HomeMy WebLinkAbout26-078 RESOLUTION 2026-78 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF ST. LUCIE COUNTY, FL REVOKING RESOLUTION 2023-006 AND JOB GROWTH INVESTMENT GRANT (JGIG) 23-001 WHICH APPROVED CERTAIN ECONOMIC INCENTIVES ON BEHALF OF MEYER UTILITY STRUCTURES, LLC, AKA ARCOSA. WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has made the following determinations 1. On January 24, 2023, the Board of County Commissioners (Board) approved Resolution 2023-006, committing to incentivize a new manufacturing facility owned by Meyer Utility Structures, LLC, AKA Arcosa, consisting of approximately 89,000 square feet. 2. Resolution 2023-006 authorized County staff to prepare a Job Growth Investment Grant (JGIG) Agreement for the creation of one hundred and one (101) new jobs associated with the company's new manufacturing facility. 3. On March 7, 2023, the Board of County Commissioners approved Job Growth Investment Grant(JGIG)Agreement 23-001,for Meyer Utility Structures, LLC,AKA Arcosa, incentivizing the creation of one hundred and one (101) new jobs over a three-year period and deferring the payment of$35,280.00 in lieu of sidewalk construction for a period of up to 12 months. 4. On February 6, 2024,JGIG Agreement 23-001 was amended to extend the Year One job creation date to December 31, 2024, and provide a 12-month extension on the fee in lieu of sidewalk construction. 5. On January 21, 2025,JGIG Agreement 23-001 was amended to extend the Year One job creation date to December 31, 2025, and provide an additional 12-month extension for the sidewalk fee in lieu of payment. 6. Meyer Utility Structures, LLC, AKA Arcosa has not met the job creation requirements established under JGIG Agreement 23-001, as amended. 7. On April 2, 2026, Meyer Utility Structures, LLC, AKA Arcosa, submitted correspondence to the County, agreeing to terminate the existing agreement with the understanding that the company will have the opportunity to renegotiate a future economic incentive agreement with the County. 8. The Board of County Commissioners intends to provide Meyer Utility Structures, LLC, AKA Arcosa,with one hundred eighty(180)days from the effective date of this Resolution to negotiate and obtain approval of a new economic incentive agreement with the County. In the event a new agreement is not approved within such time, the company shall be responsible for payment of $35,280.00, representing the deferred fee in lieu of sidewalk construction in accordance with applicable County requirements. 1 9. The revocation of Resolution 2023-006 and JGIG Agreement 23-001 shall not prevent Meyer Utility Structures, LLC, AKA Arcosa from requesting economic incentives from the Board of County Commissioners in the future. NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie County, Florida: A. Resolution 2023-006 for Meyer Utility Structures, LLC, AKA Arcosa, authorized by the Board of County Commissioners on January 24, 2023, is hereby revoked. B. Job Growth Investment Grant (JGIG) Agreement 23-001 for Meyer Utility Structures, LLC, AKA Arcosa, approved on March 7, 2023, as amended, is hereby revoked in its entirety. C. The revocation of Resolution 2023-006 and JGIG Agreement 23-001 shall not create any obligation on the part of the County to approve or provide future economic incentives. D. This Resolution shall take effect on the date of the adoption.
