AN ORDER OF THE PLANNING & DEVELOPMENT SERVICES
DIRECTOR OF ST. LUCIE COUNTY GRANTING APPROVAL OF A
MINOR ADJUSTMENT TO THE FINAL SITE PLAN KNOWN AS REVERIE
AT SOLAERIS, POD 6, WITHIN THE OAK RIDGE RANCHES PUD,
LOCATED IN ST. LUCIE COUNTY, FLORIDA.
WHEREAS, the St. Lucie County Planning and Development Services Director,
evaluated the comments of the St. Lucie County Development Review Committee on
the application including but not limited to the staff report, has made the following
determinations:
1) Cotleur and Hearing, Inc on behalf of Dream Finders Homes, DFH Solaeris Land LLC
and MRP HDFB LLC, presented a petition for a Minor Adjustment to the Final Site
Plan for the Site Plan known as Reverie at Solaeris for +/-326.16 acres, designated
as POD 6 within the Oak Ridge Ranches PUD (Planned Unit Development). The
proposed 1,000-unit age -restricted residential community is located within the Oak
Ridge Ranches MXD District of property located on the west side of Glades Cut-off
Road, at the northwest corner of Range Line Road and Glades Cut Off Road, with
land extending north to the C24 Canal, in St. Lucie County, Florida, as depicted on
the attached map as Exhibit "A" and described in Part "B" below. The POD 6 Final
Site Plan was approved for up to 1,000 single-family lots for detached and attached
homes, amenity center, passive recreation areas, and stormwater lakes, with the
subject adjustment providing the final Amenity Center design, a Model (Sales)
Center, and affirming project phasing.
2) On October 12, 2023, the Board of County Commissioners approved the
Comprehensive Plan Future Land Use Map Amendment for the Oak Ridge Ranches
MXD Activity Area and granted a change in zoning from the AG-5 (Agricultural — 5)
and CN (Commercial Neighborhood) Zoning Districts to the PUD (Planned Unit
Development) Zoning District, for +/- 3,229.27 acres, including the subject +/-326.16
acres. The approvals included a Preliminary PUD (Planned Unit Development) Site
(Master) Plan with an associated Wetland Waiver from Comprehensive Plan Policies
6.1.14.2 and 6.1.14.5 to develop up to 8,600 dwelling units and up to 650,000 square
feet of commercial uses, and other nonresidential uses as specified in the Oak Ridge
Ranches Mixed Use Activity Area.
3) On November 12, 2024, the Board of County Commissioners approved the Oak
Ridge Ranches Phase 1A Final Site Plan, via Resolution No. 2024-229, which
includes development of the primary access (loop) road and provides for a series of
development tracts or "Pods", for residential, non-residential and civic uses, provides

for the primary conservation areas core to the overall project and affirms parameters
and tracking mechanisms.
4) On January 21, 2025, the Board of County Commissioners approved Resolution
2025-23 granting Final Site Plan approval of the Final Site Plan known as Reverie at
Solaeris, POD 6.
5) The St. Lucie County Development Review Committee has reviewed the POD 6 Site
Plan Adjustment and found it to meet the technical requirements and to be consistent
with the St. Lucie County Comprehensive Plan, including Ordinance 2023-15 which
authorized the Oak Ridge Ranches MXD, the authorizations of Resolution 2023-201
(Oak Ridge Ranches PUD), and Resolution 2024-231, with maintenance of the
conditions set forth in the stated resolutions.
6) The Adjusted Site Plan has satisfied the requirements of Sections 11.02.02. C. 7.,
11.02.04 and 11.02.05 of the St. Lucie County Land Development Code.
7) The proposed project, with conditions of approval, will not have an undue adverse
effect on adjacent property, the character of the neighborhood, traffic conditions,
parking, utility facilities, or other matters affecting the public health, safety, and
general welfare.
8) All reasonable steps have been taken to minimize any adverse effect of the proposed
project on the immediate vicinity through building design, site design, landscaping,
and screening.
9) The proposed project, with the maintained Conditions of Approval, will be
constructed, arranged, and operated so as not to interfere with the development and
use of neighboring property, in accordance with applicable district regulations.
10) The proposed project is intended to be served by the St. Lucie County Utilities
Department for water and wastewater services.
NOW, THEREFORE, BE IT ORDERED by the St. Lucie County Planning & Development
Services Director:
A. Pursuant to Sections 11.02.05 B. and 11.02.04. C of the St. Lucie County Land
Development Code, the Minor Adjustment to the POD 6 Final Site Plan known as the
Reverie at Solaeris is hereby approved for the subject property described in Part "B"
below, as shown on the Site Plan drawings for the project, prepared by Cotleur and
Hearing, Inc., dated February 25, 2026 (Phasing Plan), April 15, 2026 (Amenity & Model
Center), as attached and incorporated herein as Exhibits "B-1, B-2 & B-3", allowing for up
to a 10% unit adjustment between phases where not exceeding the maximum 1,000 unit
approval, subject to site -specific PUD Zoning Regulations and the obligated Transportation

Mitigation Schedule provided by Resolution 2023-201 and as may be amended,
Resolution 2024-231, Resolution 2025-23 and the following Conditions:
1. Prior to commencement of development, including, but not limited to clearing,
filling, excavation, grading, or planting of vegetation, as defined in LDC 2.00.00,
listed species surveys for the subject site plan, shall be updated as necessary per
individual species -specific requirements. If any listed species impacts are found to
be present as a result of these surveys, appropriate mitigative measures per state
and federal agency requirements shall be provided prior to the initiation of any
clearing activities.
2. Prior to commencement of development, including, but not limited to clearing,
filling, excavation, grading, or planting of vegetation, as defined in LDC 2.00.00., a
Vegetation Removal Permit or exemption shall be issued by the Environmental
Resources Department per LDC 6.00.03.
3. All Category I listed invasive species shall be eradicated from the subject site plan
(site), in its entirety, prior to the issuance of the first certificate of occupancy.
4. A Site Development Permit is required prior to performing site improvement
activities. In accordance with the permit and Land Development Regulations, the
applicant shall retain the FOR for site inspections and final certification.
5. Prior to issuing the Site Development Permit for the Amenity Center, the Civil Plans
shall be updated to:
i. dimension radius of returns on all curbed islands.
ii. revise the cross sections to match what is proposed on plan view and add
missing information.
iii. address pedestrian access to the Phase I amenities while Phase II is
pending or under construction.
iv. clarify if the sidewalk path from the parking area to the yoga lawn is ADA
accessible and the length of the path. If the path is longer than 200 feet and
is ADA accessible, provide a 5-foot by 5-foot passing space at a maximum
spacing of 200 feet.
B. The property for which the POD 6, Reverie at Solaeris, Site Plan Adjustment is granted is
described as follows:

C. The St. Lucie County Planning and Development Services Director shall be authorized to
notate the Site Plan Adjustment approval on the Official Zoning Map, referencing the
date of adoption of this Order.
D. The Site Plan Adjustment granted by this Order, modifying the approved 1,000 lot single-
family residential community, within the Oak Ridge Ranches PUD and MXD District, to

provide the final Amenity Center and open space designs, provide a Model (Sales)
Center, and clarify project phasing shall be valid for the term of the Final Site Plan which
would expire on January 21, 2027, unless a Plat is approved and recorded, a Building
Permit is obtained, or an extension is granted in accordance with Section 11.02.06(B)(2)
of the Land Development Code. The development in the Oak Ridge Ranches PUD shall
remain subject to the site -specific PUD Zoning Regulations, provided in Resolution 2023-
201 as Exhibit "D", as may be amended and as referenced in Part "A".
E. The developer is advised as part of this approval that the property owner(s), developer,
etc., including any successors in interest, shall obtain all applicable development permits
and construction authorizations from the appropriate State and Federal and local
regulatory agencies including, but not limited to, the United States Army Corps of
Engineers, the Florida Department of Environmental Protection, Florida Department of
Transportation, South Florida Water Management District, the St. Lucie County Fire
District and the St. Lucie County Environmental Resources, Public Works, and Building
Departments prior to the commencement of any development activities on the property
described in Part "B". Issuance of this authorization or permit by the County does not in
any way create any rights on the part of the developer to obtain a permit from a State or
Federal agency and does not create any liability on the part of the County for issuance of
this permit if the developer fails to obtain requisite approvals or fulfill the obligations
imposed by a State or Federal agency or undertake actions that may result in a violation
of State or Federal law.
F. The conditions referenced in Part "A" are an integral non -severable part of the POD 6
Final Site Plan approval granted by this Order. If any condition set forth in Part "A" is
determined to be invalid or unenforceable for any reason and the developer declines to
comply voluntarily with that condition, the site plan approval granted by this Resolution
shall become null and void.
G. A conditional Concurrency Certificate was issued by the Planning & Development
Services Director on January 27, 2025 with Resolution 2025-23, and shall remain valid
for the term of this Order, or as may be provided by the Land Development Code.
H. This Order shall become effective upon the date of recording. Should the property owner,
developer, or authorized agent or other party with standing wish to appeal the Order or
any condition referenced in Part "A" above, all such appeals must be filed in accordance
with LDC Section 11.11.00. Should an appeal to this Order be filed, no permitting reviews
or further administrative action shall take place on the processing of this development
project until the appeal is resolved.
A copy of this Order shall be attached to the site plan drawings described in Part "A",
which plan shall be placed on file with the St. Lucie County Planning & Development
Services Department Director.

This Order shall be recorded in the Public Records of St. Lucie County.
The ORDER is effective the day of �f 2026.
