Home My WebLink About26-110RESOLUTION NO. 2026-110 A RESOLUTION ACCEPTING THE FLORIDA DEPARTMENT OF TRANSPORTATION LOCAL AGENCY PROGRAM (LAP) SUPPLEMENTAL AGREEMENT # 1 (No. 453491-1- 58-01) FOR THE ST. JAMES DRIVE PEDESTRIAN WALKWAY (NE ROYCE AVENUE TO NE LAZY RIVER PARKWAY) PROJECT AND AUTHORIZING THE CHAIR TO EXECUTE THE AGREEMENT AND FURTHER AUTHORIZING THE COUNTY ATTORNEY TO EXECUTE THE AGREEMENT BY APPROVING IT AS TO FORM AND CORRECTNESS. WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has made the following determinations: 1. The Department of Transportation has awarded the County Transportation Alternatives Program (TAP) grant funds for FY 2025/26 for the St. James Drive Pedestrian Walkway (NE Royce Avenue to NE Lazy River Parkway). Supplemental Agreement #1 decreases federal funds to the agreement. 2. The Board should authorize and approve execution of the LAP supplement agreement #1 (453491-1-58-01) with the Department of Transportation for the above -referenced project. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie County, Florida: 1. The Board hereby accepts and approves the Supplemental Agreement #1 with the Department of Transportation (453491-1-58-01) for the St. James Drive Pedestrian Walkway project (NE Royce Avenue to NE Lazy River Parkway). 2. The Board hereby authorizes and Chair to execute the above -referenced agreement and further authorizes the County Attorney to execute the agreement by approving it as to form and correctness. The changes to the Agreement and supplements, if any, are described as follows: PROJECT DESCRIPTION Name St. James Drive from NE Lazy River Parkway to NE Royce Avenue Length 0.245 miles Termini NE Lazy River Parkway to NE Royce Avenue Description of Work: Construction of a new sidewalk ranging from six (6) feet to eight (8) feet in width, along with the installation of Americans with Disabilities Act (ADA)-compliant curb ramps, embankment grading, and slope stabilization along the east side of St. James Drive from Northeast (NE) Royce Avenue to Northeast (NE) Lazy River Parkway. Sidewalk construction will begin at NE Royce Avenue, matching the existing six (6)-foot-wide sidewalk. Approximately 130 feet north of this point, the sidewalk will widen to eight (8) feet and continue northward before terminating at the tie- in with the existing sidewalk just south of NE Lazy River Parkway. Reason for Supplement and supporting engineering and/or cost analysis: The supplemental agreement reconciles the LAP Agreement total project cost with the Department's concurrence, and the Local Agency construction bid award of $273,719.00 (Two Hundred Seventy -Three Thousand Seven Hundred Nineteen and Zero Cents). As a result, the Supplemental Agreement decreases the Federal Funds amount by $45,709.00 (Forty -Five Thousand Seven Hundred Nine and Zero Cents) and increases the local funds by $10,198.00 (Ten Thousand One Hundred Ninety - Eight and Zero Cents). Refer to Exhibit "B" attached hereto and made a part hereof, which replaces Exhibit "B" that was attached to the original Agreement.
