management Director approved a Minor Adjustment to the Freedom Plastics Addition to add two (2) resin silos. 6. On January 12, 2013, the Planning & Development Services Director approved a Minor Adjustment to a Major Site Plan to add four (4) silos along the eastern property line. 7. On March 1, 2024, The Planning & Development Services Director approved PDS Order 2024-013 for a Major Adjustment to a Minor Site Plan to replace two (2) existing buildings totaling 37,750 sq. ft. with a 59,525 sq. ft. manufacturing production building (Production Building 2), add 8,509 sq. ft. of covered canopies, a three (3) story 7,200 sq. ft. office MICHELLE R.MILLER,CLERK OF THE CIRCUIT COURT SAINT LUCIE COUNTY FILE# 5612566 04/27/2026 01:39:05 PM Page 1 OR BOOK 5465 PAGE 895-901 Doc Type:ORD PDS Order No. 2026-024 9 RECORDING: $61.00 File No: MNSP-251 1-0001 82 building, add an 856 sq. ft. equipment room addition on the existing 51,202 sq. ft. manufacturing building (Production Building 1), a 399 sq. ft. addition to the compounding building, a 107 sq. ft. addition to the existing 15,935 sq. ft. warehouse building, accessory structures (equipment) to support Silver-Line Plastics operations, increase to the number of the parking spaces, and construct a drive aisle to connect the northern parcel to serve future business operations. 8. The St. Lucie County Development Review Committee has reviewed the adjusted Site Plan and found it to meet the technical requirements of the St. Lucie County Land Development Code, St. Lucie County Comprehensive Plan, and has satisfied the standards of review set forth in Section 11.02.07, Standards for Site Plan Review; subject to the conditions set forth in Part "A" of this Order. 9. Planning staff performed a detailed analysis of the project and found it to be consistent with the St. Lucie County Land Development Code and Comprehensive Plan. The analysis can be found in the Planning and Development Services memorandum titled Silver Line Plastics— Minor Adjustment to the Minor Site Plan (MNSP-2511-000182), dated April 16, 2026. 10. The proposed Minor Adjustment to the Minor Site Plan will not have an undue adverse effect on adjacent properties, the character of the neighborhood, traffic conditions, parking, utility facilities, or other matters affecting public health, safety, and general welfare. 11. All reasonable steps have been taken to minimize any adverse effect of the proposed project on the immediate vicinity through building design, site design, landscaping, and screening. NOW, THEREFORE, BE IT ORDERED by the St. Lucie County Planning and Development Services Director: A. Pursuant to Section 11.02.03.E of the St. Lucie County Land Development Code, the Minor Adjustment to the Minor Site Plan to be known as Silver-Line Plastics is hereby approved as shown on the site plan drawings, prepared by MBV Engineering, Inc., date revised on January 13, 2026, subject to the following conditions: 1. be eradicated from the site. Completed 2. Prior to commencement of development, including, but not limited to; clearing, filling, excavation, grading, or planting of vegetation, as defined in LDC 2.00.00., a 100% gopher Florida Fish and Wildlife Conservation Commie ion (FWC) protocol. These surveys are only valid for 90 days. Completed 3. Completed 4. A modification to the Site Development Permit is required for the proposed changes prior to performing site improvement activities. In accordance with the permit and Land Development Regulations, the applicant shall retain the Engineer of Record for site inspections and final certification. B. The approvals granted by this administrative order shall expire twenty-four (24) months from the effective date, unless a Building Permit is obtained, or an extension is granted in accordance with the provisions of Section 11.02.06 of the St. Lucie County Land Development Code. D. The developer, including any successors in interest, is advised as part of this site plan approval, all applicable development permits and construction authorizations shall be obtained from the appropriate Federal, State, and Local regulatory agencies including, but not limited to, the United States Army Corps of Engineers, the Florida Department of Environmental Protection, and South Florida Water Management District, and the St. Lucie County Environmental Resources, Public Works, and Building Departments, and the St. Lucie County Fire District prior to the commencement of any development activities on the property described in Part "B". Issuance of this permit by the County does not in any way create any rights on the part of the developer to obtain a permit from a state or federal agency and does not create any liability on the part of the County for issuance of this permit if the developer fails to obtain requisite approvals or fulfill the obligations PDS Order No. 2026-024 Page 4 File No: MNSP-2511-000182 imposed by a state or federal agency or undertake actions that may result in a violation of state or federal law. E. The Certificate of Capacity granted with the project's active approval, via PDS Order 2024- 013, shall remain valid for the period of this Development Order. If this Order expires or otherwise terminates, the Certificate of Capacity shall automatically terminate. F. This Order shall become effective upon the date of approval indicated below. Should the property owner, developer or authorized agent wish to appeal any condition described in Part A above, all such appeals must be filled in writing with the County Administrator within thirty (30) days of the rendering of this Order, as described in Section 11.02.03(B), St. Lucie County Land Development Code. Should an appeal to this Order be filed, no permitting reviews or further administrative action shall take place on the processing of this development project until the appeal is resolved. G. A copy of this Order shall be attached to the site plan drawings, which shall be placed on file with the St. Lucie County Planning and Development Services Department and copies provided to the developer and agent of record as identified on the site plan application. H. The conditions set forth in Part A are an integral non-severable part of the site plan approval granted by this Order. If any condition set forth in Part A is determined to be invalid or unenforceable for any reason and the developer declines to comply voluntarily with that condition, the site plan approval granted by this order shall become null and void.
