LUCIE COUNTY, FLORIDA, FOR A CONDITIONAL USE PERMIT TO BE KNOWN AS SCRAP GATORS TO OPERATE A RECYCLING FACILITY AT 3405 INDUSTRIAL 31ST STREET WITHIN THE IL (INDUSTRIAL LIGHT) ZONING DISTRICT. WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, based on the testimony and evidence, including but not limited to the staff report, has made the following determinations: 1. Brad Currie, AICP, of Haley Ward, Inc., on behalf of the applicant, is requesting approval for a Conditional Use Permit to utilize an existing gated industrial facility with 3 single story buildings totaling 16,352 square feet, two loading zones, and 16 parking spaces for a Scrap and Waste Recycling operation with minor improvements to the site, including additional landscaping and an opaque wooden gate at the entrance. The +/- 1 .22-acre site is located on the west side of Industrial 31st St., approximately a 0.15-mile north of Industrial Avenue 2, in unincorporated St. Lucie County, Florida, legally described in Paragraph "A" and depicted on the attached map as Exhibit "A". 2. On June 5, 1990, the Board of County Commissioners granted Major Site Plan approval for the Zeroll Building, via Resolution 90-118, to complete the multi- phased development of a 16,500 sq. ft. light industrial warehouse complex at the subject site. Permits were secured to complete the authorized facility expansion within the Airport Industrial Park. 3. On March 19. 2026, the St. Lucie County Planning and Zoning Commission held a public hearing on this petition after notice was published in the St. Lucie News Tribune at least ten (10) days prior to the hearing, a sign was installed on the property and notice was sent by mail all owners of property within five hundred (500) feet of the subject property, and voted to forward a recommendation of approval to the Board of County Commissioners for a Conditional Use Permit for Scrap Gators, LLC within the IL (Industrial, Light) Zoning District. On April 21, 2026, the Board of County Commissioners held a public hearing on this petition after notice was published in the St. Lucie News Tribune at least ten (10) days prior to the hearing, installing a sign on the property and notifying by mail all owners of property within five hundred (500) feet of the subject property, and voted to Approve the petition for a Conditional Use Permit for Scrap Gators, LLC within the IL (Industrial, Light) Zoning District 5. The proposed Conditional Use Permit has satisfied the requirements of Section 11.07.03 of the St. Lucie County Land Development Code and is consistent with the goals, objectives, and policies of the St. Lucie County Comprehensive Plan. 6. The proposed Conditional Use Permit is consistent with the existing and proposed use of property in the surrounding area. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie County, Florida: A. The property on which the Conditional Use Permit for Scrap Gators, LLC being granted is described as follows: LEGAL DESCRIPTION: LOT 15, BLOCK 3, AIRPORT INDUSTRIAL PARK, UNIT 1, AS PER THE PLAT THEREOF RECORDED IN PLAT BOOK 12, PAGE 40. PUBLIC RECORDS OF ST. LUCIE COUNTY, FLORIDA. CONTAINING 1.22 ACRES, MORE OR LESS. Location: 3405 Industrial 31st Street Parcel ID: 1429-501-0039-000-0 B. The St. Lucie Planning and Development Services Director shall be authorized to make a notation of the conditional use permit granted/denied and reference to the date of adoption of this Resolution. C. A Certificate of Capacity Exemption, a copy which is attached to this Resolution as Exhibit "C". was signed by the Planning & Development Services Director on April 30, 2026. and will remain valid for the term of this Resolution.
